COMMUNITY ADVISORY - CORRECTION Attempted Robbery of Citizen

On September 29, 2008, at approximately 9:26 p.m., Takoma Park Police responded to the 7500 block of Alfred Drive for reports of an attempted robbery of a citizen. The victim was walking on Alfred Drive when a small truck (possibly a Ford Escape**), black or green in color, pulled up near him and stopped. The suspect (passenger of the vehicle) exited the vehicle and demanded money from the victim. The victim fled to a residence nearby. The suspect at first chased him, but then turned back to the vehicle, occupied by two black males, and fled the scene, traveling down Alfred Drive, making a right turn on to Boston Avenue. The victim was not injured and no property was taken. The suspect is described as a black male, skinny build, wearing a black t-shirt, black pants and white bandana around his neck. COMMUNITY ADVISORY - Strong Armed Robbery of a Citizen

On September 29, 2008, at approximately 9:50 p.m., Takoma Park Police responded to the 7900 block of Kennewick Avenue for reports of a citizen strong armed robbery. The victim was exiting his residence when he was approached by two suspects. The suspects took the victim to a poorly lit area, approximately 10 feet from his residence, and took property. The suspects then fled on foot down Kennewick Avenue towards Kirklynn Avenue. Montgomery County arrived with K-9 and began tracking for the suspects with negative results. The victim was not injured. The first suspect is described as a black male, approximately 6’0, 180 pounds, 20-23 years old, wearing a black t-shirt and jeans. The second suspect is described as a black male, approximately 5’10, 170 pounds, 20-23 years old, wearing a black t-shirt with red and white writing, and black jeans. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Wade Thomas Eichner, 21, of Rockville, Maryland.

On September 24, 2008, at approximately 5:59 p.m., Takoma Park Police responded to the area of Westmoreland Avenue, Takoma Park, Maryland, for the report of two vehicles racing. Upon officers’ arrival, the vehicles were parked in the 6500 block of Westmoreland Avenue. A witness recalled seeing two juveniles exit the vehicles and walk into the wooded area just off of Westmoreland Avenue. A check of the area found Eichner in the company of two 17 year old minors and in possession of marijuana. One of the minors was also in possession of marijuana. A consent search of Eichner’s vehicle revealed CDS paraphernalia.

One of the juveniles was charged with possession of CDS marijuana and the other was charged with possession of CDS marijuana and three counts of possession of CDS paraphernalia. Both juveniles were released to the custody of their parents. Eichner was charged with possession of controlled dangerous substance (CDS) marijuana, two counts of possession of CDS paraphernalia, and contributing to the delinquency of a minor. He was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

COMMUNITY ADVISORY - Armed Robbery (Weapon Brandished)

On September 18, 2008, at approximately 6:00 p.m., Montgomery County Police responded to the 9900 block of East Light Drive, Silver Spring, Maryland, for reports of an Armed Robbery/Kidnapping that had occurred earlier at the Chevy Chase ATM in the 1100 block of University Blvd. East in Takoma Park, Maryland. Takoma Park Police were notified and responded to the scene. The victim had attempted to use the ATM when he was approached by a suspect yielding a folding-type knife and gun. A second female suspect appeared at which time the first suspect ordered the victim to drive his vehicle while the first suspect sat in the rear seat and the second female suspect sat in the front passenger seat. The suspects ordered him to drive to the 9900 block of East Light Drive. The victim was then ordered from the vehicle. The suspects then fled on foot in an unknown direction. Property was taken. The victim was not injured. The victim’s car was taken into custody for processing. The first suspect is described as a white male, fair complexion, short black hair, approximately 18 years old, 5’5, 130 pounds, last seen wearing tan shorts, and a white tank top. The second suspect is described as a white female, approximately 18 years old, 5’8, 200 pounds, light brown complexion, long brown hair, last seen wearing a black The North Face jacket, blue jeans, and large round earrings. Suspect 2 brandished a silver handgun and demanded the victim’s property. The victim complied, then the suspects fled across the foot bridge to the other side of campus. S1: B/M, dark complexion, approximately 6’0”, 180 pounds, braids, wearing dark jeans, white t-shirt and carrying a red backpack. An armed robbery occurred in the 7500 block of Carroll Avenue, Monday, September 15 at 11:18 p.m. Two B/M’s approached the victim as he walked from the Metro. Suspect 1 displayed a black handgun and demanded the victim’s property. The suspects took property from the victim then fled on foot. S1: B/M, 6’0”-6’2”, black bushy hair in pony tail, light complexion, thin build, wearing dark baggy jeans and light t-shirt. S2: B/M.

