On Tuesday, April 28 at 7:15 p.m. in the 6400 block of Kansas Lane, an adult male was arrested and charged with Possession of Cocaine, Possession of Drug Paraphernalia, and several traffic violations.

COMMUNITY ADVISORY- Reports of Suspicious Solicitations for Assistance

Citizens have reported that, during the past four days, they have been confronted by a gentleman at Safeway (Crossroads) and Giant (Arliss) indicating that his car is broken (or for some other reason) and he urgently needs help to get to somewhere else. In one incident, he indicated he needed to get to Boston Market at White Oak. In the second incident, he indicated he needed to get to Jerry's at Four Corners. It appears he is approaching women who are alone as they enter or leave the supermarket. Please be aware of your surroundings and do not fall prey to scams or unwanted predicaments. If you are approached, please contact the Takoma Park Police Department at 301-270-1100.

COMMUNITY INFORMATION – Identity Theft

Identity theft is on the fast track and probably the most insidious white-collar crime occurring in America today. A victim should prepare himself or herself for a roller coaster ride that could destroy their credit, leaving them with a tangled mess of epic proportions. There's no sure armor to protect anyone from victimization, but there are some ways of reducing the odds.

Identity theft occurs when a thief or con artist successfully obtains pieces of personal information. This information could include a target's name, address, date of birth, Social Security Number, etc. Armed with this information, the thief or con artist can then proceed to open new credit or financial accounts, buy or lease cars, apply for loans, drain your existing accounts and obtain a myriad of other financial benefits - ALL IN YOUR NAME!

Tips on protecting your identity:

Don't leave incoming or outgoing mail in your mailbox overnight or on weekends. If you're going on vacation, have someone pick up your mail or request your local post office place a "vacation hold" on your mail until you return.

Don't throw out unwanted mail, magazines, statements, etc., in the garbage or place them in your paper recycling box, unless all references to your personal information are totally removed.

Purchase an inexpensive electronic paper shredder. Shred all bills; bank statements; credit card charge receipts; insurance forms; pre-approved credit offers, etc. that you intend to dispose of. Simply tearing up documents containing personal information is not a sufficient safe measure.

Review your consumer credit report annually. You're entitled to one free credit report each year. Get yours and closely examine it. If you have a PC, you can obtain your free annual credit report by visiting https://www.annualcreditreport.com/cra/index.jsp. Examine your report to determine if any accounts were opened without your consent. If that occurs, contact the major credit agencies and request they place a "fraud alert/victim impact" on your file.

Remove your name from mailing lists for pre-approved credit lines. The credit bureaus offer a toll-free number that enables you to "opt-out" of having pre-approved credit offers sent to you for two years . Call 1-888-567-8688.

Remove your name from marketers' unsolicited mailing lists.

Report lost or stolen credit cards to the police and issuer immediately.

Contact your credit card company or service provider if expected bills don't arrive.

If you have applied for a credit card and you don't receive it in a timely fashion, contact the issuing company.

Sign your new credit cards when received before someone else does.

Cut up your expired credit card into little pieces before discarding.

Don't use your date of birth or street address as your password or PIN.

Make sure that your PIN numbers cannot be observed by anyone while using an ATM.

Don't ever leave receipts behind at ATMs, on counters at financial institutions, restaurants or at gasoline pumps.

Check expiration dates on credit cards and contact the issuer if you don't get a replacement card before they expire. The same for monthly financial statements and bills.

Match credit card receipts against monthly bills and check financial statements for accuracy.

Only release your personal data (Social Security Number, date of birth, bank account or credit account numbers, etc.) to agencies that require it for action that you have initiated.

Never give this type of personal information to unsolicited telephone callers or to an unsecured site on the Internet.

Close all unused credit cards or bank accounts.

Memorize your Social Security Number, PINs and passwords - don't carry them with you in your wallet. A lost or stolen wallet might become keys to the kingdom for a thief.

Don't keep a record of your passwords or PINs on the hard drive of your personal computer. Keep them on a floppy disk or CD that can be removed from your PC.

If you suspect you're a victim of ID theft, take action:

Notify your local police department.

If the crime involved the U.S. Mail, report it to your nearest U.S. Postal Inspection Service office. If the crime involves counterfeit credit cards or computer hacking, report it to the U.S. Secret Service.

Notify all creditors, by phone and in writing, explaining the incident. Send your correspondence to them via Certified Mail.

Contact your bank and have them flag your accounts and request they contact you of any unusual account activity. Immediately change all passwords & PINs

Contact each creditor on your credit report and request that any unusual activity be flagged and verified with you. Any creditor with fraudulent accounts in your name should be advised the account is fraudulent. Request a copy of all documents related to the account and demand that the account be closed immediately. Follow up each conversation with a letter detailing the exact circumstances and action requested again, by Certified Mail.

