Burglary - Residential
700 block of Erie Avenue, Monday, November 24 at 9:03 p.m. Forced entry. No property taken. Suspect: B/M, 20-29 years of age, 5’6-5’8, 165 lbs., brown eyes, black hair, thin build.

T3 Beat:

Robbery
An armed robbery occurred on Anne Street, Tuesday, November 25 at approximately 10:08 p.m. The victim was walking to the side of Safeway when the suspects approached in a dark colored older model 4 door vehicle. The driver was not observed, but two B/Ms and a H/M exited the vehicle. The B/M suspects were armed with handguns and the H/M was armed with a knife. The suspects placed the handguns to the victim’s side and the knife to the front of the victim, then threatened the victim and took his property.

Aggravated Assault
An aggravated assault occurred in the 7600 block of New Hampshire Avenue, Thursday, November 20 at 7:10 p.m. Victim stated that while in front of business a H/M pulled out a knife and started lunging toward him. The subject shouted gang affiliation and the victim fled. A juvenile male was arrested and charged with 1st Degree Assault.

Burglary – Residential
7200 block of 13th Avenue, Monday, November 24 at 2:45 a.m. Forced entry. Property taken.

Larceny – From Auto
1100 block of University Boulevard, Friday, November 21 between 12:20 p.m. and 12:41 p.m. Forced entry. Property taken.

Arrests:
On Thursday, November 20 at 6:51 p.m. in the 7400 block of New Hampshire Avenue, an adult male was arrested and charged with Possession with Intent to Distribute Marijuana, Possession of Marijuana, Possession of Methamphetamines, and Possession of Drug Paraphernalia.

On Tuesday, November 25 at 6:00 p.m. in the 6400 block of Allegheny Avenue, two adult males were arrested and charged with Possession of Marijuana.

A strong-arm robbery occurred in the 6800 block of Eastern Avenue, Saturday, November 16 at 9:13 p.m. The victim was attempting to enter a secure door with a key when a suspect approached from behind. The suspect grabbed property and fled on foot toward New Hampshire Avenue. A second suspect remained in the parking lot. S1: B/M, slim build, approximately 6’0, late teens, wearing a mask and dark clothing. S2: B/M.

Assault
A simple assault occurred at the intersection of Maple Avenue and Lee Avenue, Monday, November 17 at approximately 2:50 p.m. Victim exited the bus and was leaving the bus stop when the suspect pushed her to the ground. While on the ground a small group of females assaulted the victim. Suspect known to victim.

COMMUNITY INFORMATION - A Message from the Chief of Police

The cold weather is upon us. Although many of us would like to start our cars and have them warm by the time we slip into them for the drive to work, school, etc., it is not a good safety habit. You cannot leave your vehicle running. You must lock it up. Leaving your car running leaves the perfect opportunity for it to be stolen. Some criminals may “hang” around your neighborhood and watch you go out, start the car and go back into your residence. Easily taken. Be careful at day-cares and schools. Parents who are rushing to get their children inside may leave the car running to make it easier when they come back out. There’s nothing easy about having your car stolen. If you have acquired the habit of leaving your car running unattended, spare yourself and break it. A criminal will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. The more time having to spend stealing a car, the greater the chance of detection. That’s why they take the easy route - it’s faster. Don’t help them out! Please, maintain good safety habits as we approach the winter season.

COMMUNITY INFORMATION - Vehicle Steering Wheel Locks and Engraving Equipment

The City of Takoma Park Police Department no longer gives away steering wheel locks due to cost issues. However, many auto parts stores sell steering wheel locks which are inexpensive.

As for engraving equipment for personal property, if you wish to use it, please come to the Takoma Park Police Department, Administrative Services, 7500 Maple Avenue, Takoma Park, Maryland 20912, between 9:00 a.m. and 5:00 p.m. and it can be checked out to you. It is checked out for no longer than two weeks. There is no cost associated with the use of the engraver. Many people use the engraver to engrave identifying information on electronic equipment, such as lap tops, GPS machines, iPods, cell phones, etc. in case of theft. If property after a theft is then recovered, it is easily reunited with the owner.

