On March 20, 2008, the United States Marshal Service arrested Reginald Lamont Cooper in Albuquerque, New Mexico, enroute to California. Cooper is wanted for his alleged involvement in the shooting that occurred in the 8200 block of Roanoke Avenue on March 12, 2008. Cooper will be extradited back to Maryland to face charges. A citizen passed along a tip that I found to be a wonderful idea and I wanted to pass it along to the citizens. Think of using your car alarm to deter burglars or other criminals in your neighborhood. Put your car keys (or a duplicate set of car alarm/lock device key) next to your bed at night. If you hear a noise outside your home or someone is trying to get into your home, just press the panic button for your car. The alarm will sound and the horn will continue to blow until either you turn it off or the car battery dies. This tip comes from a neighborhood watch coordinator. It’s a security alarm system that you probably already have and it requires no installation and no start up fees. Test it. It should activate from most areas inside your home to your driveway or garage. If your car alarm goes off when someone is trying to break into your house, odds are, the burglar, or whatever criminal activity is occurring, won’t stick around. After a few seconds, all of the neighbors will be turning on lights and looking out windows to see who is outside. The criminal will not want to hang around. And remember, carry your keys while walking to your car in a parking lot, day or night. The alarm will work the same way.
On March 14th at approximately 11:34 a.m., units responded to the 7500 block of New Hampshire Avenue for reports of an attempted strong arm robbery. The victim was approached by a black male, approximately 5’6 to 5’8, 18 to 25 years old, wearing all black with braids or twists in his hair. He tried to grab the victim’s cell phone from her hand but she resisted and was pushed to the ground. The victim suffered minor injuries. The suspect fled southbound towards the Econo Lodge. The Takoma Park Police request your assistance in locating the following suspect who is wanted in connection with the March 12, 2008, shooting which occurred in the 8200 block of Roanoke Avenue. The name of the suspect is Reginald Lamont Cooper, a 31 year old African American Black Male, approximately 6'0 and 220 pounds. Cooper was last seen in the 600 block of Houston Avenue on March 12, 2008 and is armed with a small handgun.
Warrants have been filed charging Cooper with Attempted Murder, 1st Degree Assault and Reckless Endangerment.

Officers arrived to find an adult male victim who had been shot twice in the abdomen. He was transported to Medstar and his condition is unknown at this time. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Jesse Gilliam III, 44, of Hyattsville, Maryland and Melissa A. Griffin, 24, also of Hyattsville, Maryland.
On March 10, 2008, pursuant to routine patrol in the 7400 block of New Hampshire Avenue, a traffic stop was initiated on a vehicle bearing suspended tags. The traffic stop also revealed that Gilliam was driving on a suspended license. Incident to arrest, it was discovered that Gilliam was in possession of marijuana. His passenger, Griffin, was also in possession of crack cocaine. Both parties were arrested and transported to the Montgomery County Detention Center.
Gilliam was charged with possession of marijuana, possession of drug paraphernalia and numerous traffic violations. Griffin was charged with possession of cocaine.

Pursuant to a report of an armed robbery on MARCH 4, 2008, in the area of Elm Avenue, Takoma Park, Maryland, members of the Takoma Park Police Tactical Enforcement Unit (TEU), worked jointly with investigators from Prince George’s County, Maryland, and the District of Columbia Metropolitan Police Department to develop leads linking the Takoma Park robbery to a string of armed robberies, assaults and carjackings, which had also occurred in Montgomery County, Prince George’s County and the District of Columbia. The investigation led Takoma Park Police to the arrest of Knight, a juvenile being charged as an adult, with Armed Robbery, First Degree Assault and Theft Over $500. Knight remains in custody in the District of Columbia and has additional charges pending that have been filed by the Prince George’s County Police Department relating to similar crimes in their jurisdiction. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Duane Means, 19, of no fixed address.
On March 5, 2008, an arrest warrant was served on Means at the Central Processing Unit charging him with First Degree Burglary, Malicious Destruction of Property, and Theft Under $500, all of which occurred on September 5, 2007. Means has also been charged in Fairfax County, Virginia, the District of Columbia and by the Montgomery County, Maryland, Police Silver Spring District for burglary. Through investigation, detectives were able to link Means to other burglaries that have occurred in the area, as well as close out several cases for the Hyattsville City Police Department in Maryland. The investigation is on-going involving multiple jurisdictions. Means is currently being held at the Montgomery County Central Processing Facility in Clarksburg, Maryland on a $25,000 bond.

The National Weather Service has issued a FLOOD WATCH for Montgomery County through this evening. Heavy rain expected which may have the potential to cause severe and unexpected flooding within the next 24 hours. Heavy rainfall may affect this afternoons rush hour commute. Some severe weather possible on Saturday.
Morning satellite images indicate strong low pressure system forming near the Northern Gulf of Mexico. This system will continue to intensify as it moves Northeast. Current forecasts indicate this system will bring significant precipitation to Montgomery County this afternoon and overnight with up to 2 inches of rain possible in some locations. This amount of rain can initiate flooding of some creeks, streams, and other low lying areas. County resources will continue to monitor this developing situation.

