The National Weather Service has issued a TORNADO WATCH for Montgomery County effective immediately. Significant severe weather event possible today. At 10:30 pm Friday, radar indicated severe storms forming West of the County. Atmospheric conditions are favorable for tornadic development in some of these storms. Additional threats include large hail, cloud to ground lightning and dangerous straight line winds.
Be prepared. Tornadoes can form from severe thunderstorms with little or no advanced warning. Know your safe room in your home, at school, and at work. If driving and a tornado is spotted, leave your car immediately and move to shelter or a low lying area. Do not use highway overpasses as shelters. Remain alert for the issuance of warnings.

On May 30, 2008, two 17 year old juveniles, both of Washington, D.C., were arrested at Kansas Avenue and Chillum Avenue in Washington,, D.C. This arrest is in connection to a robbery that occurred in Takoma Park, Maryland, on May 30 in the 6400 block of Kansas Lane. Once a lookout was broadcast for the suspects and vehicle being used, the Montgomery County Police Department called the City of Takoma Park Police Department indicating a similar robbery on May 29, 2008. They revealed a tag number for the vehicle which had been stolen on May 28, 2008, from the District of Columbia. Montgomery County officials had entered the vehicle, a 2001 blue Chrysler mini-van, as a felony vehicle. That vehicle was spotted by Prince George’s County Police in the 4900 block of Lasalle Road, and, upon trying to conduct a felony stop, the suspects fled and crashed the vehicle at the intersection of Kansas Avenue and Chillum Avenue in Northeast Washington, D.C. Both suspects are being held for Unauthorized Use of a Motor Vehicle and as fugitives from justice pending arrest warrants from the City of Takoma Park, Montgomery County and Prince George’s County.

During the altercation, Vatos Locos gang members smashed out the glass to a hotel window and kicked the door in an attempt to enter the room. An adult female was arrested and charged with Disorderly Conduct, Resisting Arrest, and Carrying a Concealed Deadly Weapon. One victim suffered a non-life threatening laceration to the head. A second victim was not seriously injured.
A domestic assault occurred in the 1200 block of Holton Lane, Saturday, May 24 at 9:00 a.m. Suspect struck victim in the mouth and on her cheek/eye area during a verbal dispute.
An aggravated assault occurred in the 7600 block of New Hampshire Avenue, Monday, May 26 at 9:45 p.m. Property manager at listed address approached homeless subject sleeping in truck in front of business. Takoma Park Police to Host Community Forum on Underage Drinking
City of Takoma Park officials, together with Montgomery County and community members, will participate in a panel discussion to raise awareness of underage drinking on Wednesday, June 4, from 6:30 to 9:00 p.m. at the Takoma Park Community Center Auditorium, 7500 Maple Avenue, 2nd Floor, Takoma Park, Maryland. Mayor Bruce Williams and Police Chief Ronald Ricucci will present opening remarks.
The community forum, called “Keeping it Safe,” will include discussions about social host liability laws, how to protect your teen from underage drinking, house parties and community resources. A question and answer session will follow the discussions.
This national initiative is being spearheaded by multiple federal agencies under the direction of the Federal Interagency Coordinating Committee on the Prevention of Underage Drinking, the Substance Abuse Mental Health Services Administration and the Governor’s Office of Crime Control and Prevention.
The forum is free and open to all. Light refreshments will be served. Reservations are requested, but not required.

At approximately 3:40 pm a robbery occurred in the area of Willow Avenue and Spruce Avenue, Takoma Park, Maryland. The Takoma Park Police are searching for a black male, approximate 20’s, heavy-set, medium skin, short hair, white (possibly light blue) t-shirt, grey pants with a belt. Suspect had a sweater wrapped around his arm with an iPod. Suspect is possibly armed. More details to follow as they are received.
On May 21, 2008, the Takoma Park Police Department participated in an audit conducted by the Maryland State Police National Crime Information Center (NCIC) audit staff. The audit process is conducted approximately every two years and is used to assess the performance of each governmental agency as it relates to how the agency utilizes its Maryland Inter-Agency Law Enforcement System (MILES) NCIC privileges.
The audit staff also takes a look at compliance of the local terminal agency by examining any issues that may be in specific MILES/NCIC files and by comparing the data entered with our case records. The audit staff selected a sampling of records randomly for review. Those records included wanted persons, missing persons, vehicle files, and gun files.
General compliance, data quality, and risk analysis are key areas that are reviewed by the audit team.
Our agency was rated positively and scored in the “low risk” category. The auditors found that our agency is in compliance with federal and state MILES/NCIC guidelines.