COMMUNITY ADVISORY - Strong Arm Robbery

On November 16, 2008, at approximately 9:13 p.m., Takoma Park Police responded to the 6800 block of Eastern Avenue for reports of a strong arm robbery. The victim was attempting to enter a secure door with a key when she was approached from behind. The suspect grabbed property and fled on foot towards Eastern Avenue heading towards New Hampshire Avenue. A second suspect remained in the parking lot. The suspect who grabbed property is described as a black male, slim build, approximately 6’0, late teens, wearing a mask and dark clothing. The second suspect can only be described as a black male with no further identifying information. A K-9 track was conducted with negative results. The victim was not seriously injured. COMMUNITY ADVISORY - A Message from the Chief of Police on Thefts from Vehicles

A MESSAGE FROM THE CHIEF OF POLICE:

It has come to my attention that there continues to be many thefts from vehicles that are going unreported. This may be due to the individual’s belief that nothing of value was taken so it’s not worth reporting. WRONG! Regardless of the damage or value of the property, the police department wants to know. With a crime analyst in the department, part of her job is to track data on break-ins and crime trends. If we don’t know about it, we can’t track it. I implore you once again to report any break-ins to your vehicle, regardless of how small you may believe the incident is. Failure to report crimes, as I constantly stress, makes it extremely difficult to identify problems and to address safety concerns.

Below are safety tips to take into consideration:

If you leave valuables in your vehicle, will they be there when you return? If they can see it, they can steal it. So, secure it!

Theft from auto can occur at any time, from any vehicle. Often, valuables left in a car are taken during the night, but daytime thefts can occur on busy streets, with nobody reporting any suspicious behavior.

What Property Is Stolen? The following items, although not all-inclusive, should be taken into your home, or you risk them being taken by thieves: cellular phones, money, purse, wallet, briefcases, CDs, iPods, portable GPS systems, laptop computers and sports equipment. Auto parts are also taken, including a vehicle’s license plate.

How? Method of entry varies too. Unlocked cars with valuables in easy reach are as common as a window or door lock broken to gain entry.

Deterrents:

Vehicle Theft: Many auto parts stores sell steering wheel locks which are inexpensive; these are a major deterrent to vehicle theft.

For License Plate Theft: a unique screw, which requires a special tool to release the license plate, is available from auto parts stores. The cost can be as low as $4.

What you can do:

Lock doors and close windows completely.
Remove valuables from the vehicle or lock them in the trunk where they are out of sight.
Do not leave electronic devices or accessories visible. (A cigarette lighter plug or cassette adapter are tell-tale signs of valuables in the car. Replace the lighter when exiting the vehicle.)
Do not leave money in the car.
Park in your garage, if you have one, or in a well-lit area.
Install "tapered" door lock or an anti-theft device that has a visible indicator.

Aid to Recovery: Some valuables can't be taken out of the vehicle, such as a stereo or speakers. When installing custom sound equipment, record the serial numbers and/or engrave your driver's license on the items before installation. If stolen, those numbers could make a difference in locating and recovering the property, and prosecuting the thieves.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Solomon Michael Tackie, 23, of Hyattsville, Maryland.

On November 11, 2008, at approximately 3:03 p.m., Takoma Park Police observed a vehicle violating traffic laws. An officer attempted to stop the vehicle but it continued a short distance into a parking lot in the 6700 block of New Hampshire Avenue. The officer approached the vehicle and had a conversation with Tackie which resulted in the recovery of a handgun, which was in Tackie’s waistband. The officer recovered a fully loaded Ruger GP100 .357 Magnum. No other rounds or handguns were located in the vehicle or on Tackie’s person.

Tackie was arrested and charged with failure to stop at a steady red signal, failure to obey a traffic device when making a turn, transporting a handgun in a vehicle and carrying a handgun on his person. Tackie was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

Police Investigate Altercation Between Two Students at Area High School

At approximately 9:18 on November 11, Montgomery County Police were notified about an incident that had occurred between two students at Montgomery Blair High School located at 51 University Boulevard East in Silver Spring.

The preliminary investigation by the 3rd District Investigative Section revealed that a 16-year-old male student and a 16-year-old female student known to one another were walking on the second floor of the school during a time when students change from one classroom to another. They were first engaged in a verbal altercation that escalated to a physical assault. The male student sustained a minor injury to his shoulder by an unconfirmed type of sharp-edged object. The male student was initially treated by the school nurse and then at an area hospital. He was released a short time later. The school enacted a Code Blue for approximately eight minutes to keep students in their classrooms while police investigated in the hallway where the incident occurred.