An armed robbery occurred in the 7500 block of Maple Avenue, Tuesday, September 16 at 10:00 p.m. The victim was entering her residence when the suspect brandished what appeared to be a black machine gun and demanded property. The suspect startled the victim, assaulted her, then took property and fled. The suspect left the weapon at the scene, was retrieved by investigating officers, and determined to be a toy. Suspect: B/M, approximately 5’6”-5’8”, medium build, medium complexion, possible thin beard/mustache, wearing black t-shirt and dark pants.

On September 16, 2008, at approximately 4:28 p.m., Takoma Park Police responded to the 7800 block of Kennewick Avenue for reports of a burglary that had occurred earlier in the day. The victim indicated she had left the residence at approximately 10:00 a.m., and upon her return at around 4:20 p.m., she noticed that the window and door to her roommate’s bedroom had been left ajar which was unusual. On September 16, 2008, at approximately 10:08 p.m., Takoma Park Police responded to the 7500 block of Maple Avenue for reports of a citizen armed robbery. The victim was entering her residence when the suspect brandished what appeared to be a black machine gun and demanded property. Having startled the victim, she refused to comply and the suspect assaulted her and then fled taking property. The suspected weapon had been left at the scene by the suspect and was retrieved by investigating officers and determined to be a toy. Pfc. Atwell arrived with his K-9 partner and began tracking for the suspect with negative results. The suspect is described as a black male, unknown age, wearing a black baseball-type cap, approximately 5’6-5’8, medium build, medium complexion, black t-shirt, dark pants, and possibly a thin beard and mustache. On September 15, 2008, at approximately 11:26 p.m., Takoma Park Police responded to the 7500 block of Carroll Avenue for reports of a citizen armed robbery. The victim was walking from Metro when he was approached by two black males, one with a handgun. The suspects took property from the victim and then fled on foot up Carroll Avenue. Pfc. Atwell arrived with his K-9 partner and began tracking for the suspects. The K-9 track ended at the 7600 block of Maple Avenue with negative results. The first suspect is described as a black male, 6’0-6’2, black bushy hair in a pony-tail, light complexion, dark baggy jeans, light t-shirt, thin build and right-handed (armed). The second suspect is described as a black male. The victim was not injured. Investigation continues under case #08055088. COMMUNITY INFORMATION - WSSC Construction on Sligo Creek Parkway

WSSC is replacing .3 miles of water mains between Jackson and Heather, as well as two sewer mains. The contract is for 180 days, but WSSC has committed to only closing the Parkway for 90 days. The project should be completed by January 2009. For the 90 day period, the Parkway will be totally closed to thru-traffic. Access for the residents and vehicles servicing the residents is available. Residents who reside on Cherry, Colby, Aspen Avenue, Aspen Court and Hayward will have complete access to their homes, as will delivery vehicles and school buses.

The detour routes for traffic from the Parkway are as follows:

Westbound traffic is directed to follow New Hampshire Avenue south to westbound Ethan Allen Avenue/Philadelphia/East-West Highway. Signage directs traffic to northbound Maple Avenue a half mile back to Sligo Creek Parkway.

Eastbound traffic is directed to follow Maple Avenue south to Philadelphia Avenue then east on Philadelphia to Ethan Allen Avenue. Take Ethan Allen Avenue east to New Hampshire Avenue. (Sligo Creek Parkway ends eastbound at New Hampshire Avenue).

The hiker/biker trail access is always open. There may be some temporary impact where the trail actually meets Sligo between Jackson and Flower.

Takoma Park Police to Host Community Forum on Underage Drinking

City of Takoma Park officials, together with Montgomery County and community members, will participate in a panel discussion to raise awareness of underage drinking on Wednesday, October 22, 2008, from 6:30 p.m. to 9:00 p.m. at the Takoma Park Middle School, 7611 Piney Branch Road, Silver Spring, MD 20910. Mayor Bruce Williams and Police Chief Ronald Ricucci will present opening remarks.

The community forum, called “Keeping it Safe,” will include discussions about the risks associated with underage drinking, social host liability laws, how to protect your teen from underage drinking, house parties and community resources. A question and answer session will follow the discussions.

