<title>COMMUNITY ADVISORY - Crime Alert; Theft from Vehicles</title>

<description>Throughout the month of August, eleven (11) thefts from vehicles occurred in North Takoma.  Nearly all incidents occurred between Friday and Sunday during overnight hours (7:00 PM – 10:00 AM).  Suspect(s) gained entry by opening unlocked vehicle doors or by breaking rear vent windows.  Targeted vehicles included three Toyota and three Honda products.  In most recent incidents, suspect(s) ransacked the interior of the vehicle(s) and fled without taking property.  At this time, there is no suspect information.

<title>COMMUNITY ADVISORY - Tropical Storm Hanna moving towards Mid-Atlantic States</title>

<description>The National Weather Service has issued a FLASH FLOOD WATCH for Montgomery County. At 5:00 am, Satellite images indicated that Tropical Storm Hanna was located 430 South of Wilmington North Carolina. Hanna is moving NW as 20 MPH with winds of 65MPH and higher gusts.   
  
Hanna is expected to reach the Baltimore/Washington metro areas as a Tropical Storm on Saturday. 4-8 inches of rainfall is expected with Hanna and higher amounts are possible. This amount of rain will lead to flooding of some streams and low lying areas. Sustained winds of 25-35 MPH are possible beginning Saturday morning and gusts to 50 MPH are possible. Power outages should be expected. Any remaining emergency preparations for this storm should be nearing completion.  
  
Tropical Storm Warnings are now in effect for all coastal MD Counties. Travel to coastal areas should be discouraged.</description>

<title>COMMUNITY ADVISORY - Tropical Storm Hanna Threatens this Weekend;  Preparedness Tips and Information</title>

<description>Hurricane Hanna Threatens East Coast This Weekend; Executive Places County Emergency Workers On Standby And Urges Residents to Be Prepared   
  
With Hurricane Hanna threatening areas along the East Coast this weekend with heavy rain and high winds, Montgomery County Executive Ike Leggett has placed emergency workers on standby and is urging residents to prepare for the possibility of flooding and power outages.  
  
“I am asking employees and residents to prepare for the worst to ensure that this hurricane affects us the least,” said Leggett.  “Emergency preparedness is the best way to keep homes and people safe, and to limit the level of danger and disruption that comes with a major storm.  I am also asking our residents to check on their neighbors and offer help where needed, since this is a community that cares.”   
  
The County’s Emergency Management Group has been on standby this week, monitoring weather reports, exchanging information and preparing to activate if a County-wide emergency response is necessary.  The group, consisting of senior staff from each of the County’s departments and agencies, works within the National Incident Management System (NIMS) and collaborates with other local jurisdictions as part of the National Capital Region (NCR) to manage an effective and efficient response to emergencies.  When activated, the group meets in the County’s Emergency Operations Center to assess risks, mobilize resources to prevent and address problems, and to meet local needs, including the need for regular and up-to-date information. The County’s Alert Montgomery messaging system will be sending alerts to residents regarding Hurricane Hanna, and additional messages will be sent as necessary through the same means.  In addition, the County will communicate with the public through the news media, the County home page, and emails.  
  
The effects of a hurricane or tropical storm can be far-reaching.  Areas impacted directly by a hurricane or tropical storm can be affected by high winds and flooding, especially along waterways and in low-lying areas.  Fringe areas of these storms are vulnerable to tornadoes and in-land flooding caused by heavy rain.  Hurricane season continues through November.  
  
A hurricane watch is issued if there is a threat of hurricane conditions within 24-36 hours.  A warning is issued when hurricane conditions are expected in a specified area in 24 hours or less.  Hurricane conditions include winds of 74 miles per hour (64 knots) or greater, and/or dangerously high tides and waves.  Actions to protect life and property should begin immediately when the warning is issued.  
                                                                          
Hurricane Preparedness Tips  
  
• Keep flashlights and battery-powered radios with extra batteries on hand, along with a basic first aid kit, emergency food and water, and a non-electric can opener.  
• Listen to the radio or television for hurricane progress reports.  
• Bring in outdoor objects such as lawn furniture, toys and garden tools; or anchor objects that cannot be brought inside but that could be wind-tossed.  
• Remove outdoor objects such as lawn furniture, toys and garden tools; or anchor objects that cannot be brought inside but that could be wind-tossed.  
• Clean out gutters.  
• Turn the refrigerator and freezer to the coldest setting in anticipation of a power outage.  Open the door only when necessary and close quickly.  
• Refrain from putting out trash cans the night before the regular pickup.  
  
  
During Power Outages  
  
• Keep a sufficient supply of flashlights and extra batteries on hand to provide lighting during power outages.  
• Avoid using candles for lighting.  Use a battery-powered flashlight.  
• Never use a candle when fueling equipment such as a kerosene heater or lantern, since the candle flame can ignite fumes from the fuel.  
  