The female student fled from the school. She was quickly arrested on a Metro bus a short distance from the school by the police Educational Facilities Officer. She has now been charged as a juvenile with second-degree assault.

No other students were injured. The motivation for the argument remains under investigation. A knife (no further details available) has been recovered, but it has not yet been confirmed if that was the weapon used during the assault.

At this stage of the investigation there is no evidence that this incident is gang-related, or had any relation to the November 1, 2008, homicide of Montgomery Blair student Tai Lam.

The investigation is continuing.

Arrest Warrants for Two Additional Suspects in Silver Spring Teen Homicide

Detectives from the Montgomery County Police Major Crimes Division - Homicide/Sex Section continue their investigation into the shooting death of 14-year-old Tai Lam, of the 1000 block of Quebec Terrace in Silver Spring, that occurred on Saturday, November 1, 2008, in a Ride On bus in Silver Spring.

On November 7, Hector Mauricio Hernandez, age 20, of the 8600 block of Flower Avenue in Takoma Park was charged with first-degree murder. He is being held without bond. It was determined that Hernandez is affiliated with the MS 13 gang.

Detectives have now obtained arrest warrants for two additional suspects: Gilmar Leonardo Romero and Mario Ernesto Milan-Canales. Romero will be charged with first-degree murder and Milan-Canales with accessory after the fact for first-degree murder.

These two individuals were developed as suspects through the course of the investigation. It is believed that they are also affiliated with the MS 13 gang. Anyone who has information in reference to the whereabouts of these two suspects is asked to call detectives at 240-773-5070. Callers may remain anonymous.

Romero is described as a Hispanic male, age 20, 5’1” tall, weighing 120 pounds with brown eyes and brown hair. Milan-Canales is described as a Hispanic male, age 30, 5’3” tall, weighing 140 pounds with brown eyes and hair.

The investigation began on Saturday, November 1 at approximately 11:08 p.m., when police officers from the 3rd District were called to a bus stop on Piney Branch Road at Arliss Street for a shooting that had just occurred. Upon arrival they found three juvenile males on a Montgomery County Ride On bus suffering from apparent gunshot wounds. Tai Lam died of his wounds that night.

The preliminary investigation revealed that a group of 10 to 12 friends, including the three victims who were shot, got on the Ride On bus in downtown Silver Spring. There is no evidence that these individuals are affiliated with any gangs. Another group of four or five male subjects got on the same bus at two different locations. There was a verbal exchange between members of the two groups. What exactly was said and the manner in which it was said is still under investigation. It is believed that the two groups were only together on the bus for a short period of time.

For unknown reasons, the four or five subjects got off the bus at the Piney Branch Road and Arliss Street stop. As one of those subjects was getting off, he turned and fired a handgun from the area of the rear door of the bus into the bus striking the three teens. That subject has been identified as Hernandez. All three victims were transported to area trauma centers. The two surviving victims, a 14-year-old male and a 15-year-old male, were released from the hospital and continue to recover from their injuries.

COMMUNITY INFORMATION - State Highway Administration Construction Project

As part of the State Highway Administration (SHA) ongoing effort to keep you informed of projects in your area, work will soon begin on an $854,000, construction project at the intersection of MD 320 (Piney Branch Road) and MD 193 (University Boulevard) in the Takoma Park/Langley Park area, in Montgomery County. Weather permitting, the project is expected to be complete late-summer 2009.

SHA will widen and resurface the northwest corner of the intersection to provide an exclusive right turn lane from eastbound University Boulevard to southbound Piney Branch Road. Other improvements include replacing the traffic loop detectors, install pavement markings, upgrade the existing sidewalks, replace curb and gutter, clean and repair existing inlets and pipes, install a concrete median, clean and relocate/replace directional signage for the intersection, replace traffic signals, and landscaping.

During construction, motorists can expect single lane closures on both directions of Piney Branch Road and University Boulevard between 9 a.m. and 3 p.m. and between 8 p.m. and 5 a.m., Monday through Friday. Motorists may experience delays. Detour signs, arrow panels, drums and concrete barriers will guide motorists through the work zone. SHA will also provide variable message signs, drums, and arrow boards to guide motorists through the work zone.

COMMUNITY INFORMATION - Metro Transit Police Department Bike Information

In response to a letter written to the Metro Red Line Team by a citizen regarding bikes and bike patrol, the below was forwarded and is being disseminated for community awareness.