On March 4th at approximately 8:55 p.m. units responded to the Takoma Park Police Station to a victim who reported she had been robbed earlier. The victim stated that at approximately 8:45 p.m. she was walking northbound on Elm Avenue. When she approached the 100 block of Elm Avenue, a black 1995 or 1996 Toyota Camry occupied by two black males traveling southbound on Elm Avenue pulled up in front of her. When the victim walked past their vehicle, the passenger of the Camry had exited the vehicle and came up behind her, grabbed her shoulder and pointed a Tech-9 style automatic pistol at her demanding property. The victim complied and the suspect fled in the vehicle with the suspect driver, backing up on Elm Avenue, heading towards Hickory Avenue. The suspect vehicle then made a right turn on to Hickory Avenue. The victim was physically unharmed during the robbery. The suspect is described as a black male, approximately 5’10, thin build, dark clothing, blue jeans and chin-length dreads. The second suspect who was driving the vehicle is described as a black male. Investigation continues under case #08013048. On March 4th at approximately 10:46 p.m. units responded to Merrimac Drive for reports of a stabbing. The victim indicated he had been robbed and then stabbed. He suffered non-life threatening injuries and was transported to Medstar. There is no identifying information for the suspect(s). Investigation continues under case #08013068. A Community Advisory was released for an alleged armed robbery having occurred on March 3, 2008, at approximately 3:22 p.m. in the 7700 block of Carroll Avenue under case #08012739. Further investigation by detectives determined that it was a false report. The victims were juveniles thus no further information on this case can be released.
The National Weather Service has issued a SEVERE THUNDERSTORM WARNING for Montgomery County until 1:30. At 12:45, Doppler radar indicated a line of thunderstorms over the County which have intensified past severe limits. Hail is occurring with this storm.
Extremely heavy rain that may lead to flooding is possible with this line of storms. Winds of 60MPH can be expected.
Severe Thunderstorms can produce tornadoes with little or no advanced warning. Residents are urged to seek safe shelter indoors until the storm passes and remain alert for any additional warnings.
The National Weather Service has issued a TORNADO WATCH for Montgomery County effective immediately until Wed 3:00am EST. Severe storms have formed in advance of an approaching front. Atmospheric conditions appear favorable for tornadic development in some of these storms and Tornado Warnings are currently being issued for storms Southwest of the area.
Be prepared. Tornadoes can form from severe thunderstorms with little or no advanced warning. Know your safe room in your home, at school, and at work. If driving and a tornado is spotted, leave your car immediately and move to shelter or a low lying area. Do not use highway overpasses as shelters. Remain alert for the issuance of warnings.

On March 4th at approximately 8:34 a.m. units responded to a business located in the 7500 block of New Hampshire Avenue for reports of a burglary. Entry was gained to the business by smashing one of the lower front windows to the business. Property had been removed. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Patrick W. Clarkson, 19, of no fixed address, and Rena L. Rexrode, 20, of Rockville, Maryland.
On March 3, 2008, the Takoma Park Police Tactical Enforcement Unit (TEU) conducted a surveillance related to a narcotics and vice investigation at the Econo Lodge and Quality Inn on New Hampshire Avenue. At approximately 5:00 p.m., a detective observed a vehicle occupied by two subjects enter the parking lot of the referenced facility. A check of the vehicle registration revealed that the vehicle had been listed as stolen through Prince George’s County Police on February 25, 2008. TEU, with the assistance of patrol and detectives from the Criminal Investigations Division (CID), were able to take Clarkson and Rexrode into custody without incident. Clarkson and Rexrode were both charged with Auto Theft and Theft Over $500. Both were transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
On March 3rd at approximately 3:22 p.m., units responded to the 7700 block of Carroll Avenue for reports of an armed robbery. The victims were walking home from the bus stop at Central and Jackson Avenue when they were approached by a Hispanic male at the intersection of Central Avenue and Davis Avenue. The suspect demanded property while implying that he was carrying a weapon. The victims complied. The suspect fled on foot on either Davis Avenue or Central Avenue. Units canvassed the area with negative results. The suspect is described as a light-skinned Hispanic male, approximately 5’7 – 5’8, 150-160 pounds, short, straight black hair, wearing a black and blue jacket, white t-shirt, blue jeans and black shoes. On March 1st at approximately 12:36 a.m., units responded to the 8200 block of Houston Avenue for reports of an armed robbery. The victim was walking home from work in the 8600 block of Flower Avenue when three unknown Hispanic males started to yell at him. The victim continued walking away but the suspects followed him to the 8500 block of Flower Avenue where they then demanded money. The victim indicated he did not have money and one of the suspects then pulled out a silver or gray automatic handgun from his back and pointed it at the victim. The suspects took property and fled on foot on Flower Avenue towards Piney Branch Road, where they then turned left on Piney Branch Road towards Sligo Creek Parkway. The first suspect is described as a Hispanic male in his thirties, wearing a gray-hooded sweat shirt. There is no other identifying information on the other two Hispanic male suspects. On March 1st at approximately 9:30 p.m., units responded to the 6700 block of Allegheny Avenue for reports of a car jacking and strong armed robbery. The victim left his vehicle running while he was delivering a food order. As he was returning to his vehicle, he noticed that a white Dodge minivan that had driven past before had since backed up to his vehicle. Two black males exited the van and got into the victim’s vehicle. In an attempt to prevent his car from being taken, the victim grabbed at one of the suspects who was in the driver’s set. The suspect put the vehicle in reverse causing the victim to fall away from the vehicle to the ground. The suspects fled the scene in the victim’s 2006 black Honda Civic down Allegheny Avenue towards Second Avenue. The victim sustained minor injuries. Property was taken. The white Dodge minivan was impounded as it was listed as stolen through Prince George’s County. The suspects are described as two black males, both wearing black winter coats and black pants. This morning, the circuit that trunks 7100/71XX numbers/extensions to the City offices went offline. Verizon is working on the problem and will notify the City when repairs are completed. If you call the City at any 7100/71XX number/extension, you will get a busy signal. All other numbers are working. Our emergency number still works. If you have an emergency, please call 911.
