The second subject is described as a black male wearing a white coat and a black ski mask. The third subject is described as a black male wearing a black ski mask. The victim was not injured. Suspect 1 grabbed victim by the arm and Suspect 2 began to hit victim in the head. Suspect 1 demanded victim’s property and Suspect 2 hit the victim once more before fleeing to a whit van. An aggravated assault and officer involved shooting occurred in the 700 block of Hudson Avenue, Monday, December 22 at 12:13 a.m. The Takoma Park Police Department received a call for a woman crying in an apartment. A veteran female officer responded to the scene. She located the apartment and heard a commotion outside the door. The officer demanded entry and was refused. She advised dispatch that she needed back-up assistance and was going to make entry. She made a forced entry and confronted a female victim covered in blood and a male suspect holding a knife to her throat. The victim had multiple lacerations to her head and other parts of her body. The officer demanded that the suspect drop his weapon, and when he refused, she shot him twice. One of the bullets went through the suspect striking the victim in her arm. Both victim and suspect were transported to the Med Star unit at the Washington Hospital Center where they were later released. An adult male was arrested and charged with Attempted 1st Degree Murder, 1st Degree Assault, 2nd Degree Burglary, Violation of Protective Order, False Imprisonment, and Reckless Endangerment.

On December 22, 2008, Carlos Ivan Ovalle, 33, of Takoma Park, Maryland, was arrested for attempted 1st degree murder, 1st degree assault, 2nd degree burglary, violation of protective order, false imprisonment and reckless endangerment. Ovalle is being held at the Montgomery County Central Processing Unit. He appeared before the Commissioner for his bond review hearing today and his bond will remain unchanged and he will remain in jail pending a trial.

Montgomery County’s Department of Health and Human Services (HHS) advises residents that water quality in the County has not been impacted by the water main break, even if residents are experiencing low water pressure. Hospitals have emergency water supply systems, so area hospitals are not currently affected. HHS has set up a hotline at 240-777-4200 to address any health issues resulting from the water main break.
All Montgomery County Schools will close two-and-one-half hours early today. All daycare will remain open, except at schools with no water in the building. Daycare providers will contact parents directly if they are closed.
River Road between Seven Locks Road and Fenway Drive will remain closed until repairs can be made. A detour has been set up for motorists traveling on River Road.
Due to a water main break, all Montgomery County Schools will close 2 1/2 hours early today, Tuesday, December 23, 2008.
The water main break along River Road has caused widespread water outages in schools across the lower part of the county. The problems are affecting the availability of water and heat in numerous schools.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Dewayne Marcus Royal, 19, of Takoma Park, Maryland, for the armed robbery that occurred on December 16, 2008, at Peter’s Sub Shop, 7603 Maple Avenue, Takoma Park, Maryland. On December 20, at approximately 2:22 p.m., officers on patrol in the 7500 block of Maple Avenue recognized Royal as a wanted person for armed robbery. Royal was walking down Maple Avenue when he noticed a police presence and began to flee on foot. Royal was apprehended in the 7500 block of Maple Avenue without incident. Royal was charged with Armed Robbery, Robbery, First Degree Assault, Second Degree Assault, and Theft Under. Royal was transported to the Montgomery County Detention Center and is being held on Bond (amount unknown at this time).

The victim and suspect have a history of domestic violence. There was a Protective Order against the suspect in effect. The suspect made an unlawful entry into the victim’s residence and attacked her upon her arrival home. The suspect will be charged upon his release from the hospital.

Ricucci from the Takoma Park Police Department announces the arrests of Temu Brown, 31, of Takoma Park, Maryland, and Corey Yates, 19, of Silver Spring, Maryland, for the armed robbery that occurred on December 16, 2008, at Peter’s Sub Shop, 7603 Maple Avenue, Takoma Park, Maryland. Brown and Yates have both been charged with Armed Robbery, First Degree Assault, Robbery, Theft, and Use of a Handgun in the Commission of a Felony. Both subjects were transported to the Montgomery County Detention Center, where they both are being held on Bond (amount unknown at this time). Investigation led police to Brown and subsequently, with the help of the Cambridge Police Department, to Yates.