“Thank you for taking the time to write to Metro's Red Line Team. The Metro Transit Police Department patrols each station as well as the bike racks. Unfortunately, the entire National Capitol Region has experienced an increase in bike thefts. These thefts may be contributed to the high cost of fuel or the large number of bike couriers in this region.

There are several things our customers can do to make their bike less vulnerable to being stolen. First of all, the proper locking of your bike in a WMATA bike rack is critical. The WMATA bike racks are tough to combat as long as the customer properly uses the rack and uses a high quality cable lock. The MTPD has provided free locks on numerous occasions to our customers, as well as handouts to prevent bike theft and handouts on how to register your bike with a local bike club in the event it is stolen.

I am pleased to report that the MTPD has made several arrests in the last three months in and around our Virginia metro stations for bike theft. Additionally, we have made arrests at the West Hyattsville station. However, the MTPD does not have any cameras deployed to specifically monitor our bike racks. We rely on our uniform patrol tactics, the use of plain clothes officers, the local police, our WMATA employees and our customers to be our additional eyes and ears to combat crime on or around metro facilities.

Furthermore, we take all crimes that occur onto or against our metro facilities and customers very serious. The MTPD is well aware what the replacement cost potential is relatively high for a bike or bike accessories and how customers are impacted by these types of crimes.

The MTPD has deployed and will continue to deploy plain clothes officers at stations where bike thefts are more prevalent. We also query various data bases that include pawn shops, looking for stolen merchandise. We monitor our crime statistics on a daily basis and make deployment decisions based on our reported crime. We will have officers pay special attention to the Takoma station. There have been 18 bikes reported stolen from the Takoma station from January 1, 2007 through October 31, 2008. Please call the MTPD directly at any time if you see someone suspicious hanging around the bike rack at 202.962.2121 and a police officer will be dispatched to the area.

Finally, we ask that you take a photograph of your bike and of the serial number. This will help us tremendously to identify your bike if it is stolen. COMMUNITY ADVISORY - Burglary

On November 9, 2008, at approximately 12:40 p.m., Takoma Park Police responded to the 7100 block of Cedar Avenue for reports of a burglary that had occurred earlier in the day. The victims left their residence on November 9 at approximately 8:45 a.m. and returned at approximately 11:00 a.m. After about an hour, the victims noticed property missing from their home. The sliding glass side door may have been unlocked. Investigation continues under case #08066859. Anyone with information about this crime is asked to please call us at 301.270.1100.

Chief Ricucci announces the arrest of Quaysa Flumo, 20, of Takoma Park, Maryland, for possession of a controlled dangerous substance (CDS) - "crack" cocaine; possession with the intent to distribute "crack" cocaine; and making false statements to police officers.

On November 7, at approximately 4:11 p.m., detectives from the Takoma Park Tactical Enforcement Unit (TEU) were working a robbery abatement detail in the New Hampshire Avenue corridor. While on patrol, a detective observed a vehicle that was listed as a suspect vehicle in reference to a stolen auto investigation. The detective attempted to initiate a traffic stop at which time the suspect vehicle fled. The suspect vehicle fled into the District of Columbia at which time the attempt to stop the vehicle was suspended.

While traveling back to Takoma Park, patrol officers observed a pursuit initiated by the District of Columbia Police heading into the City of Takoma Park (un-related to the previous incident). In an effort to assist, Takoma Park Police immediately began canvassing within the City of Takoma Park for the suspect vehicle and/or any potential bail-outs. The suspect vehicle being pursued was confirmed as a stolen vehicle and was shortly located parked and unoccupied near Fifth Avenue and Orchard Avenue. A short time later, detectives observed two males walking in the 6600 block of Poplar Avenue. While attempting to make contact, the subjects began fleeing from police officers. One of the suspects was observed tossing an object. Both suspects were apprehended and the object was recovered. The object was revealed to be a plastic vial containing suspected “crack” cocaine, which later tested positive for the presence of “crack” cocaine. Flumo was arrested and found to be in possession of a significant amount of assorted U.S. currency. The quantity of “crack” cocaine, and the possession of the U.S. currency, and the lack of any implement which could be used to inhale the “crack” cocaine, are all indicative of an intent to sell/distribute. Neither suspect could be positively identified as being an occupant of the recovered stolen vehicle.