Do not pay any bill or charges that result from identity theft.

Contact your financial institution and request new account numbers, ATM cards and PIN numbers.

Contact the Social Security Administration and advise them of your situation. Call the Social Security Administration Fraud Hotline at 1-800-269-0271. Request their assistance by issuing you a new number and flagging your old number for fraudulent use.

Report ID theft online with the Federal Trade Commission ( http://%20www.consumer.gov/idtheft )or, call its Identity Theft
Hotline at 1-877-IDTHEFT and file a complaint. The FTC has counselors to help you resolve financial and other problems that can result from this crime.

If you feel it to be appropriate, contact or visit your local state motor vehicle agency and request they issue you a new driver's license number in your name.

Keep a record of the names and phone numbers of people with whom you discussed your case, and of all reports and supporting documents. Keep copies of all correspondence.

Keep your personal information safe from online hackers.

The Internet offers a convenient way to conduct business. To ensure you use it safely, never input your credit card or other financial account numbers at a Web site unless it offers a secure transaction. A secure (or "encrypted") transaction will have these two features:

The URL address for the Web page changes from "http" to "https" for the page at which you input the personal data.

COMMUNITY ADVISORY - Crime Alert; Theft/Vandalism to Vehicles

On April 17-19, 2009, unknown suspects broke into, vandalized and stole property from six (6) vehicles from the following locations:

700 block of Sligo Creek Parkway
100 block of Philadelphia Avenue
8000 block of Carroll Avenue
6900 block of Westmoreland Avenue
7000 block of Westmoreland Avenue
7600 block of Carroll Avenue

Most of the vehicles' windows had been smashed out (in some cases it is believed that a BB gun may have been used) and property stolen.

At this time, there is no suspect information.

If anyone has any information concerning these thefts/vandalisms, please contact the Takoma Park Police Department at 301.270.1100.

The Takoma Park Police Department reminds citizens that if you leave valuables in your vehicle, they may not be there when you return. If they can see it, they can steal it. So, secure it!

Theft from auto can occur at any time, from any vehicle. Often, valuables left in a car are taken during the night, but daytime thefts can occur on busy streets, with nobody reporting any suspicious behavior.

What Property Is Stolen? The following items, although not all-inclusive, should be taken into your home, or you risk them being taken by thieves: cellular phones, money, purse, wallet, briefcases, CDs, iPods, portable GPS systems, laptop computers and sports equipment. Auto parts are also taken, including a vehicle’s license plate.

How? Method of entry varies too. Unlocked cars with valuables in easy reach are as common as a window or door lock broken to gain entry.

Deterrents:

Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.

For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.

What you can do:

Lock doors and close windows completely.
Remove valuables from the vehicle or lock them in the trunk where they are out of sight.
Do not leave electronic devices or accessories visible. (A cigarette lighter plug or cassette adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle).
Do not leave money in the car.
Park in your garage, if you have one, or in a well-lit area.
Install "tapered" door lock or an anti-theft device that has a visible indicator.

Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.

COMMUNITY ADVISORY - Residential Burglary

On April 16, 2009, at 6:13 p.m., Takoma Park Police responded to the 7200 block of Trescott Avenue for reports of a residential burglary that had occurred earlier in the day. The victim advised that she arrived home at approximately 6:00 p.m. and noticed broken property on her front porch. Upon opening the door to her residence, it became apparent that her home had been burglarized. Access was gained through a rear window of the enclosed porch/sunroom that was smashed in. Property was taken. There were no injuries. Investigation continues under case #09019987. Anyone with information about this crime is asked to please call us at 301.270.1100.

Weekly Crime Report: April 9 - 17, 2009

T1 Beat:

Robbery
An armed commercial robbery occurred, Friday, April 10 at 1:54 p.m. in the 6400 block of New Hampshire Avenue, Joolee Cleaners. Two subjects, one armed with a handgun, entered the establishment through the front door and announced the robbery. One subject was wearing a black mask and black jacket. The two subjects inside the establishment took property from the business as well as the victims. A third subject entered the business through a rear door. The fourth subject was waiting outside in a vehicle, which was parked to the rear of the business. The subjects fled to a 1995 Mercury Grand Marquis, reported stolen through Prince George’s County.