An armed robbery occurred in the 7500 block of Maple Avenue, Tuesday, December 16 at 8:55 p.m. Victim entered 7600 block of Maple Avenue to purchase food and when he exited the business, two subjects also exited. Victim walked towards his residence on Maple Avenue and both subjects waited as the victim unlocked the building’s entrance. The victim entered the building and the two subjects followed. Once inside, one of the subjects pulled out a small silver handgun and demanded property. Victim complied and both subjects fled on foot. S1: B/M, 5’4, 140 lbs., dark complexion, wearing a camouflage Army jacket, black jeans, and a winter hat with flaps. S2: B/M, 5’9, 165 lbs., dark complexion, facial hair, wearing red spider jacket.

A citizen of the City, Ms. Jacqueline Schick, has given me permission to re-print some very good advice she gave regarding residential alarm systems. Please take a moment and read if you are considering installing an alarm system. Thank you.
“As a homeowner with a monitored alarm system, I offer a couple of tips. I personally did not want one but my dearly beloved who was experienced with them in business and our homeowner's insurance company did. Speak with your homeowner's insurance agent - you may get a discount on your policy!
The first line of system effectiveness is, of course, signage outside. Let it be known that you have a system. These are discrete but visible signs and window stickers.
When installing the sensors, think about how you actually live in your house year round and discuss that with your installer. You want security, but do not want to feel as though the system is an unwelcome guest. For example, do you open some of your windows at night during the summer? You may be able to put two sensors on a window, one in the closed position and one in the partially open position (open the window to the desired position and then mark the sensor so that you line the window up). We have some little hidden windows that we forget we even have, look around and put a sensor on it.
Pets, dogs and cats (and sometimes forgetful human beings), do not necessarily mix well with motion sensors. Don't forget about your elevated rooms; ladders do exist and you would be surprised at how often they get left outside at other people's homes.
We have set our system to announce window and door openings. Learn a foreign language and set it in Spanish!
Ask for a key chain remote control. This makes coming and going easier.
These systems do have to be registered with the local police and there are fines for accidental alarms should the police respond to a call from your monitoring company.**
We pay $35.00 per month and they call us when the batteries on individual sensors are low! Our company also requires us to have a "land line," not a cell phone, as the number to call if the alarm goes off.”
** False Alarms **
False alarms will start costing the residents and business owners of the City of Takoma Park. Beginning January 1, 2008, no distinction will be made between the City of Takoma Park alarm users and any other alarm user in Montgomery County. The City of Takoma Park has adopted Chapter 3A, Alarms, of the Montgomery County Code. On July 1, the Takoma Park Police Department began utilizing the Montgomery County Police Department (MCPD) 9-1-1 equipment, which means that they can now, where they were not capable before, retrieve data on alarm calls for service within the incorporated City of Takoma Park. The MCPD False Alarm Reduction Section (FARS) will implement a phased approach to enforcing the alarm law in Takoma Park. The first step will be registering all Takoma Park alarm users. The FARS expects to have all existing City of Takoma Park alarm users registered by September 30. Starting October 1, all alarm companies must provide the alarm user a registration number for each of their City of Takoma Park alarm users. Between October 1 and December 31, the FARS will provide ongoing education to the City of Takoma Park alarm users about their responsibilities under the alarm law. On January 1, 2008, full enforcement will begin with the imposition of false alarm response fees to alarm users with more than one (1) false alarm in a calendar year, and with the issuance of civil citations to alarm companies that violate the provisions of Chapter 3A, Alarms, of the Montgomery County Code with respect to City of Takoma Park alarm users.
All users will register through their alarm companies for a $30 fee, and then $10 every two years thereafter. The penalties/fines for false alarms are as follows:
- First false alarm in the calendar year will be free.
- 2nd false alarm = $25
- 3rd false alarm = $50
- 4th false alarm = $75
- 5th false alarm = $100
- 6th false alarm = $125
- these fees will continue in increased increments of $25 until the 15th false alarm, which will be a fine of $1,000.
On January 30, 2008, Takoma Park Police arrested Richard Manning Miller of the 4200 block of 58th Avenue in Bladensburg, Maryland, for the assault and attempted abduction of a young woman on January 29 at the Pollo Campero restaurant on University Blvd. in Takoma Park, Maryland. Miller’s trial was held on November 3, 5 and 6 at the Montgomery County Circuit Court in Rockville, Maryland. On November 6, Miller was found guilty of attempted 1st degree sex offense, attempted kidnapping and 1st degree assault. Miller’s sentencing was held on December 17. Judge Terrance McGann of the Montgomery County Circuit Court sentenced Miller to Life plus 55 years – life for the attempt 1st degree sex offense, 30 years for the attempt kidnapping and 25 years for the 1st degree assault. His sentence is to run consecutively.
The City of Takoma Park is experiencing a crime spree at this time. Car break-ins, daytime burglaries and nighttime burglaries continue to plague us. We believe there are several groups committing these crimes at this time. We arrested one of our daytime burglars yesterday, but he is only one of several suspects who are being investigated. We have increased uniform and plainclothes patrols throughout the City. We are running special details around the clock. We need your help! Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Larry Marswell Williams, 44, of Washington, D.C.
On December 16, 2008, at approximately 3:00 p.m., Williams was arrested by members of the Montgomery County Police Repeat Offender Section without incident in the 2100 block of Ft Davis Rd, SE, Washington, DC. Williams was charged with burglary and theft charges for the burglary of a resident in the 100 block of Grant Avenue on December 2, 2008. Williams was transported to jail in the District of Columbia and is awaiting an extradition hearing.
On December 2, 2008, Takoma Park Police responded to the 100 block of Grant Avenue for reports of a residential breaking and entering that had occurred earlier in the day. The victim advised that some time between the hours of 7:30 AM and 6:00 PM someone entered her residence and took property. It is believed that access was gained through a rear basement door which may have been left unsecured. There were no signs of forced entry.