Flumo was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

Chief Ricucci would like to thank the Tactical Enforcement Unit, patrol officers and the cooperation of the District of Columbia Police in this arrest.

Arrest Made in Silver Spring Teen Homicide

Detectives from the Montgomery County Police Major Crimes Division - Homicide/Sex Section have arrested Hector Mauricio Hernandez, age 20, of the 8600 block of Flower Avenue in Takoma Park for the shooting death of 14-year-old Tai Lam, of the 1000 block of Quebec Terrace in Silver Spring.

Through the course of the investigation, Hernandez was developed as a suspect and detectives obtained an arrest warrant for first degree murder. He was arrested yesterday and is being held without bond. It has been determined that Hernandez is affiliated with the MS 13 gang. This crime remains under investigation and there may be additional arrests.

This investigation began on Saturday, November 1 at approximately 11:08 p.m., when police officers from the 3rd District were called to a bus stop on Piney Branch Road at Arliss Street for a shooting that had just occurred. Upon arrival they found three juvenile males on a Montgomery County Ride On bus suffering from apparent gunshot wounds. Tai Lam died of his wounds that night.

The preliminary investigation revealed that a group of 10 to 12 friends, including the three victims who were shot, got on the Ride On bus in downtown Silver Spring. There is no evidence that these individuals are affiliated with any gangs. Another group of four or five male subjects got on the same bus at two different locations. There was a verbal exchange between members of the two groups. What exactly was said and the manner in which it was said is still under investigation. It is believed that the two groups were only together on the bus for a short period of time.

For unknown reasons the four or five subjects got off the bus at the Piney Branch Road and Arliss Street stop. As one of those subjects was getting off, he turned and fired a handgun from the area of the rear door of the bus into the bus striking the three teens. That subject has been identified as Hernandez. All three victims were transported to area trauma centers. The two surviving victims, a 14-year-old male and a 15-year-old male, were released from the hospital and continue to recover from their injuries.

Detectives from the Homicide/Sex Section of the Major Crimes Division are still asking anyone with information regarding this crime to call 240-773-5070. Callers may remain anonymous.

COMMUNITY ADVISORY - Richard Manning Miller Convicted; Sentencing Scheduled

On January 30, 2008, Takoma Park Police arrested Richard Manning Miller of the 4200 block of 58th Avenue in Bladensburg, Maryland, for the assault and attempted abduction of a young woman on January 29 at the Pollo Campero restaurant on University Blvd. in Takoma Park, Maryland. Miller’s trial was held on November 3, 5 and 6 at the Montgomery County Circuit Court in Rockville, Maryland. On November 6, Miller was found guilty of attempted 1st degree sex offense, attempted kidnapping and 1st degree assault. Miller’s sentencing has been scheduled for December 17. The maximum penalty for the attempted first degree sex offense is life; 1st degree assault is 25 years and attempted kidnapping is 30 years; for a total of life plus 55 years.

Chief Ricucci continues to be grateful to the media for their outstanding and continuing coverage of the surveillance video, as well as the public who called in many tips which led detectives to Miller’s vehicle and ultimately Miller. He continues to be thankful to Pollo Campero for the upkeep and maintenance of their surveillance videos that made it possible to garner the public’s assistance in locating Miller. Chief Ricucci is also proud of his TEU and CID units, as well as patrol officers, for their outstanding follow through and determination to bring closure to this crime for this young victim. The entire investigation was a joint effort between the police department, the media and the public which resulted in a successful arrest, and conviction, to a horrendous crime.

Robbery/Shooting
A shooting occurred in the 7700 block of Maple Avenue, Tuesday, November 4 at approximately 12:59 a.m. Officers responded to the Essex House apartment complex for sounds of gunshots on the second floor. Upon arrival, officers discovered the victim bleeding from a gunshot wound. Victim indicated he was robbed and shot by two B/M’s who approached him and struck him in the head with a handgun. A struggle ensued and the victim was shot. Suspects took property and fled the scene. S1: B/M, dark complexion, approximately 5’11, dreadlocks and/or twists. S2: B/M, dark complexion. Both suspects wearing dark clothing.