Chief Ricucci announced that on Saturday night and Sunday morning, May 24-25, 2008, the Takoma Park Police Department conducted a Driving Under the Influence (DUI) detail from 10:00 PM until 2:00 AM, in the Langley Park Corridor, targeting University Boulevard and New Hampshire Avenue. The detail made 28 traffic stops resulting in seven (7) state citations, six (6) Equipment Repair Orders (ERO), four (4) warnings and two (2) DUI arrests. Chief Ricucci stated that the detail was very successful and will continue unannounced during the summer.
Gretchen Hilburger, Montgomery County Community Outreach Coordinator from the Maryland International Corridor CSAFE Program, was a finalist for the annual Community Action Award given in honor of Henry L. Dixon. She was not the winner of the award, but the Montgomery County Community Action Board did select her for special recognition for her work with CSAFE. On May 23, 2008, at approximately 11:06 p.m., Takoma Park Police were on patrol in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland. Officers came into contact with Dung Nguyen, 36, of Silver Spring, Maryland, who was in possession of marijuana. Nguyen was placed under arrest for the possession of marijuana, and a search incident to arrest revealed Nguyen was also in possession of cocaine. Investigation led officers to a room at the Quality Inn where they found a large amount of crack cocaine. Khoi Huynh, 40, of Beltsville, Maryland, and Eric Chisholm, 34, of Hyattsville, Maryland, were also arrested on multiple charges. The quantity of cocaine and the drug paraphernalia indicated an intent to distribute. All three subjects were charged with possession with an intent to distribute cocaine, possession of cocaine and possession of drug paraphernalia. Nguyen was also charged with possession of marijuana. The subjects were taken to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

On May 24, 2008, Johana Cabrera, 18, of Silver Spring, Maryland, was arrested at the Quality Inn in the 7400 block of New Hampshire Avenue. At approximately 2:27 a.m. Takoma Park Police were called to a disturbance at the Econo Lodge. Cabrera had rented a room at the Econo Lodge with a relative and three other friends. Cabrera’s relative invited other friends to rent another room who are members of the Vatos Locos gang. One of the persons with Cabrera instigated a feud between the two rooms resulting in a fight involving knives and bottles. During the altercation, Vatos Locos members smashed out the glass to the hotel window and kicked the door trying to get into the room. Cabrera pulled out a knife. When officers arrived, they took Cabrera into custody and charged her with disorderly conduct, resisting arrest and carrying a concealed deadly weapon. While in custody, Cabrera kicked out the window of the police cruiser, which led to an additional charge of malicious destruction of property. Cabrera was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner. One of the victims was taken to Prince George’s Hospital Center with lacerations to the head which are non-life threatening. The second victim was not seriously injured. Investigation is still on-going.

On May 16, 2008, Daniel Marcelo Kohn-Perez, 24, of no fixed address, was arrested at the J.B. Check Cash in the 1300 block of University Blvd., Takoma Park, Maryland, pursuant to an on-going investigation by the Takoma Park Police Department.
On May 14, 2008, the Takoma Park Police received a call from the manager of the J.B. Check Cash indicating that several checks had been cashed in their store; later determined to have been stolen. At least twenty-five (25) different stolen checks had been cashed since March 31, 2008, the most recent having been cashed on May 14, 2008. Due to the numerous incidents, the Takoma Park Police set up a surveillance of the business, and on May 16, 2008, Kohn-Perez attempted to cash a stolen check. An officer from the Takoma Park Police was present at the location and identified himself to Kohn-Perez. Kohn-Perez attempted to flee on foot but was apprehended in the 1400 block of University Blvd. Once in custody, Kohn-Perez gave false identification to the police officer. During a search incident to arrest, Kohn-Perez was found to be in possession of a checkbook that had been previously stolen from a business. Between March 31, 2008 and May 14, 2008, Kohn-Perez was able to obtain a large amount of money and has been linked to similar cases which have occurred in Montgomery County, Maryland.
Kohn-Perez was charged with (1) one count of resisting arrest, (2) one count of making a false statement to a police officer, (3) two counts of counterfeiting a stolen check, (4) two counts of uttering a stolen check, (5) two counts of issuing as true a counterfeit check, (6) two counts of fraudulently obtaining U.S. currency, (7) one count of attempted theft over $500, (8) one count of theft under $500, and (9) one count of theft by scheme over $500.
Kohn-Perez was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.