At 9:21 p.m., Prince George’s County Police were on patrol when they observed the felony vehicle occupied by four subjects in the area of Mt. Ranier, Maryland. A vehicle stop was attempted at which time the occupants fled in the vehicle on Rhode Island Avenue headed into the District of Columbia. Once in the District, a D.C. Police Officer’s vehicle was struck by the suspect vehicle causing severe damage to the felony vehicle. The 16-year old driver suspect bailed out of the vehicle, dropping a black handgun, and attempted to flee on foot. He was quickly apprehended without further incident. A second suspect, Earl Morton, also attempted to flee on foot but was also quickly apprehended without further incident. Officers’ canvassed the area where they first saw Morton and discovered one black mask and one black jacket. The other two subjects remain at large. Arrested: Earl Morton, 18, of Washington, D.C., and a 16-year old juvenile, also of Washington, D.C., for Armed Robbery, Conspiracy to Commit Armed Robbery, Use of a Handgun in the Commission of a felony, 2nd Degree Assault and Theft Less than $500.00.

COMMUNITY INFORMATION - Takoma Park Extra Eyes Program

Description: Trained community members work with area police, stake out an area and radio in suspicious activities to local police as part of a collaborative effort to reduce alcohol related crime.

Goal: To decrease the number alcohol related tragedies that affect our communities through a collaborative effort between the law enforcement and the community.

Target: Drunk drivers, underage purchasers and habitual alcohol consumers.

Additional Information:

• All community volunteers that participate in this program have strict safety guidelines (e.g., they are not allowed to follow or confront a suspect, stop a vehicle, or put themselves in harm’s way) and must be 21 years old or older to participate.

• All community volunteers must attend this free of cost, 1 hour class covering law enforcement topics: Maryland alcohol laws, detection of an impaired driver, pharmacology of alcohol, an overview of underage drinking, communication techniques, courtroom testimony, operational report writing and note taking, and police department program guidelines. Generally, training is conducted in two sections: the first half is in a classroom and the second half is in the field, which includes an evening ride-along with a police officer and instructions on using the radio. An instruction manual is provided for the first half of the training.

• Community volunteers must fill out: an Extra Eyes Volunteer Registration Form, a Montgomery County Driver Volunteer Registration Form, and a Montgomery County General Volunteer Registration Form before participating in any activities or training. All forms necessary will be provided on the day of the training. Please bring photo identification which is the only item that you will need.

• A time commitment is not required from the volunteers (e.g., so many hours per month).

COMMUNITY INFORMATION - Building Safe Communities for Our Children: A Youth Violence and Gang Prevention Workshop

There are two gang awareness workshop series taking place in Kensington and Silver Spring over the next couple of weeks. The first will take place at Newport Mill Middle School in Kensington, on April 14th, 21st & 28th from 7 to 9 pm. Another series will take place at Eastern Middle School in Silver Spring on April 15th, 22nd, & 29th from 7 to 9 pm.

Both workshops are given in three parts, so participants should try to attend all three sessions at a particular school. While this workshop series was originally designed for parents; community members, school staff and service providers are welcome to attend. In these workshops you will receive information as to the extent of gang activity across Montgomery County, learn about the warning signs of gang involvement, as well as identify strategies and resources to keep our youth safe. To make sure you receive all of the information, again, please try to plan to attend all three sessions in the series either at Newport Mill MS or Eastern MS. COMMUNITY ADVISORY – A Message from the Arborist, City of Takoma Park - Tree Vandalism

Citizens have reported seeing teenagers peeling bark from a tree at 600 Kennebec Avenue. After investigation, the 16 inch oak on Kennebec Avenue, plus another tree in front of 641 Houston Avenue, have been severely damaged. It appears to look like a claw hammer has been pounded on the bark and then the claws used to start peeling it off. This vandalism will kill the trees, which are both valued approximately at a couple thousand dollars. Patrols will be increased in these areas. Please report any suspicious activity to the Takoma Park Police Department at 301-270-1100.

Over the past two years, more than 500 Community Leaders have learned how to promote Internet safety to children and their parents or guardians at one of the Attorney General’s C.L.I.C.K.S. Train the Trainer programs that we’ve held in a number of Maryland counties. I am pleased to let you know that we are offering the Train the Trainer program live and online via web conference on Tuesday, May 5, 2009 from
10:30 - 11:30 a.m.

OUR FIRST WEBCAST WILL BE LIMITED TO FIFTY (50) REGISTRANTS. I encourage you to invite other interested persons in your organization to join the webcast together - all you will need is a computer with an internet connection and a speaker phone. Only one person per group or organization should register. For anyone unable to participate during this session, we plan to conduct future online Train the Trainer sessions.

On April 10, 2009, at approximately 1:54 p.m., Takoma Park Police responded to the 6400 block of New Hampshire Avenue, Takoma Park, Maryland, Joolee Cleaners, for reports of a commercial armed robbery which had just occurred. After arriving at the business, officers were informed that two subjects, one of whom was armed with a handgun, entered the establishment through the front door and announced the robbery. One of the subjects was wearing a black mask and black jacket. The two subjects inside the establishment took property from the business as well as the victims who were inside. A third subject entered the business through a rear door. The fourth subject was waiting outside in a vehicle, which was parked to the rear of the business. After taking property, all subjects fled to the vehicle that was outside. The vehicle, a 1995 Mercury Grand Marq, was reported stolen through Prince George’s County shortly before the robbery. The vehicle was entered into NCIC as a felony vehicle. None of the victims at Joolee Cleaners were injured.