Between Thursday, October 30 at 7:30 p.m. and Sunday, November 2 at 8:00 a.m., four thefts from vehicles and one attempt theft from vehicle occurred: 800 block Jackson Avenue, 7500 block of Hancock Avenue (2), Unit block of Sherman Avenue, 40 block of Philadelphia Avenue. Four of five vehicles unlocked and property taken from four vehicles.

Robbery
A strong-arm robbery occurred in the 7600 block of New Hampshire Avenue, Red Apple Market, Saturday, November 1 at 9:07 p.m. Two suspects exited vehicle, assaulted victim, took victim’s property, then fled. Witness stated seeing a dark colored vehicle in the rear of the business occupied by a B/F driver with short dreads and/or corn rows, and a B/M in the passenger seat. Suspect vehicle believed to be a dark (possibly blue/black/green) Honda Accord station wagon with alloy wheels.*

A strong-arm robbery occurred in the 7600 block of New Hampshire Avenue, Citibank lot, Sunday, November 2 at 12:05 p.m. Victim advised she left the ATM and entering her vehicle when B/M came from rear of her vehicle and assaulted her. Two other B/M’s approached on foot and demanded victim’s property. White colored, unknown make and model vehicle pulled up driven by a B/F with long hair (possibly braids or weave) and all three suspects jumped into vehicle and fled. S1: B/M, skinny, approximately 5’6-5’8, short hair, wearing black t-shirt.*

A strong-arm robbery occurred in the 6800 block of New Hampshire Avenue, Best Nails II, Sunday, November 2 at 7:05 p.m. Victims indicated they were securing the doors to the business when two B/M’s approached from behind. Suspects assaulted one of the victims, took property from both, then fled in a dark-colored, unknown make and model vehicle. S1: B/M, 5’6, wearing a red shirt, black pants, and black do-rag/knit cap; S2: B/M, 6’0, wearing a white t-shirt, black pants, and black do-rag/knit cap; S3: B/M, 6’0, unknown clothing, black do-rag/knit cap.*

A strong-arm robbery occurred in the 1300 block of University Boulevard, Monday, November 3 at 4:25 p.m. Victim walking eastbound through retail parking lot when approached by two suspects. Suspects called out gang identification, assaulted the victim and took property. Suspect fled scene on a bicycle. Both suspects described as H/M’s, 17-18 years of age, 5’7-5’9, wearing white Nike sneakers and black baseball caps.

Assault
An aggravated assault occurred in the 1000 block of University Boulevard, Friday, October 31 at 6:00 p.m. Victim stated that defendant pulled out a handgun and pointed the weapon at her. An adult female was arrested and charged with 1st degree assault, 2nd degree assault, and Reckless Endangerment.

Larceny – From Auto
7200 block of 13th Place, between Friday, October 31 at 11:00 p.m. and Saturday, November 1 at 9:15 a.m. Attempted forced entry. No property taken.

7400 block of New Hampshire Avenue, between Saturday, November 1 at 11:30 p.m. and Sunday, November 2 at 1:30 p.m. Forced entry. Property taken.

Arrests:
On Saturday, November 1 at 10:29 a.m. in the 1300 block of University Boulevard, an adult male was arrested on an open warrant through Takoma Park for Failure to Appear – Theft under $100.

On Saturday, November 1 at 10:36 p.m. in the 7600 block of New Hampshire Avenue, two adult males were arrested and charged with Possession of an Open Alcohol Container and Urinating in Public.

COMMUNITY ADVISORY - Strong Arm Robbery

On November 3, 2008, at approximately 4:25 p.m., Takoma Park Police responded to the 1300 block of University Blvd. for reports of a citizen strong arm robbery. The victim was walking eastbound through a retail parking lot when he was approached by two suspects. The suspects called out gang identification, assaulted the victim and took property. The suspects then fled the scene on one bicycle heading eastbound on University Blvd. Both suspects are described as Hispanic males, approximately 17-18 years of age, approximately 5’7 to 5’9 in height, both wearing white Nike sneakers and black baseball caps. Chief Ricucci announces the investigation of a shooting that occurred in the 7700 block of Maple Avenue, Takoma Park, Maryland, on November 4, at approximately 12:59 a.m. Takoma Park Police were dispatched to the Essex House apartment complex for sounds of gunshots on the second floor. COMMUNITY ADVISORY - A Message from the Chief of Police

Chief Ronald Ricucci is working together with various police jurisdictions to stay abreast of a string of armed robberies occurring in Montgomery County and the District of Columbia. These armed robberies have not occurred in the City of Takoma Park, but they are close to our jurisdiction and the Chief wants the citizens to be aware and alert.

