On June 24, 2009, at approximately 12:27 a.m., Takoma Park Police responded to the 6900 block of Laurel Avenue at Eastern Avenue for reports of an attempted car-jacking and armed robbery. The victims became aware of a person who was hanging around the front of their business in a suspicious manner. While one of the victim’s watched this person, the second victim went to the rear of the business and exited through a rear door to her vehicle. As she approached her vehicle, three suspects, armed with handguns, demanded her property to which she complied. The victim then jumped into her vehicle and locked the doors. One of the suspects attempted to gain entry to the vehicle without success. The other victim exited the business and began yelling which caused the suspects to flee on foot. They were last seen near the 6800 block of Eastern Avenue.

There is very limited description for the suspects as follows:

Suspect 1: black male, last seen wearing an orange t-shirt and dark blue jeans.

Suspect 2: black male, last seen wearing a white baggy t-shirt and dark blue jeans.

Suspects 3 and 4: black males

There were no injuries to any of the victims.

COMMUNITY ADVISORY - Residential Burglary

On June 24, 2009, at approximately 12:57 p.m., Takoma Park Police responded to the 1000 block of Jackson Avenue for reports of a residential burglary that had occurred earlier sometime between 10:30 a.m. and 12:30 p.m.. The victim arrived home to find his rear back door open. The rear glass door had been smashed and broken out with a brick. Property was taken. A K-9 track was conducted with negative results. There is no suspect information. Investigation continues under case #09034362. Anyone with information about this crime is asked to please call us at 301.270.1100.

Weekly Crime Report: June 18-25, 2009

T1 Beat:

Robbery
An armed robbery occurred in the 6900 block of Laurel Avenue, Pizza Movers, Wednesday, June 24 at 12:27 a.m. Victim advised that she was robbed at gun point by four B/M's as she exited the side door of her business. One of the suspects served as a lookout the victim indicated seeing earlier standing across the street on the DC side talking on a cell phone. As the victim walked to her vehicle three suspects approached with black handguns. The victim handed over her property then jumped into her vehicle and locked the door, at which point Suspect 1 attempted to force open the door. The victim's husband came out and yelled at the suspects. The suspects fled on foot through the rear parking lot of neighboring apartment buildings. Suspect 1: B/M, orange shirt, blue jeans. Suspect 2: B/M, wearing a white t-shirt, dark jeans, chubby. S3 & S4: B/M, no further description.

Larceny – From Auto
Two thefts from vehicles occurred in the 7500 block of Dundalk Road, Tuesday, June 23 between 1:30 a.m. and 6:04 a.m. Forced entry. Property taken.

Robbery
An armed robbery occurred Thursday, June 18 at 12:45 p.m. in the 7600 block of New Hampshire Avenue, in front of the main door of the Citibank. One of the Brinks Armored truck employees had taken a delivery into the bank, exited and retrieved a second delivery from the truck when approached from behind by two suspects. Both suspects produced semi-automatic pistols and demanded the bag he was transporting. Suspect 2 made attempts to disarm the guard without success. The bag was taken by Suspect 2 who fled the scene while the Suspect 1 held the guard at gunpoint. Both suspects fled toward the rear alley of the businesses in the 7600 block of New Hampshire Avenue. A canvass of the area revealed the suspects had removed the property from the bag and discarded the bag adjacent to the 1300 block of University Blvd. S1: B/M, 25-30, 5’9-6’0, 150 lbs., yellow bag, hat, dark brown sunglasses. S2: B/M, 25-30, 5’4-5’5, African accent.

