An armed robbery occurred in the 7100 block of Maple Avenue, Saturday, July 26 at 10:41 p.m. The victims were walking in neighborhood and observed a silver/gray SUV parked, with headlights off, on the street. The victims walked past the SUV when it began to move slowly toward the end of the street. The vehicle made a u-turn and pulled alongside the victims. Suspect 1 jumped from the front passenger seat, brandished a silver shotgun, then demanded the victims’ property. Suspect 2 jumped from the right rear side of the SUV and assisted in the robbery. On Monday, July 28 at 6:52 p.m. Takoma Park Police assisted in the arrest of two adult males who fled into the city in an attempt to escape the Metropolitan Police Department. Both subjects were identified as being responsible for the July 26 robbery on Maple Avenue, as well as multiple armed robberies in Montgomery County, Prince George’s County and the District of Columbia.

The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until Midnight. Severe Thunderstorms are possible this afternoon and evening. At 5:08, Doppler radar indicated a line of storms approaching the County. Some storms in this line are severe with damaging winds and hail possible.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces that the City of Takoma Park Police Department assisted in the arrest of two men who fled into the City trying to escape the Metropolitan Police Department from the District of Columbia. The subjects are identified as Joseph Alexander Smith, 19, of Washington, D.C., and Melvin Joseph Taylor, 18, also of Washington, D.C. Both subjects were identified as being responsible for the July 26 Takoma Park shotgun robbery on Maple Avenue, as well as multiple armed robberies in Montgomery County, Prince George’s County and the District of Columbia. The shotgun that was used in the Takoma Park armed robbery was recovered.
On July 29, 2008, at approximately 6:45 p.m., the City of Takoma Park’s Police Tactical Enforcement Unit (TEU) were conducting a robbery abatement detail when they were alerted to a robbery that had just occurred in the District of Columbia within close proximity to the Takoma Park City limits. TEU set up and maintained surveillance along the Takoma Park and District of Columbia border.
At approximately 6:52 p.m., an officer in TEU observed a gold Mercury Marquis traveling at a high rate of speed eastbound on Eastern Avenue, which was being pursued by multiple units from the Metropolitan Police Department. The subjects made a turn north on to Willow Avenue. The pursuit continued north on Piney Branch Road to Dale Drive when the vehicle side-swiped a tree and came to a rest, which resulted in a bail out by the subjects who tried to flee on foot. A foot pursuit began by various officers of the Metropolitan Police Department and the City of Takoma Park Police. The two subjects were apprehended in the 8400 block of Hartford Road.
Joseph Alexander Smith was arrested and charged with (1) possession of a concealed deadly weapon; (2) possession of a firearm after conviction of a Controlled Dangerous Substance (CDS) felony; (3) regulated firearm possession with felony conviction; (4) possession of a regulated firearm under 21 years of age; (5) unauthorized taking of property; and (6) theft over $500.
Melvin Joseph Taylor was arrested and charged with (1) possession of a concealed deadly weapon; (2) regulated firearm possession with felony conviction; (3) possession of a regulated firearm under 21 years of age; (4) unauthorized taking of property; and (5) theft over $500.
Additional charges may follow from Montgomery County, Prince George's County and the District of Columbia.
Both subjects were transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner. A detainer was also filed on behalf of the Metropolitan Police Department in the District of Columbia pending their application for warrants.
Chief Ronald A. Ricucci praises the working relationship of the multi-jurisdictions and says it is another example of various agencies working together to better serve the community. Chief Ricucci is proud of the Takoma Park dispatchers, TEU officers, Criminal Investigations Division (CID) detectives and patrol officers for their outstanding follow through and determination to bring closure to this incident.
On July 26, 2008, at approximately 10:41 p.m., units responded to the 7100 block of Maple Avenue for reports of an armed robbery. The victims were walking around the neighborhood and noticed a silver/gray SUV parked on the street with the lights off. The victims began walking past the SUV and noticed that it began to move past them very slowly, going to the end of the street, and then making a U-turn and pulling up alongside of them again. The first suspect jumped from the front passenger seat brandishing a silver shotgun pointing it at the victims demanding property. The suspect also assaulted one of the victims. A second suspect jumped out of the right rear passenger side of the SUV and joined the first suspect in the robbery. Property was taken. The SUV was last seen driving north on Maple Avenue towards Carroll Avenue, making a right hand turn towards the Takoma Park Metro. The driver of the vehicle is described as a black male, approximately 18-21 years of age. The second suspect who brandished the weapon is described as a black male, approximately 18-21 years of age, 5’8 to 5’10, 125-135 pounds, with a bushy “costume” looking black beard, wearing baggy pants and a white ribbed tank top under a shirt. The third suspect is described as a black male, approximately 18-21 years of age, 5’8 to 5’10, wearing a light colored bandana covering his lower face. Investigation continues under case #08043912. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Musa Kaba, 22, of Upper Marlboro, Maryland and Nana Brobbey, 18, of Hyattsville, Maryland, for possession with the intent to distribute marijuana, possession of marijuana and possession of drug paraphernalia.
On July 26, 2008, at approximately 1:10 a.m., in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland, officers in the Tactical Enforcement Unit (TEU) were on patrol and attempted to make contact with Kaba. Upon observing police presence, Kaba began running northbound through the parking lot of the motels, but was subsequently stopped and identified. Investigation revealed the room number where Kaba was staying and detectives responded to find Brobbey, as well as packaged marijuana, loose marijuana, U.S. currency and other paraphernalia. The quantity of marijuana indicated an intent to distribute. Kaba and Brobbey were both arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Nathaniel Razier, 34, of Adelphi, Maryland, and Abilla Ichingwah, 31, of Alexandria, Virginia, for stolen auto, theft over, unauthorized use of a motor vehicle, possession of crack cocaine and possession of drug paraphernalia.
On July 27, 2008, at approximately 12:07 a.m., in the 1300 block of Holton Lane, Takoma Park, Maryland, officers conducted a random check of a Maryland tag number that came back as a stolen vehicle from Montgomery County. A felony stop was conducted. A search incident to arrest revealed 1.5 grams of crack cocaine and paraphernalia from the vehicle, as well as from the driver of the vehicle, Razier. Razier and Ichingwah were both arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