On November 2, two Hispanic males traveling in a red SUV with possible Maryland tags completed three (3) armed robberies and two (2) attempted armed robberies in and around Montgomery County and the District of Columbia. The locations of the robberies were: (1) Pizza Hut located in the 8600 block of 16th Street in the District of Columbia; (2) Chipotle located on Connecticut Avenue in Montgomery County; (3) a citizen in front of Lia’s restaurant in the 4400 block of Willard Avenue in Montgomery County; (4) Chipotle located in the 400 block of Willard Avenue in Montgomery County; and (5) Chipotle located in Tenley Town in the District of Columbia. Some of the victims in these robberies were assaulted but not seriously injured.

The armed robberies have not taken place in the City of Takoma Park, but because of the vicinity of their locations to the City, Chief Ricucci would implore the citizens to be careful and aware of their surroundings.

Safety is everyone’s responsibility. Most criminals look for convenient and what they perceive as “easy” prey. There are some common sense precautions you can take to minimize the risk of being robbed.

If you see an individual, a group or a parked vehicle that looks suspicious or causes you concern, keep your distance.

If you must walk alone at night, walk in highly visible, well lighted areas.

Always be alert and aware of your surroundings. As you walk, look around you. Scan the area.

Do not allow yourself to be distracted by using a cell phone or head phones.

Walk purposefully and look confident. Keep your head up.

Do not walk close to shrubbery, doorways or cars where someone can easily hide.

Hide your valuables. Don’t flash jewelry or other expensive belongings. Keep any bag or purse close to your body, preferably in front.

Try to limit your use of ATM machines to daytime, avoiding those that are out of the way and as always, be aware of your surroundings.

If you think you are being followed, quickly change directions and if possible go to a location where there are other people that can help you.

If an unknown vehicle approaches you, immediately change directions.

If you do find yourself being robbed, avoid being injured by giving the robber what they want.

Don’t attempt to resist or attack the subject.

If possible, try to note details that will help in catching the suspect, such as race, hair, facial features, height, weight, build, clothing and vehicle and tag information.

Call police immediately (301.270.1100) or “911" and stay in a safe place nearby until they arrive.

Chief Ronald Ricucci announced today that the Takoma Park Police Department is investigating four robberies that occurred between October 25, 2008 and November 2, 2008, in the business district of Takoma Park, Maryland, along the New Hampshire Avenue corridor. Police now believe that the same suspects may be responsible for all four robberies. Chief Ricucci stated that all four victims were of Asian descent which leads Police to believe they are being targeted.

In working together with the various police jurisdictions, Chief Ricucci has become aware that there is a fifth robbery that occurred on October 31 at approximately 9:50 a.m. in Prince George’s County in the 6500 block of New Hampshire Avenue at the New Hampshire Liquors business. The victim was of Asian descent. The victim in that robbery was also assaulted but not seriously injured.

The suspects in the Prince George’s County robbery match those descriptions of the suspects in the City of Takoma Park robberies. In addition, the suspect vehicle is described as a 1994 black Honda Accord Wagon bearing Maryland Registration tags CXK-674. This vehicle is listed as stolen through Montgomery County.

If this vehicle is spotted, please call police immediately at (301.270.1100) or “911.”

Chief Ronald Ricucci announced today that the Takoma Park Police Department is investigating four robberies that occurred between October 25, 2008 and November 2, 2008, in the business district of Takoma Park, Maryland, along the New Hampshire Avenue corridor. Police now believe that the same suspects may be responsible for all four robberies. Sunday, November 2 at approximately 12:05 p.m., Takoma Park Police officers responded to the 7600 block of New Hampshire Avenue at the Citibank parking lot.

Sunday, November 2 at approximately 7:05 p.m., Takoma Park Police officers responded to the 6800 block of New Hampshire Avenue at the Best Nails II.

In each robbery, the victims were physically assaulted resulting in minor injuries.

In all four robberies the suspects were described similarly: (1) black male, approximately 5’6, wearing a red shirt, black pants, and black do-rag/knit cap, (2) black male, approximately 6’0, wearing a white t-shirt, black pants and a black do-rag/knit cap; (3) black male, approximately 6’0 wearing a black do-rag/knit cap; and (4) black female (usually the driver) with long braids or a weave.