Flooding  
  
• In anticipation of possible flooding, residents are encouraged to store valuables and personal papers in a waterproof container; and avoid areas subject to flooding, including low spots, canals and streams.  Do not attempt to drive over a flooded road - you can be stranded or trapped.  The depth of the water and the condition of the road is not always obvious.  
  
Night Time Safety  
  
• Be especially cautious at night when it is harder to recognize flood dangers, downed wires and other hazards.  
  
High Winds  
  
• For downed trees on public property, residents should call the Police non-emergency number at 301-270-1100.  To report trees that have fallen on utility lines, contact the local utility companies.  “Hot” wires or sparking wires, especially those across roadways, may be reported by calling 9-1-1.  
                                                                        
• Trees that have fallen on private property are the responsibility of the property owner.  The County’s Office of Consumer Protection advises homeowners to deal with established businesses only, and to call Consumer Protection first to check on a business complaint record. <title>Weekly Crime Summary: August 28 - September 4, 2008</title>

<description>T1 Beat:

Robbery
An armed robbery occurred in the 6800 block of Eastern Avenue, Saturday, August 30 at 2:50 a.m.  Three B/M’s approached victim from behind, displayed a hand gun, an attempted to take victim’s property.  Two witnesses observed the in incident and heard the victim screaming.  The witnesses yelled at the suspects who fled toward Eastern Avenue on foot.  Two suspects wore black bandanas and black clothing.

An armed robbery occurred at the intersection of Hodges Lane and Chestnut Avenue, Saturday, August 31 at 3:00 a.m.  Four victims were walking near the intersection when a black two door vehicle pulled up from behind.  The front seat passenger demanded the victims empty their pockets as the rear seat passenger displayed what each victim believed to be a handgun.  The suspects never exited the vehicle and fled toward Piney Branch Road.  Suspects: B/M (4).

Carjacking
A carjacking occurred in the 900 block of East West Highway, Tuesday, September 2 at 4:00 a.m.  While on a pay phone at a gas station, victim left car running and door partially open.  A B/M approached the victim and asked her for a quarter.  The victim indicated she had no change, at which time the suspect jumped in her vehicle and fled.  The victim attempted to stop the suspect and grabbed on to the door handle, causing injury.  A witness observed the incident and described the suspect: B/M, 5’09”, medium build, short black hair, black t-shirt, and studs in both ears.  The witness also identified a B/F as a second suspect.  Suspect vehicle: 4-door green vehicle with crack on windshield.

A strong-arm robbery occurred at the intersection of Colby Avenue and Cherry Avenue, Saturday, August 30 at 12:30 a.m.  Two suspects demanded and pulled victim’s purse.  Once the suspects obtained the purse, they fled in a black Dodge Intrepid.  Suspects known to victim.  Suspect: B/Ms. 

A strong-arm robbery occurred in the 1100 block of University Boulevard, Saturday, August 30 at 12:30 a.m.  Victim at Metro Bus stop in the 8000 block of New Hampshire Avenue and had a verbal altercation with a group of male subjects.  The group chased, kicked, and punched the victim before taking his property and fleeing.  Suspects: H/M (3), 20-30 years of age, wearing white t-shirts.

Arrests:
On Sunday, August 31 at 4:00 a.m. in the 8200 block of Roanoke Avenue, an adult male was arrested for violation of a Peace Order.  Arrestee also had an open warrant through the Montgomery County Sheriff for AW-Telephone Misuse Repeat Calls.

On Friday, August 29 at 4:26 p.m. in the 7600 block of New Hampshire Avenue, an adult male was arrested and charged with Possession of Marijuana.

On Saturday, August 30 at 9:35 p.m. in the 1000 block of Anne Avenue, two adult males were arrested and charged with Possession with Intent to Distribute Cocaine, Possession of Cocaine, and Possession of Drug Paraphernalia.

On Tuesday, September 2 at 7:33 p.m. in the 7400 block of New Hampshire Avenue, two male juvenile and a female juvenile were arrested and charged with Possession with Intent to Distribute Marijuana.  </description>

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Joseph Allan Felix, 43, of District Heights, Maryland.

An investigation led Takoma Park officials to the Popeye’s located on New Hampshire Avenue in Takoma Park, Maryland, in reference to a credit card theft.  The victim had purchased some food at that location on July 9, 2008, however, his credit card was never returned to him.  Further investigation revealed that Felix used the victim’s credit card to purchase various items in numerous stores.

Felix was arrested and charged with theft over $500, theft of a credit card, obtaining property exceeding $500 by using a stolen credit card, obtaining property exceeding $500 by false representation, unauthorized use of signature and identity fraud.  He was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.  The bond information for Felix is unknown at this time.</description>

Through the course of an investigation for two auto thefts from the 6500 block of Kansas Lane that occurred on July 18, 2008, a City of Takoma Park Code Enforcement employee was developed as a suspect.  The adult male was arrested and charged with two counts each of Theft over $500, Motor Vehicle Theft, Unauthorized Removal, and Rogue and Vagabond.