The suspect was armed with a black semi-automatic handgun. The victim opened the door and the suspect demanded property, to which the victim complied. One of the co-workers, a second victim, who was standing outside the vehicle was assaulted by a second suspect and property was taken from his person. Two other suspects, armed with black handguns, remained at the rear of the vehicle. Another co-worker, a third victim, was exiting a business when the third suspect, armed with the handgun, ran towards her. The victim ran back into the business and locked the doors. The third and fourth suspects attempted to gain entry without success. All four suspects fled on foot. S1: B/M, dark complexion, 20-25 years of age, 6’0, 135-140 lbs., black hair cropped very short/crew cut, thin build, last seen wearing a white t-shirt and orange pants. S2: B/M, dark complexion, 20-25, 5’4 to 5’5, 130 lbs., black hair cropped very short/crew cut, thin build, last seen wearing a white t-shirt and black pants. S3: B/M, dark complexion, 20-25 years of age, 5’4 to 5’6, 130 lbs., black hair cropped very short/crew cut, thin build, last seen wearing a white tank top shirt, black pants and a black baseball style hat. S4: B/M, 20-25 years of age, 5’4 to 5’5, 130-140 lbs., last seen wearing a red t-shirt and black pants.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces that on June 18, 2009, a 17 year old juvenile of Takoma Park Maryland, was arrested and charged with three counts of destruction of property for the destruction of three vehicles.

On June 18, 2009, at approximately 2:46 a.m., Takoma Park Police responded to the 500 block of New York Avenue for reports of three subjects breaking mirrors on parked vehicles. One of the victim’s was able to give officers a direction of where the subjects headed and they were able to apprehend and receive identification by the victim on one of the subjects. The juvenile was arrested and released to the custody of his parents.

COMMUNITY ADVISORY - A Message from the Chief of Police on Thefts from Vehicles

Throughout the month of June, the City of Takoma Park has experienced an increase in thefts from vehicles. Between Wednesday June 10 and Tuesday June 23, 11 thefts from vehicles occurred. All incidents took place overnight between the hours of 6:00 p.m. and 8:00 a.m. The break-in and thefts occurred in the following areas:

7000 block of Westmoreland Avenue
6500 block of Second Avenue
300 block of Tulip Avenue
500 and 600 blocks of Elm Avenue
400 block of Lincoln Avenue
900 block of Larch Avenue
400 block of Circle Avenue
700 block of Sligo Creek Parkway
7600 block of Dundalk Avenue

To obtain entry, suspect(s) broke a vehicle window in five cases, pried a door lock in two cases and opened an unlocked door in four cases. Targeted property included car stereos, CD players, cash and GPS devices. Most recent thefts involved a stolen air bag and theft of a handgun. Five of the 11 vehicles were Honda products.

There is suspect and suspect vehicle information for these thefts as follows:

- Two black males, mid-30’s, wearing black skull caps and driving a red Mazda with spoiler and tinted windows.

- Unknown subjects driving a Gold or Silver Honda bearing Tag number 5EMP69 (stolen through Prince George’s County).

The Chief has placed extra patrols in the areas and is working closely with Montgomery County and Prince George’s County police on these thefts.

Below are safety tips to take into consideration:

If you leave valuables in your vehicle, will they be there when you return? If they can see it, they can steal it. So, secure it!

Theft from auto can occur at any time, from any vehicle. Often, valuables left in a car are taken during the night, but daytime thefts can occur on busy streets, with nobody reporting any suspicious behavior.

What Property Is Stolen? The following items, although not all-inclusive, should be taken into your home, or you risk them being taken by thieves: cellular phones, money, purse, wallet, briefcases, CDs, iPods, portable GPS systems, laptop computers and sports equipment. Auto parts are also taken, including a vehicle’s license plate.

How? Method of entry varies too. Unlocked cars with valuables in easy reach are as common as a window or door lock broken to gain entry.

Deterrents:

Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.

For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.

What you can do:

Lock doors and close windows completely.
Remove valuables from the vehicle or lock them in the trunk where they are out of sight.
Do not leave electronic devices or accessories visible. (A cigarette lighter plug or cassette adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle.)
Do not leave money in the car.
Park in your garage, if you have one, or in a well-lit area.
Install "tapered" door lock or an anti-theft device that has a visible indicator.

Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.

COMMUNITY ADVISORY – Reminder to Re-new Parking Permits

The City of Takoma Park requires that you re-new your parking permits prior to July 1 every year. There is no grace period and tickets will be written for expired permits after June 30.