Chief Ricucci announced that the Takoma Park Police are increasing their uniform and plain-clothes patrol officers to the area, specifically targeting these robberies.

On November 2, 2008, at approximately 7:05 p.m., Takoma Park Police responded to the 6800 block of New Hampshire Avenue at the Best Nails II for reports of a citizen strong armed robbery. The victims indicated they were securing the doors to the business when two males approached them from behind. The suspects assaulted one of the victims and took property from both. The suspects then fled in a dark-colored, unknown make and model vehicle that was waiting for them and headed south on New Hampshire Avenue. The suspects are described as follows: (1) black male, approximately 5’6, wearing a red shirt, black pants, and black do-rag/knit cap; (2) black male, approximately 6’0, wearing a white t-shirt, black pants, and black do-rag/knit cap; and (3) black male, approximately 6’0, unknown clothing, and black do-rag/knit cap. The victims were not seriously injured.

Takoma Park Police believe this strong armed robbery may be linked to two others that occurred on November 1, 2008, at approximately 9:07 p.m., in the 7600 block of New Hampshire Avenue at the Red Apple Market and on November 2, 2008, at 12:05 p.m. in the 7600 block of New Hampshire Avenue at the Citibank lot.

On November 2, 2008, at approximately 12:05 p.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue at the Citibank lot for reports of a citizen strong armed robbery. The victim advised that she had just left the ATM from making a deposit and was getting into her vehicle when a black male came from the rear of her vehicle and assaulted her. Two other black males approached on foot demanding property from the victim. The victim was assaulted a second time and property was taken. A white colored, unknown make and model vehicle then pulled up being driven by a black female with long hair (possibly braids or a weave) and all three suspects jumped into the vehicle. The vehicle then fled in an unknown direction. The first suspect is described as a black male, skinny, approximately 5’6 to 5’8, short hair, wearing a black t-shirt. The second and third suspects are described as black males with no further identifying information. The fourth suspect is described as a black female (driver), with long braids or a weave, with no further identifying information. The victim did not sustain any major injuries.

Takoma Park Police believe this strong armed robbery may be linked to the one that occurred on November 1, 2008, at approximately 9:07 p.m., also in the 7600 block of New Hampshire Avenue at the Red Apple Market.

On November 1, 2008, at approximately 9:07 p.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue at the Red Apple Market for reports of a citizen strong armed robbery. The victim stated seeing a dark colored vehicle in the rear of the business occupied by a black female driver, with short dreads and/or corn rows, and a black male sitting in the passenger seat of the vehicle. The suspects took property from the victim and fled. The suspect vehicle is believed to be a dark colored (possibly dark blue/black/green) Honda Accord Station Wagon with alloy wheels. Police Identify Teen in Silver Spring Homicide

Montgomery County Police detectives from the Major Crimes Division Homicide/Sex Section continue to investigate a homicide that occurred in Silver Spring last night. The victim of the homicide has been identified as Tai Lam, 14-years-old, of the 1000 block of Quebec Terrace in Silver Spring.

On Saturday, November 1, at approximately 11:08 p.m., police officers from the 3rd District were called to a bus stop on Piney Branch Road at Arliss Street for a shooting that just occurred. Upon arrival they found three teenage males on a Montgomery County Ride On bus suffering from apparent gunshot wounds.

The preliminary investigation revealed that two groups of passengers on the bus had become involved in a verbal argument while on the bus. One group of three to five subjects exited the bus at the Piney Branch Road and Arliss Street stop. One of those subjects turned and fired a handgun into the bus after he had exited, striking the three teens. The three victims were transported to area trauma centers.

Tai Lam died as a result of his injuries. The other two victims, a 14-year-old and a 15-year-old, remain in serious condition.

The subject who did the shooting is described as a Hispanic male in his early 20's, 5' 4" to 5' 7" tall with no facial hair. He was wearing a black hooded jacket and blue jeans. He also has a tattoo of some type of lettering on the side of his neck.

An autopsy has been scheduled at the Medical Examiner's Office in Baltimore to determine the exact cause and manner of death. Detectives from the Homicide/Sex Section of the Major Crimes Division are asking anyone with information regarding the suspect or this crime to call 240.773.5070. Callers may remain anonymous.
