COMMUNITY ADVISORY - Strong-Arm Robbery

On February 24th, at approximately 10:05 p.m., units responded to the 1300 block of University Boulevard for the report of a strong-arm robbery. The victim reported he was assaulted and robbed by, he believes, a Hispanic male and a black male. Property was taken. The victim suffered non-life threatening injuries and was treated at Washington Adventist Hospital. Investigation continues under case #08011189. An aggravated assault occurred at the 8200 block of Houston Court, Thursday, 2/21 between 10:00 p.m. and 10:15 p.m. Three suspects approached victim’s parked vehicle, started banging and rocking vehicle, and yelling. One suspect displayed handgun on waistband. Suspects returned to their vehicle and fled. Suspects (3): B/M, 20’s, 6’0”, 160 lbs. One male had dreadlocks, all three wearing dark clothes.

An assault occurred at the 8300 block of Flower Avenue, Monday, 2/18 at 3:20 p.m. Suspect attempted to gain entry into basement level apartments. Victim asked suspect to leave property, suspect ignored request. When victim approached suspect and attempted to escort suspect off property, suspect punched victim in face and stomach. A 34-year-old male was arrested.

7600 Maple Avenue, between Sunday, 2/03 at 8:00 p.m. and Sunday, 2/10 at 9:00 a.m. No forced entry. Property taken.

A domestic dispute occurred at the 8100 block of Hammond Avenue, Wednesday, 2/13 at 6:23 a.m. Suspect struck victim in face with large bottle. A 26-year-old male was arrested.

Larceny - From Vehicle:

Suspect approached victim at the 1100 block of University Boulevard, Tuesday, 2/19 at 2:45 p.m. Suspect removed car key from victim’s pocket, entered victim’s car, attempted to start it. Victim saw suspect in vehicle, approached, and told suspect to get out. Suspect fled with property. Suspect: B/M, 5’08”-5’10”, 245-270.

Arrests:

On Friday, February 15 at 11:28 p.m. in the 7500 block of Maple Avenue, an adult male was arrested and charged with possession of marijuana, possession of CDS paraphernalia, and possession of an open alcohol container.

On Saturday, February 16 at 1:45 p.m. in the 1000 block of University Boulevard, an adult male was arrested on an open warrant for failure to appear in court.

On Sunday, February 17 at 6:00 a.m. in the 7600 block of New Hampshire Avenue, an adult male was arrested and charged with possession of burglary tools, rogue & vagabond, and malicious destruction of property.

On Monday, February 18 at 3:45 a.m. in the 7500 block of New Hampshire Avenue, an adult female was arrested and charged with possession of CDS paraphernalia.

On Monday, February 18 at 7:50 a.m. in the 1300 block of University Boulevard, an adult male was arrested and charged with trespassing.

On Monday, February 18 at 8:43 a.m. in the 700 block of Erie Avenue, an adult female was arrested on an open warrant for failure to appear in court and false statement to an officer.

COMMUNITY ADVISORY - Armed Robbery of a Citizen (handgun brandished)

On February 22nd, at approximately 12:03 p.m., units responded to the 1000 block of University Boulevard for the report of an armed robbery that just occurred. The victims were in the rear of a business getting into their vehicle when they were approached by the suspect armed with a silver-colored handgun. The suspect ordered the victims to give him property to which they complied. The suspect then walked to Anne Street, turning south, still displaying the handgun, before walking out of sight. A K-9 track was attempted but was terminated when the K-9 lost the scent of the suspect in the 7900 block of Kennewick Avenue. The suspect is described as a white Hispanic male, mid to late twenties, approximately 5’10 to 5”11, with a medium build. He was wearing a black stadium-length coat and black jeans. He was also wearing some sort of black mask over his head, showing only his eyes and nose. He was armed with a chrome handgun, possibly a semi-automatic. Investigation continues under case #08010719. COMMUNITY INFORMATION - UPDATE Winter Storm Warning

WINTER STORM WARNING remains in effect for Montgomery County until 10 PM this evening. Snow and sleet has changed to freezing rain across most of the area. Radar indicates several bands of precipitation still approaching the County. Temperatures are expected to remain near or slightly below freezing through tonight.

Maryland State Police: Active snow emergency declared for Montgomery County at 7:30 AM. This snow emergency plan prohibits parking on roads and streets designated as snow emergency routes

Montgomery County Public Schools: Montgomery County Public Schools are closed today, Friday, February 22, due to emergency weather conditions. All school and community activities in school buildings also are canceled. Day care programs in school buildings will remain open as scheduled by the program providers. All administrative offices are open.

Montgomery County government has a liberal leave policy in effect.

State Highway Administration: Numerous accidents and icy spots throughout the State, but all Interstates and primary roads remain open and passable. Sections of US-29 and I-270 are at or below freezing.

