The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 9:00 pm. A line of storms has formed west of the area and is expected to intensify as the line approaches this afternoon.
The primary threat with these storms include extremely heavy rain, damaging wind, large hail, lightning, and isolated tornadoes.
Those with outdoor plans this evening should monitor the skies and be prepared for threatening severe weather. Lightning is the number one severe weather killers in the US. If you are outdoors and storm approaches, seek safe shelter indoors.
A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of a 17 year old male juvenile of Hyattsville, Maryland for 1st degree burglary, malicious destruction of property and theft.
During the month of July, there have been a series of residential burglaries in Takoma Park, Maryland. On July 29, 2009, at approximately 1:00 p.m., a patrol officer observed a suspicious person walking through the residential streets and backyards of residences, looking through windows, in the area where some of the residential burglaries had occurred. The officer observed the subject wearing gloves, carrying a backpack and holding an object in his hand. The officer developed probable cause to stop the subject, who was found to be in possession of stolen property taken from a previously reported burglary that occurred on Sligo Creek Parkway. He was also found to be in possession of a laptop computer, and the object in his hand was a folding knife, which is believed to be the tool that assisted him in gaining entry into the residences. The laptop found in his possession was discovered to have been stolen the same day. The subject was arrested and transported to the police department. A search warrant was obtained and executed at his residence in Prince George’s County, Maryland, which resulted in the seizure of items of evidentiary value. Through investigation, it was determined that the subject was linked to two additional burglaries.
The subject was charged with three counts of 1st degree burglary, three counts of malicious destruction of property and three counts of theft. The subject is suspected to be involved in various other burglaries throughout Takoma Park, Maryland, and possibly other jurisdictions. The Takoma Park Police are currently working with other jurisdictions to follow up. The juvenile is currently being detained at a juvenile detention center.
On July 28, 2009, at approximately 9:59 a.m., Takoma Park Police responded to the 600 block of Jackson Avenue for reports of an attempted residential burglary that had occurred earlier that day between the hours of 9:05 a.m. and 9:22 a.m. The victim arrived home to find the screen to the bathroom window at the rear of the house with a slit down the middle and the screen to the front window was badly bent and discarded at the side of the house. Entry was not made and property was not taken. There is no suspect information. Investigation continues under case #09041507. On July 25, 2008, at approximately 9:21 p.m., Takoma Park Police responded to University Boulevard (eastbound - adjacent to 1021 University Boulevard) for a male lying in the middle of the roadway being assisted by citizens. Investigation revealed that the victim was crossing University Boulevard when he was struck by a vehicle. The victim was transported to Med Star where he is listed in stable condition. The vehicle that struck the victim is a red 1991 Honda Civic, which after striking the victim, continued east on University Boulevard, turned into the parking lot at the Rite Aid and then fled in an unknown direction. On July 22, 2009, Gerard Jason Harris, 25, of Washington, D.C., was arrested for 1st degree burglary for a burglary that occurred on December 18, 2008, in the 1100 block of Linden Avenue, Takoma Park, Maryland. On December 18, 2008, through investigation, Harris became the prime suspect for a burglary in which stolen credit cards were used to make purchases. An arrest warrant was issued for Harris and several attempts were made to locate him by Takoma Park Police, and the United States Marshall’s, all with negative results. Harris was located by Park Police in Washington, D.C. on July 22, arrested and charged as a fugitive from justice. He is currently being held at the District of Columbia Jail pending extradition to the Montgomery County Detention Center to face burglary charges.
On July 23, 2009, at approximately 3:44 p.m., Takoma Park Police responded to the 7200 block of Spruce Avenue for reports of a residential burglary that had occurred earlier that day between the hours of 10:00 a.m. and 2:00 p.m. The victim stated they arrived home at approximately 2:00 p.m. but did not notice their home had been burglarized until later. The victim noticed an open window in the basement that had been closed prior to their departure from home and property that was missing. There is no suspect information. Burglary Prevention Tips:
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!
Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.
When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
Be one step ahead of the burglar - case your own home and look for easy ways into your home and then take appropriate measures to correct it.
A big problem in this City is citizens not calling the police. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
Burglars know where to look for hidden keys. Do not leave one.
If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).