On May 20, 2008, at approximately 1:30 a.m., Takoma Park Police began receiving calls for what sounded like multiple shots fired in the area northwest of Allegheny Avenue. At approximately 2:25 a.m., another call was received for what sounded like shots fired near Montgomery Avenue. A detective from the Tactical Enforcement Unit (TEU) observed two suspicious subjects walking from the residential section of Columbia Avenue. The detective subsequently made a suspicious persons stop in the 500 block of Tulip Avenue. The subjects, both juveniles, were found to be in possession of fireworks hidden under their shirts and in their pockets. Both subjects had been setting off fireworks in the areas referenced. The juveniles were both arrested for fireworks violations and released to the custody of their respective parents. No property damage was found.

COUNTERFEIT CURRENCY ALERT
The following has been received by the United States Secret Service (USSS):
Counterfeit bills have been hitting the greater Washington, DC and surrounding areas pretty hard. They are bleaching out genuine $1 and $5 notes and reprinting mainly counterfeit $50 and $100 on to the genuine paper. The security threat still appears in the bleached $5 and typically fools a merchant who just looks to see if the thread is there. Due to the paper being genuine currency paper, your typical counterfeit detection pens do not recognize the bill as counterfeit.
The US Treasury/USSS "Know Your Money" pamphlets can be downloaded from the website; www.secretservice.gov or can be obtained by contacting your local USSS office. This pamphlet gives you more general guidelines on detecting counterfeit currency and can be distributed outside of the law enforcement community.
The USSS asks and encourages everyone to distribute these documents throughout the law enforcement and private sector communities to help educate everyone on this counterfeit note.

If You Receive a Counterfeit note, please review the following procedures:
1. Do not return it to the passer.
2. Delay the passer if possible.

4. Contact your local police department or United States Secret Service field office. These numbers can be found on the inside front page of your local telephone directory.
5. Write your initials and the date in the white border areas of the suspect note.
6. Limit the handling of the note. Carefully place it in a protective covering, such as an envelope.
7. Surrender the note or coin only to a properly identified police officer or a U.S. Secret Service special agent.

A strong-arm robbery occurred in the 7300 block of New Hampshire Avenue, Thursday, May 8 at 9:35 p.m. Victim on the sidewalk walking towards building when a silver 2-door vehicle (possibly a Toyota Camry), passed by him. Two suspects got out of the vehicle and approached victim. Suspect 1 said “Can I ask you something?”, then punched victim in the face. Both suspects began punching and kicking victim, who fell to the ground. Suspects obtained victim’s property, got back into their vehicle, then fled. S1: B/M, round face, 30-40 years of age, 6’0”, 200 lbs., wearing a black t-shirt and light colored pants. On May 13, 2008, at approximately 12:13 p.m., Takoma Park Police responded to the 7400 block of Birch Avenue for reports of a burglary. The resident was awoken by two black males with a hammer breaking the glass to the kitchen door. The males fled on foot to the front of the residence towards Dogwood Avenue. One of the suspects, a 15 year old juvenile, was apprehended in the 7400 block of Holly Avenue. The second suspect is still at large and is described as a black male, wearing a black tee-shirt, black cap with cut-close hair. The juvenile that was apprehended was charged with 4th Degree Burglary and Conspiracy and released to the custody of his mother. Investigation continues. Anyone with information about this crime is asked to please call the Takoma Park Police Department at 301.270.1100.
The National Weather Service has issued a FLOOD WATCH for Montgomery County until Friday morning. Morning satellite images show a low pressure system developing over Louisiana. This system will move towards the Mid Atlantic tonight. This system is not expected to drop the amount of heavy rainfall the last system did, but any rainfall over saturated ground may lead to additional flooding.

On May 11, 2008, Dung Nguyen, 36, of Silver Spring, Maryland, was arrested in the 7400 block of New Hampshire Avenue, Takoma Park, Maryland, and charged with possession with intent to distribute a controlled dangerous substance (CDS) and possession of a CDS. Nguyen was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
The National Weather Service has extended the FOOD WARNING for Montgomery County until 12:15pm EDT Today. At 6:28, Doppler radar indicated between 3 and 4 inches of rain has fallen across the County. This rainfall has lead to significant flooding throughout the region and swift water rescues are occurring in several areas. The following roads a closed due to flooding or high water:

On May 11, 2008, at approximately 12:26 p.m., Takoma Park Police responded to the 7100 block of Cedar Avenue for reports of an armed robbery. The victim was walking to his work van when he noticed a black male looking through his van window. The victim was assaulted by a second suspect and property was demanded. The first suspect is described as a black male, approximately 5’6, medium/dark complexion and long curly hair. Suspect one is also in possession of a semi-automatic handgun. The second suspect is described as a black male, medium/dark complexion. The suspects took property and fled in a gold-colored Honda Accord – late 90’s model on Cedar Avenue to Eastern Avenue toward Washington, D.C. The victim was unharmed. On May 9, 2008, at approximately 10:17 p.m., Takoma Park Police responded to the 8200 block of Roanoke Avenue for reports of a strong armed robbery. The victim stated she was robbed of property. The suspects were identified as Michael Hinton, 24, of Takoma Park, Maryland, and Trevelyn Hinton, 24, also of Takoma Park, Maryland. Both men were arrested and charged with strong armed robbery and conspiracy to commit strong armed robbery. They were transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
On May 10, 2008, at approximately 3:35 a.m., Takoma Park Police responded to Ethan Allen Avenue and Woodland Avenue for reports of an armed robbery. The victim was walking home when he was approached by two black males who displayed a handgun and demanded property. The suspects took property and then fled in a white Chevy cab that was parked on Woodland Avenue. The victim stated there could have been a third suspect driving the vehicle. The suspect vehicle left Woodland Avenue and turned right onto Ethan Allen Avenue towards New Hampshire Avenue. The victim was unharmed. Investigation continues under case #08026851. Second significant storm in a week expected to produce additional heavy rainfall for the County. Heavy rain from this system may have the potential to cause severe and unexpected flooding within the next 24 hours with widespread 2-3in possible and locally higher amounts.

On May 7, 2008, at approximately 1:37 p.m., Takoma Park Police responded to the 7600 block of New Hampshire Avenue for reports of a domestic dispute. While speaking with the suspect, he fled on foot and a pursuit was initiated. During the pursuit, the suspect tossed some drug paraphernalia that was retrieved by officers. Upon being apprehended, a search of the suspect’s person revealed he was in possession of drugs and additional paraphernalia. The suspect was identified as Tracy Darnell Thorne, 30, of Washington, D.C. Thorne was arrested and charged with possession of drug paraphernalia, possession of marijuana, possession of crack cocaine and possession with intent to distribute. He was transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
There have been several theft from autos reported since Sunday, April 20th. Leaving unsecured items in your vehicle is categorized as a “crime of opportunity.” Unless the opportunity presents itself, a theft from vehicle cannot occur. This opportunity arises when you leave your vehicles unsecured and items of value are left in the vehicle, i.e., GPS, laptops, cell phones, iPods, wallets, purses, change, CD’s, DVD’s, stereos, speakers, etc. If your car is unlocked, the perpetrator just opens the door and takes whatever there is in the vehicle. Easy.
Please take the following steps to ensure you don’t become a victim of a “crime of opportunity:”
Always lock your vehicle when it is parked. By locking your vehicle, you draw too much attention for a perpetrator to try and get in by other means.
Take anything of value out of your vehicle. If it’s not there, the temptation is not there. Also, if your wallet or purse is stolen, you open yourself up to other crimes, i.e., identity theft, stolen checks and/or credit cards.
The “out of sight, out of mind” mentality. If it’s not possible for you to take your property out of the vehicle, then slide it under the seat.
If you have a garage, use it. Always keep the door from your garage to your house locked. If someone were to steal your garage door opener, then it leaves them access to your home.
If you are a victim, make the report. This will help our Crime Analyst analyze crime trends and patterns. Even if you don’t want an investigation done, you should still report it to the police.
Lock up your vehicle! Take your belongings out of the vehicle. When that is not possible, remember, out of sight, out of mind!

A low pressure system over the Tennessee Valley will approach the Mid Atlantic tonight. This system has the potential to bring heavy rain on the order of 2-4" and may have the potential to cause severe and unexpected flooding within the next 24 hours. A strong-arm robbery occurred on Friday, May 2 at 2:50 p.m. at the intersection of Maple Avenue and Tulip Avenue. Victim was riding moped on Tulip Avenue when a greenish blue Ford station wagon (possible 1990’s model) pulled close behind him, then cut moped off. Two suspects jumped out of the station wagon, then suspect one ran up to victim, pushed him and demanded him off the moped. Victim got off moped and fled to nearby business to call police. As victim ran, he heard moped start up and take off. Witness observed suspects fleeing on moped with station wagon following. Suspects (4): S1: Gray polo shirt, blue jeans. S2: Black shirt with whet sleeves and neck, blue jeans.
An attempted armed robbery occurred on Friday, May 2 at 5:35 p.m. in the unit block of Hickory Avenue. Victim walking on Hickory Avenue toward Elm Avenue when he noticed a B/M quickly park a bluish green station wagon. Suspect confronted victim and demanded victim’s wallet. Victim indicated that the suspect attempted to conceal a possible handgun by covering it with both hands and holding it pointed down toward ground. Victim’s neighbor began walking toward suspect at which time suspect got back into his vehicle and fled. Suspect: B/M, 5’8”, 180 lbs., black dredlocks, white t-shirt. *Suspect and vehicle match description from strong-arm robbery at Maple Avenue and Tulip Avenue.