This national initiative is being spearheaded by multiple federal agencies under the direction of the Federal Interagency Coordinating Committee on the Prevention of Underage Drinking, the Substance Abuse Mental Health Services Administration and the Governor’s Office of Crime Control and Prevention.

The forum is free and open to all. Light refreshments will be served. Reservations are requested, but not required.

An assault occurred in the 7500 block of Maple Avenue, Monday, September 8 between 5:30 p.m. and 5:43 p.m. A group of ten to eleven B/M juveniles threw rocks at a Piney Branch Elementary School maintenance employee as she took trash outside. The rocks struck the victim in the back and shoulder area, but was not injured.

Larceny – From Auto
200 block of Manor Circle, Saturday, September 6 at 2:30 p.m. Forced entry. Suspect ransacked vehicle’s interior and removed driver and passenger airbags.

Robbery/Commercial Burglary
A strong-arm robbery occurred at 6800 New Hampshire Avenue, Monday, September 8 at 12:56 a.m. Victim was closing business when she heard and saw Suspect 1 smashing the glass of the front door with a rock. Victim shouted at suspect to stop, but suspect managed to break glass door and enter the establishment. Suspect 1 grabbed money from victim then fled to four door black Honda in alley. Victim saw Suspect 2 walk out of neighboring business which was closed and unoccupied. Suspect 2 forced entry and stole property. Suspect 2 ran to Honda driven by Suspect 3 and vehicle fled parking lot. Suspect 1: B/M, 25-29 years of age, 5’8”-5’9”, heavy build, dark complexion, curly/wavy hair, wearing all dark clothing. Suspect 2: B/M, 18 years of age, thin build, light complexion, braids, wearing dark clothing.

Arrests:
On Friday, September 5 at 5:55 p.m. in the 1300 block of Holton Lane, an adult male was arrested and charged with Theft under $500.

On Saturday, September 6 at 6:00 p.m. in the 900 block of Merrimac Drive, and adult male was arrested and charged with Driving Under the Influence, Driving without a license, Failure to exercise due care to avoid pedestrian collision, and other traffic offenses. Defendant also had an open warrant through Maryland State police for failure to appear on DUI charges. The vehicle the defendant was operating was also reported stolen through Prince George’s County.

On Tuesday, September 9 at 12:01 a.m. in the 8100 block of Roanoke Avenue, an adult male was arrested on an open warrant for 1st Degree Burglary.

On Wednesday, September 10 at 1:30 a.m. in the 7500 block of Maple Avenue, an adult male was arrested on an open warrant for failure to appear – traffic.

On Wednesday, September 10 at 11:56 p.m. in the 6900 block of New Hampshire Avenue, an adult male and an adult female were arrested and charged with Possession of Marijuana.

COMMUNITY INFORMATION - Severe Thunderstorm Watch

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 4PM. Severe Thunderstorms are possible this afternoon and evening. At 9:40 am, dopplar radar indicated a cluster of severe thunderstorms over Baltimore County and additional storms forming West of Montgomery County. These storm are expected to move East and become more widespread.

The primary threat with these storms include extremely heavy rain, large hail, lightning, and isolated tornadoes.

Those with outdoor plans should monitor the skies and be prepared for threatening weather. If you are outdoors and storm approaches, seek safe shelter indoors.

A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Residents should be on the lookout for threatening weather conditions and listen for later statements and possible warnings.

In the event of a Severe Thunderstorm Warning

Go to a safe place, such as a building or car.
If no structure is available, find an open space and squat low to the ground as quickly as possible.
Avoid tall structures such as towers, tall trees, telephone lines or power lines.
Stay away from natural lightning rods made of metal such as golf clubs, fishing rods, bicycles or metal fences.
Stay away from bodies of water and flood-prone areas.
Avoid bathtubs, water faucets and sinks because metal pipes can transmit electricity.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Norberto Bernave Garcia-Aguilar, 25, of Annapolis, Maryland, who was charged with unauthorized use of a motor vehicle, theft of a motor vehicle, theft over $500, Driving Under the Influence (DUI), Driving While Intoxicated (DWI), and five (5) other traffic violations, including striking a pedestrian.