Chief Ricucci is pleased to announce that the Takoma Park Police Department has been granted funding in FY2009, through the Governor’s Office of Crime Control & Prevention (GOCCP), for a “License Plate Recognition Scanner (LETC).”
“LETC is attached to a police cruiser. It works by capturing digital license plate images as they pass a camera, whether mobile or fixed. The plates are automatically cross-checked in real time against multiple local, regional, statewide and, if appropriate, national databases to identify vehicles that are of interest to the authorities. In fact, LETC can access multiple databases simultaneously and report not only matches but which database contained the vehicle of interest. Vehicle matches are reported instantly, allowing the officer to take appropriate action.
Every license plate is compared to a list of “vehicles of interest” associated with auto theft, felony warrants, “Be on the Lookouts,” parking violations, or any other license plate-oriented databases, such as Amber Alerts, National Crime Information Center (NCIC) downloads, etc., the police agency wishes to use. By reviewing historical plate reads, information such as a list of all vehicles recorded in an area of interest during a specific period of time can be created. Patterns of movement can also be obtained, enabling a crime analyst, for example, to provide a possible starting point for finding a suspect vehicle.
Generally, between 50,000 and 60,000 plate reads equal one gigabyte of hard drive space. With storage being relatively inexpensive, tens of millions of plate reads can be maintained on a standard hard drive.
Research has shown that patrol officers equipped with the technology can have arrest rates significantly higher than officers working without it. This will deliver reductions in crime, enhanced community safety and safer roads.”

On December 16, 2008, at approximately 9:01 p.m., Takoma Park Police responded to Peter’s Sub Shop at 7603 Maple Avenue, Takoma Park, Maryland, for reports of an armed robbery. The victim advised that he entered the business to purchase food and when he exited the business, two subjects had also exited. The victim then walked towards his residence on Maple Avenue and both subjects waited as the victim opened the locked entrance to the building. The victim then entered the building and the two subjects entered the building behind him. Once inside, one of the subjects pulled out a small silver automatic handgun and demanded property. The victim complied and both subjects fled on foot. The victim was not injured. The first subject is described as a black male, approximately 5’4, 140 pounds, dark complexion, wearing a camouflage Army jacket, black jeans and a winter hat with flaps. The second subject is described as a black male, approximately 5’9, 165 pounds, dark complexion, facial hair, wearing a red spider jacket and black jeans. On December 17, 2008, at approximately 5:03 a.m., Takoma Park Police responded to the 7000 block of Carroll Avenue for reports of a burglary. The unknown suspect was attempting to kick in the victims’ bedroom door when one of the victim’s screamed. The victims locked the bedroom door and called the police. The suspect fled after hearing the victim scream. The suspect entered the premises through an unlocked rear kitchen door. Property was taken. There were no injuries. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Ayele Belay Belete, 28, of Washington, D.C.
On December 15, 2008, at approximately 2:10 p.m., while on routine patrol in the 7500 block of New Hampshire Avenue, a Takoma Park Police Officer made a traffic stop for a traffic violation. The driver was identified as Belete, who is a wanted fugitive in Arlington, Virginia, for 1st degree assault, rape and abduction. Belete was taken into custody, processed and transported to the Montgomery County Central Processing Unit without incident.
On December 16, 2008, at approximately 1:20 a.m., Takoma Park Police, working a burglary detail in the 7000 block of Carroll Avenue, observed a broken glass door to a commercial establishment. The unknown suspect used a piece of concrete to shatter the bottom portion of the front glass door to make entry. Property was taken. There were no injuries. On December 15, 2008, Takoma Park Police responded to Philadelphia Avenue for reports of a residential burglary that had occurred earlier in the day. The victim advised that some time between the hours of 6:00 AM and 3:05 PM someone entered her residence and took property. Access was gained through broken glass from the rear basement door. It is believed the suspect then exited the residence through the front door, which was left open. The victim did not enter the home prior to calling police. The National Weather Service has issued a WINTER STORM WATCH for Montgomery County from Tuesday Evening though Wednesday Morning. A low pressure system is expected to develop and ride along a stalled cold front. Significant ice accumulations are possible out of this system as colder air rushes in behind the front. Travel may become hazardous Tuesday evening though the rush hour commute Wednesday Morning.