On December 22, 2008, Carlos Ivan Ovalle, 33, of Takoma Park, Maryland, was arrested for, among other charges, attempted first degree murder and first degree assault. Ovalle’s trial was held on July 13, 14 and 15, 2009, at the Montgomery County Circuit Court in Rockville, Maryland. On July 15, Ovalle was found guilty of attempted first degree murder, burglary, stalking and two violations of a protective order. Ovalle’s sentencing has been scheduled for October 6, 2009.
On December 22, 2008, at approximately 12:13 a.m., the Takoma Park Police Department received a call for a woman crying in an apartment in the 700 block of Hudson Avenue. A veteran female police officer responded to the scene. She located the apartment and heard a commotion outside the door. The officer demanded entry and was refused. She advised dispatch that she needed back-up assistance and was going to make entry. She made a forced entry and confronted a female victim covered in blood and a male suspect holding a knife to her throat. The victim had multiple lacerations to her head and other parts of her body. The officer demanded that the suspect drop his weapon, and when he refused, she shot him twice. One of the bullets went through the suspect striking the victim in her arm. Both victim and suspect were transported to the Med Star unit at the Washington Hospital Center where they were later released. The victim did not sustain any permanent physical injuries.
On Tuesday, July 14, 2009, between 10:30 a.m. and 3:00 p.m., three (3) residential burglaries occurred. Suspect(s) obtained entry by breaking windows or removing/cutting screens. In one incident, the suspect(s) utilized the victim’s ladder to gain access to the second floor master bedroom. Laptop computers, jewelry, and various electronics were the primary targets. Burglary Prevention Tips:
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!
Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.
When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
Be one step ahead of the burglar - case your own home and look for easy ways into your home and then take appropriate measures to correct it.
A big problem in this City is citizens not calling the police. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
Burglars know where to look for hidden keys. Do not leave one.
If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).
These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.

The Takoma Park Police Department announces the arrests of Stephen Demetrios Simmons, 23, of no fixed address, and Delonte Andre Gomez, 28, of no fixed address, for homicide and attempted homicide that occurred in Prince George’s County on July 1, 2009, in the 8200 block of New Hampshire Avenue.
On July 6, 2009, at approximately 2:15 p.m., the Takoma Park Police Department’s Tactical Enforcement Unit (TEU) were on routine patrol when one of the detectives spotted Simmons and Gomez in the area of Sligo Creek Parkway in Takoma Park, Maryland, after having been given a look out by Prince George's County Police Department. A foot chase ensued, which involved K-9 and a helicopter, and shortly after Simmons was captured and turned over to the Prince George’s County Police Department without incident. Gomez fled and barricaded himself in an apartment building on Aspen Court, Takoma Park, Maryland. Montgomery County’s Emergency Response Team (ERT) assisted in capturing Gomez, which occurred at approximately 6:45 p.m., without incident. Gomez has also been turned over to the Prince George’s County Police Department.
The capture of these two dangerous felons was a joint effort between the Takoma Park Police Department, Montgomery County and Prince George’s County. The working relationship between multi-jurisdictional police departments continues to be an invaluable tool.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Dewayne A. Bartlett, 18, of Silver Spring, Maryland, for criminal destruction of property, attempted auto theft and an open warrant through the City of Takoma Park for trespassing.
On July 6, 2009, at approximately 2:25 a.m., Takoma Park Police responded to the 8300 block of Eastridge Avenue for reports of an attempted auto theft. Bartlett was observed sitting in the victim’s vehicle, and upon realizing that he had been seen, he fled the vehicle and location on foot. A K-9 track was conducted which resulted in the K-9 locating Bartlett in the 8400 block of Flower Avenue. A positive identification was made of Bartlett as being the subject seen in the victim’s vehicle. The victim’s vehicle ignition had been tampered with.