On Friday, August 8 at 4:00 p.m. in the 7500 block of Maple Avenue, an adult male was arrested on an open warrant for 2nd Degree Assault and False Imprisonment.

On Sunday, August 10 at 1:45 a.m. in the 7400 block of New Hampshire Avenue, an adult male was arrested and charged with Driving Under the Influence.

On Tuesday, August 12 at 4:19 p.m. in the 6300 block of New Hampshire Avenue, an adult male was arrested and charged with Unlawful Taking of a Motor Vehicle, Theft over $500, and Possession of Drug Paraphernalia.

On Wednesday, August 13 at 9:51 a.m. in the 8500 block of Flower Avenue, an adult male was arrested on an open warrant for 2nd Degree Sex Offense.

On Wednesday, August 13 at 3:42 p.m. in the 1100 block of University Boulevard, an adult male was arrested on an open warrant.

On Wednesday, August 13 at 5:09 p.m. in the 8200 block of Carroll Avenue, an adult male was arrested and charged with Possession with Intent to Deliver Marijuana, Assault on a Law Enforcement Officer, Failure to Obey Lawful Order, and Resisting Arrest.

On Wednesday, August 13 at 11:21 p.m. at the intersection of Poplar Avenue and Spring Avenue two juvenile males were arrested and charged with Disorderly Conduct and Possession of Marijuana.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Steven Maurice Rhinehart, 49, of Hyattsville, Maryland.  Rhinehart was charged with two counts each of theft over $500, motor vehicle theft, unauthorized removal and rogue and vagabond.

Through the course of an investigation for two auto thefts from the 6500 block of Kansas Lane that occurred on July 18, Rhinehart, a City of Takoma Park Code Enforcement employee, was developed as a suspect.  A subsequent investigation confirmed Rhinehart’s involvement in the above criminal offenses.  Property was seized from Rhinehart during the search of his person and property through search warrants.  Rhinehart was arrested on August 7 at approximately 3:40 p.m. at his Hyattsville residence and taken to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.  Rhinehart was released on a $25,000 unsecured bond.  Rhinehart has since resigned from the City of Takoma Park.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Talmadge Merritt, 48, of Washington, D.C. and Forann Minge, 50, of Takoma Park, Maryland.  Merritt was charged with possession with the intent to distribute Heroin and  possession of Heroin; Minge was charged with possession of Heroin.

On August 4, 2008, at approximately 9:30 p.m., officers in the Tactical Enforcement Unit (TEU) were conducting a burglary abatement detail and surveillance operation when they observed two subjects walking around the area on foot in a suspicious manner.  A short time later, both subjects had separated and one subject returned in a 1996 Ford Mustang.  Both subjects were later observed in the vehicle and a traffic stop was initiated on the vehicle.  Probable cause was developed for a search which led to the recovery of quantities of Heroin both in the vehicle and on one of the subjects, as well as $4,300 in U.S. currency.  The quantity of Heroin indicated an intent to distribute.  Both subjects were transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.</description>

The Maryland International Corridor CSAFE, in collaboration with various organizations and agencies, will host &quot;NATIONAL NIGHT OUT&quot; in the Takoma-Langley Crossroads on Tuesday, August 5, 2008 from 6:00 p.m. to 9:00 p.m. at 8011 New Hampshire Avenue (in the parking lot adjacent to the McDonald’s and former Toys R’ Us building).

National Night Out activities will include music, raffles, games, face painting, moon bounce, and other children’s activities, a candlelight vigil (8:30 pm) and ice cream. Robbery
An armed robbery occurred in the 7100 block of Maple Avenue, Saturday, July 26 at 10:41 p.m.  The victims were walking in neighborhood and observed a silver/gray SUV parked, with headlights off, on the street.  The victims walked past the SUV when it began to move slowly toward the end of the street.  The vehicle made a u-turn and pulled alongside the victims.  Suspect 1 jumped from the front passenger seat, brandished a silver shotgun, then demanded the victims’ property.  Suspect 2 jumped from the right rear side of the SUV and assisted in the robbery.  On Monday, July 28 at 6:52 p.m. Takoma Park Police assisted in the arrest of two adult males who fled into the city in an attempt to escape the Metropolitan Police Department.  Both subjects were identified as being responsible for the July 26 robbery on Maple Avenue, as well as multiple armed robberies in Montgomery County, Prince George’s County and the District of Columbia.

<description>The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until Midnight. Severe Thunderstorms are possible this afternoon and evening. At 5:08, Doppler radar indicated a line of storms approaching the County. Some storms in this line are severe with damaging winds and hail possible.   
  
Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. If you are outdoors and storm approaches, seek safe shelter indoors.   
  
A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.  

In the event of a Severe Thunderstorm:

Go to a safe place, such as a building or car.
If no structure is available, find an open space and squat low to the ground as quickly as possible.  
Avoid tall structures such as towers, tall trees, telephone lines or power lines.