To ease the process and to encourage early registration, the Police Department offers permits by mail, as well as in-person purchasing. Residents should complete the form that can be found in the 2009 edition of the Takoma Park Newsletter, or the form can be downloaded and printed from the Takoma Park Police Department web site. Go to www.takomaparkmd.gov/police/documents/permitap.pdf.

• Permits by mail are for residences only, with a $1 charge for mailing and handling.

• In-person purchasing is required for businesses and for Area B permits.

• Residents should complete the form/application and return it, with payment, to the Police Department. Photocopies of the current vehicle registration card for each vehicle and a driver’s license for at least one owner must be submitted with this form. Attachments must show a current Takoma Park address in the requested permit area. Include day and evening phone numbers in case any questions arise in processing.

• A decal and year sticker for each registered vehicle will be mailed back within three business days of receipt. Two visitor parking permits will be included for each address.

• Businesses in the permit areas should submit the names of employees on company letterhead with their request. Not more than three employees’ permits are allowed. A home-based business must show evidence of a currently-operated business, which is
current on payment of personal property taxes.

• A 50 percent discount is offered to hybrid or all-electric vehicles.

• Nine Area B permits are available on a first-come, first-served basis to residents living more than .75 miles from the Takoma Metro station. Call for date applications are accepted.

There has been confirmation by General Manager John Catoe of Metro Transit Authority that 70 passengers of the metro train have been transported to area hospitals with non-life threatening injuries, 40 with more serious injuries but still non-life threatening, two life-threatening injuries and four fatalities, including the metro transit driver.

Weekly Crime Report: June 11-18, 2009

Robbery
An armed robbery occurred Saturday, June 13 at approximately 9:00 a.m. in the 7600 block of New Hampshire Avenue (Banner Cleaners). Two suspects entered the business through the front door. The first suspect assaulted the victim and took property. The second suspect walked to the rear of the business and took property. Both suspects fled to the rear of the business to a blue Ford Crown Victoria.

Through investigative efforts, and working with outside agencies, detectives were able to ascertain the location of the suspects. The investigation led detectives to the 3700 block of 10th Street, N.W., Washington, D.C., which is a recreation park. Surveillance was established and the suspects as described by the victim were observed in the park. Both suspects were apprehended. They were in possession of property that belonged to the victim and her business. The two juveniles, 15 and 16 years of age, are being charged as adults with various offenses, including armed robbery, robbery, first degree assault, second degree assault, theft under $500, conspiracy to commit armed robbery, and conspiracy to commit first degree assault.

An armed robbery occurred Wednesday, June 17 at 10:10 p.m. in the 900 block of East West Highway (Jason’s Sub Shop). The suspect entered the business, walked behind the counter and fired a shot into the ceiling with a small, black semi-automatic handgun. Suspect demanded money before fleeing on foot across East West Highway towards Red Top Road. Victim followed the suspect at which time the suspect fired several rounds at the victim’s vehicle. Suspect then fled in black, possible Ford SUV with D.C. tag. Suspect: B/M, dark complexion, 5' 11, 150-170 lbs., red and black jacket, white t-shirt.

500 block of Elm Avenue, between Sunday, June 14 at 9:30 p.m. and Monday, June 15 at 12:00 p.m. No forced entry. Property taken.

400 block of Lincoln Avenue, between Sunday, June 14 at 10:00 p.m. and Monday, June 15 at 7:45 a.m. Forced entry. Property taken.

Arrests:
On Friday, June 12 at 2:43 a.m. in the 7600 block of Maple Avenue, an adult male was arrested and charged with Possession of Marijuana.

On Sunday, June 14 at 1:35 a.m. in the 7600 block of New Hampshire Avenue, an adult female was arrested and charged with two counts of Theft Under $500 and numerous traffic offenses.

On Monday, June 15 at 3:38 p.m. in the 7600 block of New Hampshire Avenue, an adult male was arrested and charged with Drinking in Public.