Bartlett was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
On July 3, 2009, at approximately 11:13 a.m., Takoma Park Police responded to the 7900 block of Carroll Avenue for reports of a residential burglary that had occurred sometime during the night while the victim was inside his residence sleeping. The victim stated he arrived home at 3:00 a.m. and went to sleep until approximately 10:30 a.m. When he awoke, he discovered his kitchen window was open and property was taken, including his vehicle. There is no suspect information. The victim’s vehicle has been entered into the National Crime Information Center (NCIC) database as stolen. Investigation continues under case #09036229. On July 2, 2009, at approximately 8:18 a.m., Takoma Park Police responded to the 7100 block of Willow Avenue for reports of a residential burglary that had occurred sometime between July 1, 2009, 8:00 p.m. and July 2, 2009, 7:30 a.m. Property was taken from the victim’s garage; entry was made by prying the lock off of the garage door. Chief Ronald A. Ricucci of the Takoma Park Police Department announced today that the four officers assigned to the Tactical Enforcement Unit (TEU) participated in Operation Falcon (June 22 - 26, 2009) - a crackdown on Felony Fugitives in Maryland, which was part of the U.S. Marshals Service. We participated with Montgomery County Police, Montgomery County Sheriff, Prince George’s County Police, Anne Arundel County Police, Howard County Police, Parole and Probation and Metropolitan Police. This task force targeted felony fugitives with warrants. These suspected criminals commit crimes in all jurisdictions and know no boundaries. In all, 170 suspects were arrested and 212 arrest warrants were served. This operation, which directly impacts our City, has been deemed a success!

Chief Ronald A. Ricucci of the Takoma Park Police Department announces the arrest, by Metropolitan Police, of Arnold Hakim, 33, of Washington, D.C., for 1st degree burglary, theft over and destruction of property.
On June 29, 2009, at approximately 1:07 p.m., a Takoma Park Police officer was conducting a routine patrol along Hickory Avenue. As he was passing one of the residences, he noticed a male subject carrying property from a residence while wearing white gloves. The officer made eye contact with the subject and continued driving down Hickory Avenue. The behavior was suspicious enough that warranted the officer stopping his cruiser at the corner of Hickory and Montgomery Avenue to check the tag number on the vehicle he saw the subject get into. While doing so, the officer observed the subject flee in the vehicle at a high rate of speed. The officer began to follow the subject, however, the subject was able to escape the area. The officer returned to the residence on Hickory Avenue and verified that a burglary had in fact just occurred. Contact was made with the residential owner, and a search of the victim’s residence revealed that property had been taken. Entry was made through a right side lower window, which was pried open.
During a neighborhood canvass, a Takoma Park Police detective discovered an open door to another residence on Montgomery Avenue. The rear of the residence was located to the right of the residence on Hickory Avenue which had also been burglarized. Through investigation, the detective found that entry to this residence was made by forcing open a lower rear window. After contacting the victim’s of this residence, it was determined that property was also taken.
The tag number originally taken down by the responding officer on Hickory Avenue led him to Arnold Hakim of Washington, D.C. The officer, having made earlier eye/face contact with the subject, was able to identify Hakim as the subject he observed carrying property out of the residence on Hickory Avenue.
Hakim is being held in the District of Columbia and will be extradited back to Montgomery County to face charges.

UPDATE: Through investigation, one of the juveniles responsible for the below referenced armed robbery, who is currently being held at the Department of Juvenile Services Detention Center, has also been linked and charged with the armed robbery of Joo Lee Cleaners on June 9, 2009, as well as another robbery in Montgomery County.
Chief Ronald A. Ricucci from the Takoma Park Police Department announced the arrests of two juveniles, both from Washington, D.C., for the armed robbery of the Banner Cleaners on June 13, 2009. Both juveniles were charged with various offenses, including armed robbery, robbery, first degree assault, second degree assault, theft under $500, conspiracy to commit armed robbery, and conspiracy to commit first degree assault.
On June 13, 2009, at approximately 9:00 a.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue (Banner Cleaners) for reports of a robbery that had just occurred. Detectives from the Tactical Enforcement Unit (TEU) and Criminal Investigations Division (CID) were on the scene and assisted the patrol units with the investigation. Through investigative efforts, and working with outside agencies, the detectives were able to ascertain the location of the suspects. Detectives met with members of the Metropolitan Police Department, who provided a great deal of assistance with marked patrol units, plainclothes officers and their air unit. The investigation led detectives to the 3700 block of 10th Street, N.W., Washington, D.C., which is a recreation park. Surveillance was established and the suspects as described by the victim were observed in the park. Both suspects were apprehended. They were in possession of property that belonged to the victim and her business.
Both suspects were transported to the D.C. Youth Division and arrest warrants were obtained charging both with the above referenced charges.
Chief Ricucci is proud of both his TEU and CID units, and the patrol officers, for their outstanding follow through and determination to bring closure to this crime for this business owner. The patrol units who were first on the scene were able to ascertain valuable information and provide great assistance to the detectives. This entire investigation was a joint effort between the police department, the victim’s great assistance with the description of the suspects, as well as the assistance from the Metropolitan Police Department. The working relationship between multi-jurisdictional police departments continues to be an invaluable tool.