Montgomery County snow response road crews are actively spreading abrasives on all roads.

Utilities (power): Few power outages reported at this time.

COMMUNITY INFORMATION - Winter Storm Watch for Montgomery County

The National Weather Service has issued a WINTER STORM WATCH for Montgomery County from this Evening through late Friday. This could be a high impact event for the County. A strong low pressure system has developed over the Gulf of Mexico and is expected to move through the region this evening and most of Friday.

Current indications suggest this will be an mixed precipitation event with significant snow, sleet, and freezing rain possible. Residents should begin Winter Storm preparations which should consider the potential of significant snow and ice accumulations within the next 48 hours. Power outages may also be possible. Please remain alert for the issuance of additional Warnings.

A WINTER STORM WATCH is issued when there is the potential for significant snow, ice and hazardous winter weather within 48 hours.

COMMUNITY INFORMATION - Snow Advisory for Montgomery County

The National Weather Service has issued a SNOW ADVISORY for Montgomery County from 11am today until 10pm. First of two expected winter weather events this week will lead off with light snow this afternoon. More significant winter weather event possible Thu-Fri and may include a prolonged period of snow and ice.

A clipper type low pressure system is expected to affect Montgomery County this afternoon and evening. This is expected to be an all snow event for the County. Snow should begin falling between 1-3pm, with several inches possible before the system moves offshore tonight.

A SNOW ADVISORY is issued when snowfall is expected which may impact travel. Travel during the Wednesday evening rush hours may become hazardous with snow covered roads and limited visibilities. Caution should be used during any travel.

SKYWARN spotters are asked to relay all snowfall reports to the Montgomery County Office of Emergency Management and the NWS Office in Sterling, VA.

COMMUNITY ADVISORY - Armed Robbery of a Citizen (Handgun Brandished)

On February 17th, at approximately 7:25 a.m., units responded to the 6500 block of New Hampshire Avenue for the report of an armed robbery that occurred earlier. The victim reported she was waiting at the bus stop at New Hampshire Avenue and Poplar Avenue, when a black male dressed in all dark clothing approached her. The suspect produced a black handgun and ordered the victim to walk with him up Poplar Avenue away from the main road. The victim complied and once on Poplar Avenue, approximately forty yards, the suspect took the victim's purse by force and fled on Poplar Avenue. The victim chased the suspect for a short distance before losing sight of him. The victim wasn't injured during the robbery. The suspect obtained property from the victim. A K-9 track was attempted but was terminated when the K-9 lost the scent of the suspect. Investigation continues under case #08009708. COMMUNITY ADVISORY - Attempted Arrest

On February 17th at approximately 1:08 a.m., an officer was patrolling in the 6900 block of Laurel Avenue in Takoma Park, Maryland, when she observed a silver-colored Dodge Caravan driving at a high rate of speed from Whittier Street, N.W., Washington, D.C. The vehicle drove across Eastern Avenue on to Laurel Avenue, where the driver nearly collided with the officer’s marked police cruiser while she was sitting inside. The vehicle never stopped and the officer activated her emergency equipment in an effort to initiate a traffic stop. The driver fled on Laurel Avenue and made a left turn on to Tulip Avenue. The vehicle made another turn on to Holly Avenue nearly striking several vehicles while attempting to elude the officer. The driver continued on Holly Avenue and turned left onto Philadelphia Avenue towards Georgia Avenue where the driver then turned left. The pursuit was terminated at Georgia Avenue and 13th St. NW. Washington, D.C. It was later learned that the vehicle was reported stolen in an armed carjacking by two Hispanic males armed with handguns.

There were no injuries sustained by any officers involved in the pursuit. There were no damaged vehicles located along the suspect’s escape route in Takoma Park, Maryland. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Earl Clayton Lowe, 51, of Washington, D.C.

On February 17, 2008, as a result of a Commercial Burglary detail conducted by the Takoma Park Police Department’s Tactical Enforcement Unit (TEU), in the 7600 block of New Hampshire Avenue at approximately 4:32 a.m., detectives observed Lowe place a suspicious looking package underneath a vehicle in a parking lot. He was later seen tampering with the passenger side window of a white commercial vehicle parked in an adjacent lot. Lowe was stopped by patrol officers. Lowe gave conflicting stories to the patrol officers from what detectives had previously observed. Detectives responded back to the parking lot and discovered Lowe had hidden a set of Dewalt Drill bits and a Stanley socket wrench under a vehicle in the parking lot that was facing New Hampshire Avenue. The passenger side vent window of the white commercial vehicle had been shattered. Lowe was arrested and charged with Possession of Burglary Tools, Rogue Vagabond, Attempted Theft, and Malicious destruction of property. He was taken to the Montgomery County Central Processing Unit pending a hearing before the District Court Commissioner.