Chief Ricucci of the Takoma Park Police Department has received many inquiries and concerns from citizens regarding the influx of residential burglaries in the months of November and December 2008. Most alarming to the citizens is the fact that burglars are entering their homes while they are still in their homes, oftentimes sleeping. Homeowners are waking up to find intruders standing in their residences. Fortunately, in all instances, there has been no threat of violence and the intruder or intruders have left without incident.
The Criminal Investigations Division (CID) is working around the clock focusing on these rash of burglaries. They are working together with our Crime Analyst, who is working with the surrounding jurisdictions of Prince George’s County, Montgomery County and the District of Columbia. The Tactical Enforcement Unit (TEU) is conducting a specific detail, in plainclothes, focusing their efforts and strategies to apprehending the subject(s) responsible for these crimes. The Chief has placed extra patrol units throughout the City in an effort to make police presence even more visible.
Chief Ricucci is asking you, the citizens, to create as many barriers between an intruder and their attempts to gain access to your home and/or valuables kept in your home. In many cases, it is found that homeowners have simply forgotten to lock the doors and/or windows which made entry to their home easy.
Burglary is the most prevalent neighborhood crime. Most people believe that residential burglaries occur during the nighttime when people are not home. The truth is that more burglaries occur during daylight hours when people are away at work or on vacation. Household burglary is one of the easiest crimes to commit and the hardest to solve. Unfortunately, in the city, we have seen an upsurge in nighttime burglaries when homeowners are still at home. This could be due to the economy and/or upcoming holidays.
BURGLARY PREVENTION TIPS:
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately! Get to know your neighbors!
2. If you do encounter a burglar in your home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).
3. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
4. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
5. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
6. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves. Residential alarms should be designed so as to give protection when you are inside as well as when you are away.
7. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
8. Be one step ahead of the burglar - case your own home and look for easy ways into your home and then take appropriate measures to correct it.
9. A big problem in this City is citizens not calling the police. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
10. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
11. Burglars know where to look for hidden keys. Do not leave one.
12. Remember that you do not have to answer your door. Once you do, you are easily vulnerable. Do not open for a stranger. Verify who is there. Have him/her step to where you can see who it is. When in doubt, send him/her away. Be sure that a peephole viewer is installed.
These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.
Let’s make a difference together. Let’s demonstrate to the criminals that we are putting them on notice that they will be caught!
On December 10, 2008, at approximately 4:49 a.m., Takoma Park Police responded to Sherman Avenue for reports of a burglary. The victim advised that while she was at home sleeping, she awoke to find a male subject in her residence. The subject immediately fled through a basement sliding door after being encountered by the homeowner. There were three doors to the residence found open, with no damage to the locks or doors. It is not clear if the doors to the residence were secured or not. A K9 track was conducted with negative results. The subject is described as a black male, mid-30’s to early 40’s, medium build, wearing a blue sweatshirt and dark pants (black or gray). There were no injuries. Property was not taken.