The Takoma Park Police Department and the Public Safety Citizens Advisory Committee (PSCAC) have teamed up to assist citizens in taking preventative measures against crime by disseminating a flyer entitled “Be Safe in Takoma Park,” which will make its way to every doorknob in the City. “Our department’s efforts to combat crime are greatly enhanced when residents take basic precautions and call us to report suspicious activity,” said Chief Ronald Ricucci.
The PSCAC is currently comprised of eight members, appointed by the City Council, to provide input and advice to the Council and the City’s public safety agencies about how the City can better meet the ongoing needs and concerns of residents in the area of police services and public safety. Charles Thomas, Safety Committee Member, invites citizens to contact the Committee regarding any safety concerns.
The flyer urges residents to contact Cathy Plevy at CathyP@takomagov.org in order to sign up to receive e-mail crime reports and advisories from the police department, as well as to call 301.270.1100 to report suspicious activity to the police, and, of course, 911 if there is an emergency.
The PSCAC developed the flyer with input from the police and it is coordinating distribution efforts by a team of volunteers, many who are neighborhood safety contacts or citizen patrols. Other concerned residents can also volunteer to put flyers on doorknobs - even just covering one block - by contacting the PSCAC at 301.891.7101, ext. 5697.
“It’s time to get the word out,” said safety committee chair Andy Keleman. “You can reduce your likelihood of being victimized by staying alert and avoiding dangerous situations, as described in the list of safety tips on the flyer.” These tips can also be found at www.takomaparkmd.gov/committees/pscac.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of James Kelly Thomas, 42, of South Carolina, for possession of a handgun in a vehicle.
On July 23, 2008, at approximately 5:54 p.m., in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland., officers in the Tactical Enforcement Unit (TEU) were on patrol when they observed a truck with expired tags parked illegally to the north side of the Quality Inn. Officers made contact with the driver of the vehicle, who was sitting inside, and in doing so officers observed the handle of a revolver inside the vehicle. An investigation revealed a Smith & Wesson .38 special revolver was loaded. Further investigation revealed that Thomas did not have a permit to wear, carry or transport a handgun. Thomas was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