Between February 7 at 4:00 pm and February 8 at 11:15 am in the 6400 block of Sligo Mill Road, a 1998 Jeep Cherokee was vandalized. A window was shattered. 08008072

Between February 8 at 8:00 pm and February 9 at 8:34 am in the 7600 block of New Hampshire Avenue, a commercial burglary occurred. A rock was thrown through a window in the front of the building. Property was taken. 08008231

Between February 9 at 9:00 pm and February 10 at 1:45 pm in the 8200 block of Roanoke Avenue, a vandalism to and theft from auto occurred. A vent window of the 1998 Jeep Cherokee was shattered. Property was taken. 08008448

Between February 9 and February 10 at 11:37 am, in the 7200 block of New Hampshire Avenue, a commercial burglary occurred. Entry was made through the front door by forcing the plexy glass window out. Property was taken. 08008588

On February 11 at 7:43 pm, in the 400 block of Elm Avenue, a residential burglary was attempted. The homeowner returned to her home and saw an unknown male wearing a red plaid shirt running from the side yard of the home. The subject had attempted to force a side window open. 08008691

On February 11 at 9:29 pm at the intersection of Takoma Avenue and Buffalo Avenue, a strong arm robbery occurred. An man was walking home from Metro when four subjects, three males and possibly one female, approached him from behind, hit him in the back of his head and knocked him to the ground. The subjects kicked and punched him, then took his property and fled on foot. The victim was slightly injured. Two of the subjects were black. No further description was given. 08008713

Between February 13 at 6:00 pm and February 14 at 12:15 am in the 6800 block of Prince George’s Avenue, a vandalism to and theft from auto occurred. A window of the 2002 Dodge Caravan was smashed. Property was taken. 08009110

On February 14 at 10:50 am in the 6400 block of New Hampshire Avenue, a theft from auto occurred. A woman’s purse was taken from her vehicle while she pumped gas. A surveillance video showed a light colored Honda, occupied by two males pull up beside the victim’s vehicle. One subject got out, opened the unlocked passenger door and took the purse before fleeing in the Honda. No description was given. 08009181

On February 9 at 4:03 pm in the 900 block of East West Highway, an adult male was arrested and charged with disorderly conduct, resisting arrest and malicious destruction of property. 08008309

On February 10 at 12:12 am at the intersection of 15th Avenue and Erskine Street, an adult male was arrested and charged with theft over $500, theft of a motor vehicle, unauthorized use of a motor vehicle and malicious destruction of property. 08008372

On February 11 at 2:47 pm in the 1300 block of University Blvd., a criminal citation for consuming an alcoholic beverage in public was issued to an adult male. 08008631

COMMUNITY ADVISORY - Strong Arm Robbery

On February 11th at approximately 9:26 p.m., units responded to the intersection of Albany and Takoma Avenue for reports of a strong arm robbery. An adult male victim was walking home from the Takoma Park Metro Station when he was approached by four subjects (possibly three males and one female) who attacked him and took property. The victim indicated he was struck in the head from behind and knocked to the ground, kicked, punched and robbed. The victim reports that his assailants attempted to drag him into Jequie Park, however, they were unsuccessful. A K-9 responded to track the area with negative results, however, some of the victim’s property was recovered. The victim sustained non-life threatening injuries as a result of the assault. COMMUNITY ADVISORY - Attempted Burglary

On February 11th at approximately 7:40 p.m., units responded to the 400 block of Elm Avenue for reports of an attempted residential burglary. The victim arrived home and observed a male standing at the side window of her residence. The suspect was attempting to remove a screen from the window to gain entry inside the residence. The suspect was unsuccessful and fled from Elm Avenue towards Sycamore Avenue. A K9 tracked the suspect to the rear of a residence on Ethan Allen Avenue but the suspect was not located. The suspect is described as a male of unknown race wearing a red plaid shirt. Investigation continues under case #08008691. Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of David Zackary Williams, 33, of Cheverly, Maryland.

On February 9, 2008, at approximately 11:56 p.m., units in the vicinity of Erskine Street observed a vehicle traveling at a high rate of speed. A traffic stop was initiated at the intersection of 15th Avenue and Erskine Street. The tags on the vehicle came back as stolen. Williams was arrested and transported to the Montgomery County Central Processing Unit. Williams was charged with Stolen Auto, Unauthorized Use of a Motor Vehicle and Theft of a Motor Vehicle.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Stefan Corbin Corriea, 18, of Washington, D.C.

On February 7, 2008, at approximately 7:56 p.m., units responded the 900 block of East West Highway for the report of a robbery. It was determined that the robbery of a delivery driver had actually taken place in the 1200 block of Myrtle Avenue. Through translation assistance, it was determined that the victim was making a food delivery. Upon exiting his vehicle, the victim was approached by two black males who demanded his money and choked him. The suspects obtained property and fled with the victim’s vehicle. Through investigation, it was determined that this incident was related to other incidents across jurisdictional boundaries, and thus, the City of Takoma Park worked together with Montgomery County, Prince George’s County and the District of Columbia to locate the suspect.