Health officials in Montgomery County are currently investigating norovirus outbreaks in several County nursing homes and are concerned because there have been outbreaks recently at holiday luncheons and wedding receptions.
Health officials today urged residents to practice good hygiene practices-particularly hand washing-to prevent the spread of viral infections such as norovirus, an intestinal virus that causes nausea, vomiting and diarrhea.
Norovirus is a highly contagious disease that causes nausea, vomiting and/or diarrhea, and stomach cramps. Ill individuals may also have a low-grade fever, chills, headache, muscle aches, and a general sense of fatigue. The treatment for norovirus is rest and fluid replacement. While the symptoms can be severe and unpleasant, the illness usually is not serious for an otherwise healthy individual.
Norovirus can be serious for the frail elderly and the very young because of the risk of dehydration.
Norovirus spreads rapidly in the air when people vomit and through the fecal-oral route (not washing hands after using the toilet or changing a diaper and then touching food and other surfaces such as doorknobs, light switches and handrails.) Although ill individuals may only feel sick for one or two days, small amounts of norovirus can cause infections and the virus can live on surfaces for many days. Those who are ill may also continue to spread the virus for as long as a week or more after they begin to feel better.
Norovirus, sometimes called “stomach flu” or the “cruise ship disease," is not related to influenza that is common in the winter and mainly affects the lungs.

Detectives from the Takoma Park Police Department are investigating the disappearance of a critically missing Takoma Park adult man. Paul Nicholas Pandajis was last seen Thursday, December 4, 2008, by his medical caretaker at Manor Circle, Takoma Park, Maryland.
Paul Nicholas Pandajis is described as a 69-year-old white male, 5’9” tall, weighing 200 pounds, medium build, short gray hair and wears brown glasses. Pandajis needs the aid of a walker and frequently uses the Ride-On bus system for transportation.
Based on medical diagnoses and prescribed medication, Pandajis is extremely ill and has a history of suicide attempts.

On December 3, 2008, the Multi-jurisdictional Holiday Pedestrian Safety Activity was once again a success! Thanks to the assistance of over 25 community volunteers and five local media outlets, including WTOP, Univision, ABC News Channel 8, the Gazette and the Diamondback from the University of Maryland, we reached out to thousands of people and raised their awareness about pedestrian safety and traffic laws. As a result of targeted enforcement conducted by the Prince George’s County Police, Montgomery County Police and City of Takoma Park Police, officers issued over 300 warnings to pedestrians for failing to use a crosswalk, 30 warnings to drivers for failing to yield to a pedestrian in a crosswalk, two citations to drivers for failing to stop for a pedestrian in a crosswalk, one citation to a driver for failing to stop at a traffic signal, 13 citations to drivers for speeding and 29 citations to drivers for failing to use their seatbelt. Chief Ronald Ricucci would like to thank all of the officers who participated in this initiative for a job well done!
On December 5, 2008, two daytime burglaries occurred in the City of Takoma Park:
The first burglary occurred between 10:30 AM and 1:00 PM in the 1000 block of Sligo Creek Parkway. The victim arrived home to discover her home had been burglarized. The method of entry was through a locked window by smashing out the glass. Property was taken. There is no suspect information at this time. It remains under investigation under case #08072207.
The second attempted burglary occurred between 11:00 AM and 1:00 PM in the 6400 block of 5th Avenue. The victim arrived home to discover her rear sliding glass door had been smashed out. No property was taken. The suspects in this case are described as: (1) black male, approximately 21-22 years of age, 6’0, and 180 pounds. He was last seen wearing a black North Face jacket, blue jeans, and red and black baseball cap; and (2) black male, approximately 25-30 years of age with a beard. There is no clothing identification. He was the driver of the suspect vehicle. The suspect vehicle is described as a red or maroon Dodge Stratus with after market rear trunk spoiler and exhaust. Witnesses describe one of the black male suspects knocking on the front door to the residence and then returning to the vehicle. Then later, the same suspect went to the rear of the residence and smashed out the rear sliding glass door and then fled towards Washington, D.C. in the above described suspect vehicle. It remains under investigation under case #08072212.
There were no injuries in either burglary.
Chief Ricucci has authorized that the Takoma Park Police increase their uniform and plainclothes patrol officers to the areas, specifically targeting these burglaries, around the clock.