On September 7, 2008, at approximately 6:07 p.m., officers responded to University Boulevard and Merrimac Drive for reports of a pedestrian struck by a motor vehicle. Montgomery County Police arrived on the scene first and the driver of the vehicle, Garcia-Aguilar, tried to flee the scene on foot unsuccessfully. The vehicle that Garcia-Aguilar was driving was reported stolen through Prince George’s County Police. Garcia-Aguilar was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner. The four year old pedestrian did not require any medical services for any injuries.

COMMUNITY ADVISORY - Crime Alert; Theft from Vehicles

Throughout the month of August, eleven (11) thefts from vehicles occurred in North Takoma. Nearly all incidents occurred between Friday and Sunday during overnight hours (7:00 PM – 10:00 AM). Suspect(s) gained entry by opening unlocked vehicle doors or by breaking rear vent windows. Targeted vehicles included three Toyota and three Honda products. In most recent incidents, suspect(s) ransacked the interior of the vehicle(s) and fled without taking property. At this time, there is no suspect information.

COMMUNITY ADVISORY - Tropical Storm Hanna moving towards Mid-Atlantic States

The National Weather Service has issued a FLASH FLOOD WATCH for Montgomery County. At 5:00 am, Satellite images indicated that Tropical Storm Hanna was located 430 South of Wilmington North Carolina. Hanna is moving NW as 20 MPH with winds of 65MPH and higher gusts.

Hanna is expected to reach the Baltimore/Washington metro areas as a Tropical Storm on Saturday. 4-8 inches of rainfall is expected with Hanna and higher amounts are possible. This amount of rain will lead to flooding of some streams and low lying areas. Sustained winds of 25-35 MPH are possible beginning Saturday morning and gusts to 50 MPH are possible. Power outages should be expected. Any remaining emergency preparations for this storm should be nearing completion.

Tropical Storm Warnings are now in effect for all coastal MD Counties. Travel to coastal areas should be discouraged.

COMMUNITY ADVISORY - Tropical Storm Hanna Threatens this Weekend; Preparedness Tips and Information

Hurricane Hanna Threatens East Coast This Weekend; Executive Places County Emergency Workers On Standby And Urges Residents to Be Prepared

With Hurricane Hanna threatening areas along the East Coast this weekend with heavy rain and high winds, Montgomery County Executive Ike Leggett has placed emergency workers on standby and is urging residents to prepare for the possibility of flooding and power outages.

“I am asking employees and residents to prepare for the worst to ensure that this hurricane affects us the least,” said Leggett. “Emergency preparedness is the best way to keep homes and people safe, and to limit the level of danger and disruption that comes with a major storm. I am also asking our residents to check on their neighbors and offer help where needed, since this is a community that cares.”

The County’s Emergency Management Group has been on standby this week, monitoring weather reports, exchanging information and preparing to activate if a County-wide emergency response is necessary. The group, consisting of senior staff from each of the County’s departments and agencies, works within the National Incident Management System (NIMS) and collaborates with other local jurisdictions as part of the National Capital Region (NCR) to manage an effective and efficient response to emergencies. When activated, the group meets in the County’s Emergency Operations Center to assess risks, mobilize resources to prevent and address problems, and to meet local needs, including the need for regular and up-to-date information. The County’s Alert Montgomery messaging system will be sending alerts to residents regarding Hurricane Hanna, and additional messages will be sent as necessary through the same means. In addition, the County will communicate with the public through the news media, the County home page, and emails.

The effects of a hurricane or tropical storm can be far-reaching. Areas impacted directly by a hurricane or tropical storm can be affected by high winds and flooding, especially along waterways and in low-lying areas. Fringe areas of these storms are vulnerable to tornadoes and in-land flooding caused by heavy rain. Hurricane season continues through November.

A hurricane watch is issued if there is a threat of hurricane conditions within 24-36 hours. A warning is issued when hurricane conditions are expected in a specified area in 24 hours or less. Hurricane conditions include winds of 74 miles per hour (64 knots) or greater, and/or dangerously high tides and waves. Actions to protect life and property should begin immediately when the warning is issued.

Hurricane Preparedness Tips

• Keep flashlights and battery-powered radios with extra batteries on hand, along with a basic first aid kit, emergency food and water, and a non-electric can opener.
• Listen to the radio or television for hurricane progress reports.
• Bring in outdoor objects such as lawn furniture, toys and garden tools; or anchor objects that cannot be brought inside but that could be wind-tossed.
• Remove outdoor objects such as lawn furniture, toys and garden tools; or anchor objects that cannot be brought inside but that could be wind-tossed.
• Clean out gutters.
• Turn the refrigerator and freezer to the coldest setting in anticipation of a power outage. Open the door only when necessary and close quickly.
• Refrain from putting out trash cans the night before the regular pickup.