On Monday, June 15 at 4:13 p.m. in the 7600 block of New Hampshire Avenue, an adult male was arrested and charged with Disorderly Conduct.

On Monday, June 15 at 9:00 p.m. in the 1100 block of University Boulevard, an adult male was arrested and charged with two counts of Theft Under $100.

On Tuesday, June 16 at 5:12 p.m. in the 7600 block of University Boulevard, an adult male and an adult female were arrested and charged with Possession of Open Container of Alcohol.

Fatal Collision in Takoma Park

Detectives from the Montgomery County Police Collision Reconstruction Unit are investigating a fatal collision that occurred in Takoma Park this morning.

At approximately 9:55 a.m., Takoma Park officers responded to the 1000 block of Merwood Drive in Takoma Park for the report of a single vehicle personal injury collision.

The preliminary investigation indicated that the 84-year-old female victim drove her gold 2002 Oldsmobile Intrigue into the driveway at the address in the 1000 block of Merwood Drive after running errands. As she began to exit the vehicle, the vehicle was not secured in park and began to roll back collecting and pinning the victim underneath the vehicle. The victim succumbed to her injuries at the scene.

The victim is not being identified at this time pending family notification. The investigation is continuing.

COMMUNITY INFORMATION - Severe Thunderstorm Watch and Flash Flood Watch for Montgomery County

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH and a FLASH FLOOD WATCH for Montgomery County until 8:00 PM. Severe Thunderstorms are possible this afternoon and evening. At 2:03 PM EDT, dopplar radar indicated a line of thunderstorms approaching the area. These storm are expected to move East and become more widespread.

The primary threat with these storms include flooding rain, large hail, lightning, and isolated tornadoes.

Those with outdoor plans this evening should monitor the skies and be prepared for threatening weather. If you are outdoors and storm approaches, seek safe shelter indoors.

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

In the event of a Severe Thunderstorm Warning:

Go to a safe place, such as a building or car.
If no structure is available, find an open space and squat low to the ground as quickly as possible.
Avoid tall structures such as towers, tall trees, telephone lines or power lines.
Stay away from natural lightning rods made of metal such as golf clubs, fishing rods, bicycles or metal fences.
Stay away from bodies of water and flood-prone areas.
Avoid bathtubs, water faucets and sinks because metal pipes can transmit electricity.
Turn on a battery-operated radio or television.

COMMUNITY INFORMATION - Severe Thunderstorm Warning for Montgomery County

Golf-ball size hail is being reported in some storms approaching the area. The National Weather Service has issued a SEVERE THUNDERSTORM WARNING for Montgomery County until 5:15 PM. At 4:28 PM EDT, Doppler radar indicated a line of severe thunderstorms approaching the County. This line will affect a majority of Montgomery County over the next hour and a half with large hail, damaging wind, significant cloud to ground lightning, and flash flooding.

All outdoor activities in the following areas should be postponed until this storm passes. Locations in the path of this storm include but are not limited to:

POOLESVILLE
ROCKVILLE
OLNEY
DAMASCUS
GERMANTOWN
I-270
GAITHERSBURG

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. COMMUNITY INFORMATION - Thunderstorm and Flash Flood Watch for Montgomery County

There are thunderstorms forming west of the County. Some of these storms have been prolific hail producers with continuous cloud to ground lightning being reported. Severe warnings likely this afternoon.

The National Weather Service has issued a FLASH FLOOD WATCH for Montgomery County until 11:00 PM EST. At 1:59 PM, Doppler radar indicated a line of storms approaching the county that will be capable of producing flash flooding.

This mornings storms initiated several rescues of stranded motorist in the DC metro area after vehicles were driven through areas of flooding. Guidance indicates a little over an inch of rainfall could start flooding in the DC metro area.

Residents should expect extremely heavy rain that will flood low lying areas, and streets with slow drainage. Do not cross flooded roads. Flooded areas may be harder to identify at night. Use caution while driving.