The Montgomery County Fire Department and Prince George’s County Fire Department were on the scene. After the fire was contained, fire officials indicated that the fire was due to an electrical malfunction. There was major structural damage to the building. There were no injuries.

On May 5, 2008, shortly before 1:00 p.m., the Takoma Park Police were called to the 900 block of Larch Avenue for reports of a woman screaming for assistance. Officers arrived to find a 75 year old woman pinned by her own vehicle against the side of her residence. The victim suffered lacerations to her leg and hand and was taken to Medstar, where she is in stable condition. Investigation continues by Takoma Park Police.
On May 2, 2008, at approximately 2:57 p.m., the Takoma Park Police responded to Tulip Avenue and Maple Avenue for reports of a robbery. The victim was riding his moped on Tulip Avenue near the day care center when a greenish/blue Ford station wagon (90’s model) pulled up near him cutting him off. Two suspects jumped from the vehicle, assaulted him and demanded the moped. The suspect took the moped and fled on Tulip Avenue to Cedar Avenue, with the station wagon following.
On the same date, at approximately 5:30 p.m., Takoma Park Police responded to Hickory Avenue for reports of an attempted armed robbery. The victim was walking down Hickory Avenue toward Elm Avenue when a greenish/blue Ford station wagon pulled up and a young, black male with dread locks jumped out. The suspect demanded property, but before obtaining anything, returned to his vehicle and fled towards Elm Avenue. The suspect is described as a black male, 20’s, approximately 5’8 and 180 pounds, dread locks and wearing a white tee-shirt. The suspect vehicle fits the same description as the prior armed robbery vehicle used on Tulip Avenue and Maple Avenue. The victims in both incidents were not injured.

The victim indicated she was waiting at the bus stop when she was approached by two Hispanic females. The suspects indicated they were wielding a knife and demanded property. After obtaining property, the suspects fled to a waiting white, unknown make and model vehicle on Kingwood Avenue, just off of New Hampshire Avenue. The vehicle fled westbound. INTERNAL AFFAIRS COMPLAINT INVESTIGATIONS
Chief Ricucci of the Takoma Park Police Department announces that, in keeping with our written policy directives that require investigations of all complaints against the department or its employees, and that annual statistical summaries of such investigations by the internal affairs function be made available to the public, the following is the Takoma Park Police Department’s Statistical Summary of Complaints for calendar year 2007.
Twenty-three (23) formal complaints were recorded and twenty-two (22) were subjected to internal affairs investigations. One (1) complaint was not investigated because the employee was terminated as a consequence of the investigative finding of a prior complaint. Seven (7) complaints were submitted by citizens and sixteen (16) were generated internally by the Chief of Police or the Command Staff. Subjects of the complaints included twenty-five (25) sworn officers and five (5) civilian employees.
One (1) of the formal complaint investigations remained in a pending status at years-end, i.e., a disposition had not been made. Six (6) investigations determined there was insufficient evidence to sustain the charges made in the complaints and one (1) investigation determined the charges were unfounded. Thirteen (13) formal complaint investigations resulted in findings of improper conduct by departmental personnel and disciplinary measures were taken in ten (10) of those cases. The disciplinary measures included three (3) for verbal counseling, one (1) for written counseling, seven (7) letters of reprimand, four (4) suspensions ranging from one day to twenty days, one (1) demotion and one (1) termination.

In connection with the attempted first degree murder that occurred in the 8200 block of Roanoke Avenue on March 12, Reginald Lamont Cooper, 32, fled the area, but was arrested in New Mexico by the United States Marshalls. Upon waiving extradition, Cooper was transported back to Maryland. On April 28, the Takoma Park Police Department assumed custody of Cooper from the United States Marshalls at the Baltimore Federal District Court. Cooper was transported to the Montgomery County Detention Center, Central Processing Unit. Cooper’s bond hearing was held on April 29, and he is currently being held on a “no bond” status.