During Power Outages

• Keep a sufficient supply of flashlights and extra batteries on hand to provide lighting during power outages.
• Avoid using candles for lighting. Use a battery-powered flashlight.
• Never use a candle when fueling equipment such as a kerosene heater or lantern, since the candle flame can ignite fumes from the fuel.

Flooding

• In anticipation of possible flooding, residents are encouraged to store valuables and personal papers in a waterproof container; and avoid areas subject to flooding, including low spots, canals and streams. Do not attempt to drive over a flooded road - you can be stranded or trapped. The depth of the water and the condition of the road is not always obvious.

Night Time Safety

• Be especially cautious at night when it is harder to recognize flood dangers, downed wires and other hazards.

High Winds

• For downed trees on public property, residents should call the Police non-emergency number at 301-270-1100. To report trees that have fallen on utility lines, contact the local utility companies. “Hot” wires or sparking wires, especially those across roadways, may be reported by calling 9-1-1.

• Trees that have fallen on private property are the responsibility of the property owner. The County’s Office of Consumer Protection advises homeowners to deal with established businesses only, and to call Consumer Protection first to check on a business complaint record. T1 Beat:

Robbery
An armed robbery occurred in the 6800 block of Eastern Avenue, Saturday, August 30 at 2:50 a.m. Three B/M’s approached victim from behind, displayed a hand gun, an attempted to take victim’s property. Two witnesses observed the in incident and heard the victim screaming. The witnesses yelled at the suspects who fled toward Eastern Avenue on foot. Two suspects wore black bandanas and black clothing.

An armed robbery occurred at the intersection of Hodges Lane and Chestnut Avenue, Saturday, August 31 at 3:00 a.m. Four victims were walking near the intersection when a black two door vehicle pulled up from behind. The front seat passenger demanded the victims empty their pockets as the rear seat passenger displayed what each victim believed to be a handgun. The suspects never exited the vehicle and fled toward Piney Branch Road. Suspects: B/M (4).

Carjacking
A carjacking occurred in the 900 block of East West Highway, Tuesday, September 2 at 4:00 a.m. While on a pay phone at a gas station, victim left car running and door partially open. A B/M approached the victim and asked her for a quarter. The victim indicated she had no change, at which time the suspect jumped in her vehicle and fled. The victim attempted to stop the suspect and grabbed on to the door handle, causing injury. A witness observed the incident and described the suspect: B/M, 5’09”, medium build, short black hair, black t-shirt, and studs in both ears. The witness also identified a B/F as a second suspect. Suspect vehicle: 4-door green vehicle with crack on windshield.

Robbery
A strong-arm robbery occurred at the intersection of Colby Avenue and Cherry Avenue, Saturday, August 30 at 12:30 a.m. Two suspects demanded and pulled victim’s purse. Once the suspects obtained the purse, they fled in a black Dodge Intrepid. Suspects known to victim. Suspect: B/Ms.

A strong-arm robbery occurred in the 1100 block of University Boulevard, Saturday, August 30 at 12:30 a.m. Victim at Metro Bus stop in the 8000 block of New Hampshire Avenue and had a verbal altercation with a group of male subjects. The group chased, kicked, and punched the victim before taking his property and fleeing. Suspects: H/M (3), 20-30 years of age, wearing white t-shirts.

Arrests:
On Sunday, August 31 at 4:00 a.m. in the 8200 block of Roanoke Avenue, an adult male was arrested for violation of a Peace Order. Arrestee also had an open warrant through the Montgomery County Sheriff for AW-Telephone Misuse Repeat Calls.

On Friday, August 29 at 4:26 p.m. in the 7600 block of New Hampshire Avenue, an adult male was arrested and charged with Possession of Marijuana.

On Saturday, August 30 at 9:35 p.m. in the 1000 block of Anne Avenue, two adult males were arrested and charged with Possession with Intent to Distribute Cocaine, Possession of Cocaine, and Possession of Drug Paraphernalia.

On Tuesday, September 2 at 7:33 p.m. in the 7400 block of New Hampshire Avenue, two male juvenile and a female juvenile were arrested and charged with Possession with Intent to Distribute Marijuana.