Ricucci from the Takoma Park Police Department announces the arrest of Kenneth Rawlings, 31, of Lanham, Maryland, for possession with the intent to distribute cocaine, possession with the intent to distribute marijuana, possession of cocaine, possession of marijuana and possession of drug paraphernalia.
On July 22, 2008, at approximately 12:38 p.m., in the 1300 block of University Blvd., officers in the Tactical Enforcement Unit (TEU) were on patrol and conducted a routine traffic stop. Probable cause was developed for a search and Rawlings was found to be in possession of drugs and drug paraphernalia . The quantity of Controlled Dangerous Substance indicated an intent to distribute. Rawlings was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
On July 22, 2008, at approximately 10:06 p.m., units responded to the 7400 block of Cedar Avenue for reports of a strong armed robbery. The victim was walking northbound on Cedar Avenue when she was approached by two subjects from behind. One of the subjects grabbed her purse and then both fled on foot. One of the subjects is described as a black male, 18-20 years of age, wearing black clothing with a short afro hairstyle. Investigation continues under case #08042912. The National Weather Service has issued a FLASH FLOOD WATCH for Montgomery County though late tonight. A slow moving front is expected to move though the region this afternoon. This front has the potential to trigger severe storms and deadly FLASH FLOODING. Heavy rain with this system may have the potential to cause severe and unexpected flooding within the next 24 hours. Up to 4 inches of rainfall possible in some areas.

On July 22, 2008, at approximately 12:05 p.m., in the 6900 block of New Hampshire Avenue, units responded to a call for a strong armed robbery. The victim had just exited a bus and entered a store when Young grabbed him from behind and stole his wallet. Young then fled to a nearby bus and entered it. The victim followed Young and also entered the bus and asked the driver not to leave. Young then exited the bus and entered a District of Columbia cab. The victim once again pursued Young and asked that the cab driver not leave. The cab driver did leave after Young tossed the victim’s wallet out the window. Units located the cab on Carroll Avenue at Willow Street. Young was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

It has been brought to the police department's attention that citizens have been concerned over a person walking around conducting a survey and whether or not he’s legitimate. The City does employee such a person and his name is Mr. Clifton Bouma. Mr. Bouma has been working with the City since mid-June on the city-wide inventory. He is out and about the community surveying the general condition of various properties and noting their use (residential/commercial, etc).
Mr. Bouma is a part-time, temporary employee of the City, has been issued a City ID card and is driving the Code Enforcement Division's assigned car for the City of Takoma Park.
Mr. Bouma is working from approximately 10 AM - 2 PM, Monday through Friday. For clarification, Mr. Bouma is a white male, 22 years old, with a beard and mustache, and light brown hair.
We hope this alleviates any concerns you might have in this regard.
The National Weather Service has issued a SEVERE THUNDERSTORM WATCH for Montgomery County until 4:00PM EDT. At 10:07AM, Doppler radar indicated several clusters of strong storms moving through Virginia. Some of these storms may reach and exceed severe limits as the morning progresses.
These storms are expected to continue to intensify and become more wide spread late this morning and afternoon in response to an approaching front.
The primary threat with these storms include extremely heavy rain, large hail, deadly cloud to ground lightning.
Those with outdoor plans this evening should monitor the skies and be prepared for threatenings weather. If you are outdoor and storm approaches, seek safe shelter indoors.
A SEVERE THUNDERSTORM WATCH means conditions are favorable for severe storms in and close to the watch area. Severe thunderstorms can and occasionally do produce tornadoes with little or no advanced warning. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Martin Lopez Vasquez, 24, of no fixed address, for attempted armed robbery, 1st degree assault, 2nd degree assault and possession of a deadly weapon.
On July 18, 2008, at approximately 10:35 p.m., in the 1300 block of University Blvd., units responded to a call for an attempted armed robbery. Vasquez demanded money from the victim, and when the victim did not comply, Vasquez brandished a knife and swung it at the victim in an attempt to cut him. The victim was able to find a Prince George’s County Officer, who arrested and took custody of Vasquez and then turned him over to the Takoma Park Police Department. Vasquez was arrested and transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