At 9:21 p.m., Prince George’s County Police were on patrol when they observed the felony vehicle occupied by four subjects in the area of Mt. Ranier, Maryland. A vehicle stop was attempted at which time the occupants fled in the vehicle on Rhode Island Avenue headed into the District of Columbia. Once in the District, a D.C. Police Officer’s vehicle was struck by the suspect vehicle causing severe damage to the felony vehicle. The 16-year old driver suspect bailed out of the vehicle, dropping a black handgun, and attempted to flee on foot. He was quickly apprehended without further incident. A second suspect, Earl Morton, also attempted to flee on foot but was also quickly apprehended without further incident. Officers’ canvassed the area where they first saw Morton and discovered one black mask and one black jacket. The other two subjects remain at large.

Detectives from Takoma Park Police responded to the scene in Washington, D.C. and impounded the felony vehicle for processing. In coordination with Prince George’s County, Montgomery County and the District of Columbia, Earl Morton and the 16-year old juvenile, are believed to be a part of multiple armed robberies that have recently been committed in the surrounding jurisdictions.

On April 11, 2009, while Earl Morton and the 16-year old juvenile were arrested on charges in the District of Columbia, Detectives of Takoma Park Police successfully obtained warrants charging both individuals with the above-listed offenses.

Earl Morton is being held at the District of Columbia Central Processing Unit and the 16-year old juvenile is being held at the District of Columbia Juvenile Processing Center.

Chief Ricucci would like to thank the Takoma Park officers who were able to ascertain quality look-out information that was immediately broadcasted to the surrounding jurisdictions. Officers brought an interpreter to the scene and interviewed day laborers who were across the street from Joolee Cleaners. It was through one of the day labor witnesses that officers were able to obtain the tag number of the felony vehicle. Chief Ricucci is very proud of the keen eye and willingness of the citizens to assist. He would also like to thank Prince George’s County Police and District of Columbia Police for their assistance in taking two dangerous subjects off the streets.

Weekly Crime Report: April 2 - 9, 2009

T1 Beat:

Robbery/Carjacking
An armed robbery/carjacking occurred Tuesday, April 7 at 9:10 p.m. in the 400 block of Beech Avenue. The victim, a Pizza Movers delivery driver, was called to the 400 block of Beech Avenue for a staged robbery. As the victim approached the residence, a group of 5 B/Ms produced semiautomatic pistols and demanded property. Two suspects approached the victim’s vehicle and began searching for additional property. The suspects ordered the second victim from the vehicle and all 5 suspects entered the victim’s 2003 gold Toyota Corolla and fled on Beech Avenue toward Sycamore Avenue. Suspect 1: B/M, 18-20, stocky build, bushy type Afro, wearing black sweat pants; Suspect 2: B/M, late teens, thin, short hair, black clothing; Suspect 3: B/M, mid 20’s, thin, short black hair; Suspect 4: B/M, 17-18, 5’7-5’8, short neat hair; Suspect 5: B/M, 5’7-5’8, wearing green jacket. All 5 suspects armed with black semi-automatic handguns.

900 block of Larch Avenue, Saturday, April 4 between 1:01 a.m. and 9:00 a.m. No forced entry. Property taken.

7100 block of 13th Avenue, Thursday, April 9. Officers responded to theft in progress, stopped suspect, and recovered victim’s property. Adult male arrested and charged with Theft under $100.

Arrests:
On Friday, April 3 at 12:21 p.m. in the 7600 block of New Hampshire Avenue, an adult male was arrested and charged with a Liquor Violation.

On Friday, April 3 at 12:36 p.m. in the 1300 block of University Boulevard, and adult male was arrested and charged with Trespassing.

Weekly Crime Report: 3/26/09-4/2/09

T1 Beat:

Robbery
An armed robbery occurred Sunday, March 29 at 6:15 p.m. in the 6400 block of Sligo Mill Road. Three victims were changing the brakes on a vehicle when a black Nissan Maxima, occupied by three B/M, pulled up next to them. Two of the three subjects exited the vehicle with handguns and demanded property. The third subject remained in the vehicle, however, also pointed a handgun at the victims. Property was taken and the subjects fled towards New Hampshire Avenue.

On Wednesday, April 1 at 1:23 a.m. in the 900 block of Merrimac Drive, an adult male was arrested and charged with Disorderly Conduct.