On December 4, 2008, at approximately 8:00 p.m., Takoma Park Police responded to the 7600 block of Maple Avenue for reports of a citizen strong armed robbery. The victim was delivering pizza to an apartment and took the stairs due to the elevator being out of service. On his way up the stairs, closest to Maple Avenue, he observed a Hispanic male with a white female. The victim delivered the pizza and on his way back down the stairwell he was met by a black male subject holding the door barring his exit. A second black male came from behind the stairwell and took property from the victim. The Hispanic, he observed earlier, and the black male then opened the stairwell door joining the third subject who had been holding the door closed. All three subjects exited from the lobby towards the back parking lot. The victim was not harmed. The suspects are described as follows:
Suspect #1: Hispanic male, approximately 5’6, approximately 200 pounds, muscular build, fair complexion, approximately 24 years old.
Suspect #2: Black male, approximately 6’0, approximately 150 pounds, think build, dark complexion, dread locks, approximately 20 years old.
Suspect #3: Black male, approximately 5’6, approximately 220 pounds, muscular build, light complexion, curly hair, approximately 20 years old.

During the months of November and December 2008, Takoma Park Police detectives are investigating a series of residential burglaries that have occurred throughout the City. Within the last week, there have been three (3) nighttime residential burglaries where the occupants were at home. Entry has been made by various means, including an unlocked door, prying windows and/or smashing out windows. The two nighttime residential burglaries that occurred on November 24 happened in the 700 block of Erie Avenue and in the 7200 block of 13th Avenue, and the third on December 5 happened in the 7200 block of Maple Avenue. No violence has occurred and no weapons have been displayed during the nighttime burglaries. In all three instances, the suspects immediately fled after being encountered by the homeowner(s). The three burglaries occurred between 12:00 midnight and 5:00 AM. In two out of the three nighttime burglaries, property was taken. If homeowners do encounter a burglar in their home, please attempt to secure yourself in a room where you have access to a phone and immediately contact police. Do not confront suspect(s) or attempt to fight and/or chase after suspect(s).
The suspects in the burglaries above are described as:
(1) black male, 20-29 years of age, approximately 5’6 – 5’8, approximately 165 pounds, brown eyes, black hair, medium complexion, thin build.
(2) possible male, unknown ethnicity, dark clothing, approximately 5’9 – 5’10 (no further identifying information).
Chief Ricucci announced that the Takoma Park Police are increasing their uniform and plainclothes patrol officers to the areas, specifically targeting these burglaries.
As we approach the holiday season, we ask that our residents take extra safety precautions to ensure a safe and happy holiday season. Be mindful of keeping doors and windows locked at all times. Do not open the door to strangers. If someone does come to your door, ask for identification. Keep an outside light on after dark. Do not leave items of value in plain sight from a window; with the holiday season this would include holiday presents. Call the police if you see or hear anything suspicious.

Robbery/Carjacking
A strong-arm robbery/carjacking occurred in the 6900 block of Carroll Avenue, Friday, November 28 at 10:55 a.m. Victim (DHL employee) delivering package when 3 B/Ms approached and assaulted him. The suspects took the victim’s keys and drove off in his commercial vehicle. Two of the subjects entered the victim’s vehicle, but the third could not fit and ran towards a waiting black Ford Expedition, occupied by a fourth subject. Property was taken along with the commercial DHL vehicle. The vehicle was later recovered in Washington, D.C. Suspect 1: B/M, early 20’s, 5’9 - 6’0, 140-160 pounds, wearing a green/gray jacket with dark pants, possibly cuffed dark jeans, and black boots. Suspect 2: B/M, early 20’s, 5’7 - 5’9, 150-160 pounds, wearing a black North Face coat with a dark scarf covering his forehead and mouth, blue jeans, black gloves and black tennis shoes. Suspect 3: B/M, early 20’s, 5’9 - 6’0, wearing a black North Face jacket, blue jeans and black boots. Suspect 4: Unknown description.

On Friday, November 28 at 1:55 p.m. in the 7600 block of New Hampshire Avenue, two adult males were arrested and charged with Open Alcoholic Beverage.
On Friday, November 28 at 6:30 p.m. in the 900 block of University Boulevard, an adult male was arrested and charged with Driving Under the Influence.
On Saturday, November 29 at 3:00 a.m. in the 8100 block of New Hampshire Avenue, an adult male was arrested and charged with Possession of Drug Paraphernalia.
On Monday, December 1 at 2:00 p.m. in the 7400 block of New Hampshire Avenue, an adult male and two juvenile males were arrested and charged with Motor Vehicle Theft.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of William Henry Lattimore, III, 33, of Washington, D.C.
On November 26, 2008*, at approximately 11:28 p.m., police responded to a property damage crash that had just occurred. Just prior to their arrival, a subject was pointing a gun at the struck vehicle’s driver. A witness indicated that there were two black males wearing black coats running down Jackson Avenue towards Sligo Creek Parkway. A plainclothes unit saw two subjects fitting the description and attempted to initiate a stop. The subjects fled and police pursued them on foot. Lattimore ran north on Carroll Avenue at which time a stolen Glock 17 fell from his person. Shortly after, he was apprehended. Police discovered several items of evidentiary value during a vehicle impound inventory search of the vehicle that Lattimore had been driving.
Lattimore was arrested and charged with possession and assault with a firearm and traffic violations. He was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