Chief Ricucci announced that on Friday night and Saturday morning, July 18-19, 2008, the Takoma Park Police Department conducted a Driving Under the Influence (DUI) detail from 10:00 PM until 2:00 AM, in the Langley Park Corridor, targeting University Boulevard and New Hampshire Avenue. The detail made numerous traffic stops resulting in eleven (11) state citations, two (2) Equipment Repair Orders (ERO’s), two (2) warnings and one (1) DUI arrest. Chief Ricucci stated that the detail was very successful and will continue unannounced during the summer.
Southbound New Hampshire Avenue is closed in the 6500 block due to PEPCO pole repairs. Traffic is being detoured onto Sheridan Avenue, Sligo Mill Road and Eastern Avenue. Expect delays through the afternoon.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Patrick Walcut Clarkson, 19, and James Lee Dotson, 20, both of Silver Spring, Maryland.
On July 11, 2008, at approximately 8:00 a.m., in 7400 block of New Hampshire Avenue, units located a stolen vehicle that was parked in the parking lot to the rear of the pool by the Econo Lodge complex. The vehicle had been reported stolen through the Montgomery County Police Department on July 9, 2008. Units set up surveillance on the stolen vehicle. After approximately a half hour, police observed two subjects get into the vehicle and try to start the engine. Both subjects were ordered out of the vehicle and were later identified as Clarkson and Dotson. During a search incident to arrest, Clarkson was found in possession of a credit card that was reported as stolen from a victim’s vehicle (not related to this incident) on July 10, 2008.
Clarkson was arrested and charged with auto theft, unauthorized use of a motor vehicle and credit card theft. Dotson was arrested and charged with auto theft and unauthorized use of a motor vehicle. Both were transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
On July 10, 2008, at approximately 7:20 p.m., Takoma Park Police responded to the 7400 block of Wildwood Drive for reports of a burglary that had occurred earlier in the day. Upon returning home, the victim noticed that the back door in her kitchen had been kicked in. Property was taken. There is no suspect information at this time. Officers arrived and located the victim who was unresponsive. Also located on the scene was a Dalmatian dog approximately 10-15 feet from the victim and unable to move. The dog did not survive and was transported by Montgomery County Animal Control Humane Society. Investigators from the Takoma Park Criminal Investigation Division received a tip from Prince George’s County Police that they had towed the black Honda bearing the tag number given back in June 2008. The vehicle had been towed from the 8200 block of 14th Avenue, Langley Park, Maryland. Detectives responded to the location and were unable to locate the vehicle. However, though investigation, detectives discovered that the driver of the vehicle did reside at the location. Detectives located the suspect and arrested him accordingly. The vehicle was located in Beltsville, Maryland, and has been impounded pending a thorough processing.
Lopez-Lopez is charged with (1) Failure to immediately return and remain at the scene of the accident involving bodily injury, (2) Failure of driver involved to render reasonable assistance to injured person, (3) Failure of vehicle driver in accident to report bodily injury to nearest police, and (4) Driver failure to notify appropriate police after motor vehicle strikes and injures domestic animal. Other charges may follow. He is being held on $20,000 bond at the Central Processing Unit in Montgomery County, Maryland.

On June 30, 2008, at approximately 10:43 a.m., Takoma Park Police responded to the Washington Adventist Hospital (WAH) on Carroll Avenue for the report of a suspicious package. According to hospital staff, a package was delivered that was making a “ticking” noise. The package was placed outside of the WAH and Fire, Rescue and Police were notified. Several areas in and around the WAH were evacuated and entry into the WAH was blocked off. Montgomery County Fire Marshall’s Office Bomb Squad responded, and after several x-rays of the package, they were able to determine that the device was a patient personal protection alarm. At approximately 12:24 p.m., the package was cleared as non-hazardous and the WAH was cleared for regular duty.