Following a surveillance operation at the Econo Lodge in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland, on June 4, 2009, three subjects were arrested by Takoma Park Police’s Tactical Enforcement Unit. The first subject, Aaron Franklin Whittaker, 46, of Silver Spring, Maryland, was arrested for an outstanding warrant through Prince George’s County for a failure to appear for trespassing. The second and third subjects, Ernest Benjamin Vance, 45, of Silver Spring, Maryland, and Belinda Taylor, 45, of Camp Springs, Maryland, were both charged with possession of Controlled Dangerous Substance (CDS) paraphernalia. All three subjects were arrested and transported to the Montgomery Central Processing Unit for an appearance before a District Court Commissioner.

COMMUNITY ADVISORY - City Seeks Funding from U.S. Department of Justice

The City of Takoma Park is seeking funding from the U.S. Dept. of Justice under the Edward Byrne Memorial Justice Assistance Grant (BJAG) program, as allocated in the regular federal fiscal year 2009 appropriation. The amount of funds available for Takoma Park is $13,882.

Proposed use of the funds will be for the purchase of a digital video and photograph records management system. The server based system will facilitate the storage and retrieval of digital photographs that the department generates in the course of its investigations such as crime scene photographs. It will improve the ability for employees to share the photographs between various units, and to provide authenticated images for use in court. Estimated base costs of the system are around $13,550 to which the department intends to contribute additional funds for software maintenance costs and server equipment out of its regular operating budget.

A public comment period of 30 days is being provided prior to any obligations of payment under this program. Comments should be forwarded to:

COMMUNITY INFORMATION - Flood Watch for Montgomery County

The National Weather Service has issued a FLOOD WATCH for Montgomery County until Friday Afternoon. Heavy rainfall expected over the next 24 hrs and may have the potential to cause severe and unexpected flooding in some areas.

Flooding guidance indicates rainfall over an inch may lead to flooding of streams, rivers, and streets with slow drainage. Residents can report flooding by replying to this alert with an email or cell phone text message.

Flooding kills more people every year than any other weather hazard. Do not drive through flooded areas. As little as 2 feet of water can sweep a vehicle off the road. Please stay alert for any warnings.

Robbery/Carjacking
An armed robbery/carjacking occurred Friday, May 29 at 11:45 p.m. in the 6600 block of Eastern Avenue. The victims were exiting their vehicle and spotted a dark minivan parked in the middle of the street. The minivan pulled up to the victims and an occupant exited and asked for directions. Suspect 1 forcibly removed one victim’s wallet and demanded vehicle keys from the other victim. The suspects then fled in the minivan and the victim’s 2009 Silver Scion XD 4-door. Officers later recovered a dark blue Dodge Caravan (later determined stolen) with DC tags nearby. S1: B/M, mid-20’s, 6’0”, short dread locks. S2: B/M, 16-19 years of age, 5’9”, small build, short dread locks.

On Thursday, May 28 at 2:49 a.m. in the 900 block of University Boulevard, an adult male was arrested and charged with transporting a handgun in vehicle and possession of a handgun with an obliterated serial number.

On Sunday, May 31 at 3:21 p.m. in the 7700 block of Garland Avenue, two adult males were arrested and charged with Auto Theft, Theft over $500, Conspiracy to Commit Auto Theft, Providing False Name to Uniformed Officer, and Unauthorized Use of Motor Vehicle.

On Monday, June 1 at 9:52 a.m. in the 7600 block of New Hampshire Avenue, two adult males were arrested and charged with drinking in public.

The National Weather Service has issued a FLASH FLOOD WATCH for Montgomery County from noon today through late tonight. Storms are expected to erupt this afternoon and some storms may become severe. Flash Flood guidance indicates 1" of rain in a hour may initiate Flash Flooding with any storms. Heavy rains may have the potential to cause severe and unexpected flooding within the next 24 hours.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the following arrests:

Harold Dash, 47, of Germantown, Maryland, for an open warrant for strong armed robbery through the City of Rockville Police Department; open warrant for a stolen vehicle through the Montgomery County Police Department; and an open warrant for failing to appear for trespassing through the Prince George’s County Police Department.