An attempt armed robbery occurred Tuesday, June 30 at 11:10 p.m. in the 7200 block of Carroll Avenue. Victim was walking home from the Takoma Metro when approached by a black, 4-door sedan, possibly a Ford Crown Victoria. The front passenger exited the vehicle holding an object, but the victim could not confirm it was a weapon. The suspect demanded the victim’s property and the victim ran. Suspect: B/M, 5’8, 18-25 years old, dreads, wearing a white tank top and grey capri pants.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Donald Murtie, 50, of Takoma Park, Maryland, for 1st and 2nd degree assault, false imprisonment, wreckless endangerment, theft under $500, disorderly conduct, possession of paraphernalia and an open warrant through Rockville City Police for failure to appear for disorderly conduct.
On July 2, 2009, at approximately 2:07 a.m., Takoma Park Police responded to the 7800 block of Lockney Avenue for reports of a fight coming from the first floor apartment. Upon arrival, officers heard a female screaming and a male voice yelling. The victim, who resides with Murtie, was assaulted by him. As the officers entered the apartment, they observed Murtie choking the victim putting her life in danger; she was having trouble breathing. The officers used physical force to force Murtie to release the victim and to place him under arrest. The actions by these officers most likely saved the victim's life. The victim was attended to by emergency personnel and released.
Murtie was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
Maryland Police Chiefs Geared Up For Impaired Driving Enforcement
Busy Summer Holiday Warrants Increased Enforcement Operations
July 4, 2009- With the first official holiday of the summer approaching, the Maryland Chiefs of Police Association (MCPA) is pleased to join with the Maryland Highway Safety Office, along with state and local law enforcement agencies, to support Maryland’s initiative to reduce impaired driving fatalities. Nearly every police chief throughout the state has joined in the effort to decrease deaths and injuries caused by the reckless behavior of impaired drivers. Through increased and targeted drunk driving saturation patrols, and sobriety checkpoints throughout the Fourth of July weekend, agencies aim to arrest anyone who drives under the influence of drugs and/or alcohol.
Alcohol continues to be a major factor in fatal crashes on the Fourth of July holiday. In 2007, 34 percent of all drivers involved in traffic-related crashes during the Fourth of July holiday had a blood alcohol concentration (BAC) of .08 or higher. Impaired driving during summer months, and especially on holidays, carries a higher frequency of alcohol-related crash fatalities. With the scorching summer temperatures comes a plethora of outdoor activities and celebrations, and too often people will test their freedoms and get behind the wheel.
Police chiefs and their respective agencies have devised a comprehensive approach in an effort to reduce impaired driving this Fourth of July weekend. Throughout the state of Maryland, drivers will witness an intensive amount of law enforcement officials initiating sobriety checkpoints and a less visible but highly effective enforcement strategy on increased patrols vehicles actively searching for drunk drivers in areas that have traditionally experienced high numbers of drunk driving arrests or crashes. Police chiefs stress the importance that whether you drive a car, truck or motorcycle, if you are caught driving impaired, there will be repercussions. Strict enforcement of impaired driving laws are necessary as alcohol-impaired-driving is one of America's most often committed and deadliest crimes. In 2007, 12,988 people were killed in the U.S. highway crashes involving a driver or motorcycle rider with an illegal BAC of .08 or higher - 32 percent of total traffic fatalities for the year.
“Police chiefs and their agencies throughout Maryland are looking forward to a successful Fourth of July campaign to target and apprehend impaired drivers,” said President of the MCPA and Chief of the Ocean City Police Department Bernadette DiPino. “Our law enforcement officers understand the importance of protecting the public on this busy holiday and will be working vigorously to apprehend and remove impaired drivers from Maryland roads.”
According to the National Highway Traffic Safety Administration (NHTSA), the Fourth of July holiday is one of the deadliest for alcohol-related car crashes. Statistics show that on average almost 51 percent of all fatal crashes on the Fourth of July are caused by impaired driving. There were 72 alcohol-related crashes in Maryland during the 2007 Fourth of July holiday period, and of those crashes, two were fatal. Any loss of life is completely unacceptable, particularly when these deaths are preventable. Law enforcement patrols will be working diligently to reduce these numbers, along with the number of impaired driving related-injury crashes, which totaled a staggering 24 for the Fourth of July holiday in 2007.