On November 28, 2008*, at approximately 10:59 p.m., Takoma Park Police responded to the 6900 block of Carroll Avenue, in the back of a parking lot, for reports of a robbery and car-jacking of a commercial DHL vehicle. The victim stated he was dropping some packages off at approximately 10:40 p.m. when he was approached by a black male in dark clothing. The subject grabbed him from behind and tried to take keys to the vehicle. The victim tried to escape and was assaulted by the subject. A second subject assisted by grabbing the victim’s legs, while a third suspect helped lift the victim off the ground. There was a struggle and the subjects were able to take the keys from the victim and then “flung” him near a gated fence. The three subjects then ran towards the commercial vehicle. Two of the subjects entered the vehicle, but the third could not fit so he ran towards a waiting black Ford Expedition, unknown tag, which was occupied by a fourth subject. There is no identifying information for the fourth subject. Both vehicles fled onto Maple Avenue towards Washington, D.C. The victim believes that he was followed into the parking lot by the subjects in the black Ford Expedition. The victim sustained minor injuries. Property was taken along with the commercial DHL vehicle.
The vehicle is described as a yellow and red commercial Ford truck with the DHL company logo, Maryland tag #07V940.
The subjects are described as black males in their early 20’s dressed in black.
Suspect #1: black male, early 20’s, 5’9 - 6’0, 140-160 pounds, wearing a green/gray jacket with dark pants, possibly cuffed dark jeans, and black boots.
Suspect #2: black male, early 20’s, 5’7 - 5’9, 150-160 pounds, wearing a black North Face coat with a dark scarf covering his forehead and mouth, blue jeans, black gloves and black tennis shoes.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Eli Castro, 19, of Hyattsville, Maryland and two juveniles, 16 and 17 years of age, for motor vehicle theft.
On December 1, 2008, a detective from the Takoma Park Police Department was working the New Hampshire Avenue corridor in reference to a robbery call. At approximately 2:00 p.m., three subjects were walking to the rear of the 7400 block of New Hampshire Avenue entering a green Honda Accord. The vehicle pulled out into traffic at which time a registration inquiry was conducted. That inquiry revealed the vehicle was stolen from Montgomery County. The detective requested assistance while continuing to observe the vehicle as it traveled northbound on New Hampshire Avenue. Police assistance arrived in the area at which time the driver of the green Honda Accord abruptly made a right turn into the 1300 block of Merrimac Drive. The vehicle stopped at which time all three occupants exited the vehicle and began to flee from police. All three subjects were apprehended and placed under arrest. An inspection of the vehicle revealed that the ignition had been “punched.”
Castro was arrested, charged and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner. The two juveniles were arrested and then released to the custody of their parents.
On November 24, 2008*, at approximately 2:47 a.m., Takoma Park Police responded to the 7200 block of Thirteenth Avenue for a burglary alarm that had been activated. Once police arrived, they discovered a smashed out glass door and the home owners locked in a room attempting to call police. Investigation revealed that the suspect(s) smashed out the glass door with a large rock and entered the residence while the home owners were sleeping. Property was taken. A K9 track was conducted with negative results. There is no identifying information for the suspect(s). There were no injuries. Investigation continues under case #08069826. On November 24, 2008*, at approximately 9:08 p.m., Takoma Park Police responded to Erie Avenue for reports of a burglary. An out-of-town guest was staying with the victim’s at their home when he heard noises. When he approached the area of the house where he heard noises, he discovered a young black male was inside the house. The suspect was described as approximately 5’6, 170 pounds, no facial hair and was wearing a black skull cap with colored stripes and a blue jean denim jacket. The suspect left the property exiting through a door to the backyard and fled through the yards of the neighbors. The lock to the door had been “punched” and disengaged from the casing.