Adolph Banjh, 28, of Hyattsville, Maryland, for possession of a Controlled Dangerous Substance (CDS) marijuana, distribution of marijuana and drinking in public.

Jayme Selaya-Bindel, 30, also of Hyattsville, Maryland, for possession of a Controlled Dangerous Substance (CDS) marijuana and drinking in public.

On June 1, 2009, during a surveillance by the Takoma Park Police plainclothes unit, the above subjects were observed in the parking lot of an establishment in the 6900 block of New Hampshire Avenue. The subjects were drinking, and one officer observed Banjh and Selaya-Bindel interact in a hand-to-hand Controlled Dangerous Substance (CDS) transaction. Through investigation, it was revealed that there were open warrants on Dash.

A fourth subject was also arrested for drinking in public, however he refused to give information and is listed as John Doe.

All four subjects were arrested and transported to the Montgomery Central Processing Unit for an appearance before a District Court Commissioner.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Andrew Kim Hill, 32, of Upper Marlboro, Maryland, and Tristan Raymar Setalsingh, 25, of Takoma Park, Maryland, for auto theft, theft over $500, conspiracy to commit auto theft, providing a false name to uniformed officers and unauthorized use of a motor vehicle.

On May 31, 2009, at approximately 3:21 p.m., after consultation with the victim, Takoma Park Police responded to the 7700 block of Garland Avenue, Takoma Park, Maryland, for reports that the victim’s stolen vehicle could be located there with the suspects. Upon arrival, officers located the stolen vehicle and apprehended the suspects.

Hill and Setalsingh were both was arrested and transported to the Montgomery Central Processing Unit for an appearance before a District Court Commissioner.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Basilio Gomez-Vasquez, 34, of Silver Spring, Maryland, for attempt 4th degree burglary.

On May 31, 2009, at approximately 12:50 a.m., Takoma Park Police responded to the 8100 block of Carroll Avenue, for reports of an attempted burglary while the residents were at home. Gomez-Vasquez attempted to enter the residence through a side basement window. Upon arrival of the officers, Gomez-Vasquez attempted to flee on foot. He was apprehended at the intersection of Anne Street and Lockney Avenue.

Gomez-Vasquez was arrested and transported to the Montgomery Central Processing Unit for an appearance before a District Court Commissioner.

On May 29, 2009, at approximately 11:50 p.m., Takoma Park Police responded to the 6600 block of Eastern Avenue for reports of an armed car-jacking that had just occurred. The victims were exiting their vehicle and noticed a green minivan sitting in the middle of the street. The minivan pulled up to the victims and one of the occupants exited and started asking for directions. The second occupant exited the minivan with a black handgun while the victims were being asked for directions. The first suspect forcibly removed one of the victim’s wallet from his person and demanded keys to the vehicle from the other victim, to which he complied. It cannot be confirmed at this time, but there may have been a third suspect in the minivan. The suspects fled the scene in both vehicles. The victims did not sustain any injuries. Both vehicles were last seen headed up Eastern Avenue towards Walnut Avenue. Takoma Park Police canvassed the area and recovered a blue Dodge Caravan with DC tags sticking partially out of a driveway with the engine still running. The vehicle was unoccupied and was later found to be stolen from Washington D.C. This vehicle is believed to be the suspect vehicle in the car jacking. The vehicle was processed and returned to its owner. The car jacked vehicle and suspects are still outstanding and are described as follows:

The vehicle is described as a 2009 Silver Scion XD 4-door with MD bay tags 43979CC.

The suspects are described as:

Suspect #1: Black male, mid-20’s, approximately 6'0, regular/fit build, with short dread locks wearing jeans.

Suspect #2: Black male, approximately 16-19 years of age, approximately 5'9 with a smaller build, short dread locks wearing jeans.

Investigation continues under case #09028940. Anyone with information about this crime is asked to please call us at 301.270.1100.