On February 8, 2008, members of the Prince George’s County Police Department, District 1 Robbery Suppression Team, was able to initiate surveillance on the suspect vehicle. During surveillance, Corriea, and two unknown suspects, attempted to rob another delivery person. Corriea was arrested by Prince George’s County Police and charged accordingly. The City of Takoma Park Police Department, through investigation, filed and served warrants on Corriea for the robbery that took place on February 7, 2008, in the 1200 block of Myrtle Avenue.

The City of Takoma Park Police Department has charged Corriea with Robbery, Carjacking, First Degree Assault, Reckless Endangerment, Theft Over $500, Theft Under $500, Motor Vehicle Theft, Unauthorized Removal of Property and Conspiracy to Commit the above related offenses. Corriea is currently being held at the Prince George’s County District 1 Station.

Chief Ricucci thanks the police departments in Montgomery County, Prince George’s County and the District of Columbia for their assistance in this arrest. This is another example of multi-jurisdictional agencies working together to better serve the community.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Wright Koonce, 48, of Takoma Park, Maryland, and Pedro Mazariego, 22, of no fixed address.

On February 7th, at approximately 9:38 p.m., units responded to the 900 block of Merrimac Drive for reports of a shooting. Two adult males were shoplifting from a business and attempting to flee the location in a stolen vehicle. Koonce had been inside the business and then exited and waited outside in his vehicle. As the two subjects exited the business, they jumped into a vehicle that had been running with the doors open and tried to flee. The driver, later identified as Mazariego, was blocked by Koonce’s vehicle. Koonce began shooting at Mazariego and another subject. Mazariego fled the scene in the stolen vehicle, which was later located in the 1500 block of University Boulevard. Koonce also fled the scene before police arrival. Shortly after, Mazariego requested medical attention for a single gunshot wound to his lower leg. Mazariego was transported to Prince George’s Hospital Center where he was treated. Through investigation, the Takoma Park Police worked with the business owner to isolate the video surveillance at the location. That video surveillance captured the tag number of the stolen vehicle as well as that of Koonce's vehicle. That information led officers to Koonce’s residence in the 7700 block of Maple Avenue where his van was impounded and he was taken into custody without incident and transported to the Montgomery County Central Processing Unit.

The stolen vehicle was seized by police and transported for evidence. The weapon was also recovered at Koonce's residence.

Mazariego was released from the hospital and transported to the Takoma Park Police Department for interview and later transported to the Montgomery County Central Processing Unit.

Mazariego was charged with Unauthorized Removal of Property, Motor Vehicle Theft, Theft over $500 and Theft under $500. Koonce was charged with First Degree Assault, Reckless Endangerment and Possession of a handgun by a prohibited person.

Chief Ricucci once again commends the business owner for the surveillance cameras used to assist in this investigation. This results in another successful partnership between business owners and the police department.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Christopher Lawson, 33, of Takoma Park, Maryland, for Possession of a Firearm after conviction of a felony (2 counts); Obliterating the identification number of a firearm; Possession of a short-barreled shotgun; Possession of a regulated firearm; Possession of Drug Paraphernalia (2 counts); Possession of marijuana; Possession of bullet proof body armor after previous conviction of drug trafficking; and Possession of a Firearm after having been convicted of a violation classified as a felony in the State of Maryland.

On February 6th, at approximately 11:00 p.m., units responded to the 7200 block of Flower Avenue for reports of a domestic disturbance. Upon arrival, the suspect was not on the scene. Continuing investigation led officers to the 7800 block of Carroll Avenue where Lawson was determined to reside. Officers came into contact with Lawson and recovered a large knife. The Tactical Enforcement Unit (TEU) assumed the investigation at the residence which resulted in the application and execution of a search and seizure warrant. As a result of the search warrant, officers recovered a loaded handgun, a short-barreled sawed-off shotgun, and ammunition for both weapons, as well as other assorted ammunition. Also recovered was a scale, ballistic vest, drug paraphernalia and marijuana. Lawson was transported to the Montgomery County Central Processing Unit where he appeared before a District Court Commissioner and is being held on $100,000.00 bond.

Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Maximillano Vasquez-Munos, 18, of Hyattsville, Maryland, for Auto Theft, Unauthorized Removal of Property and Theft under $500.00.

On February 6th, at approximately 6:28 p.m., units responded to the Washington Adventist Hospital (WAH) for reports of a stolen auto that had just occurred. The Takoma Park Police Tactical Enforcement Unit (TEU) worked with the WAH staff to isolate the video surveillance at the hospital. That surveillance video showed Vasquez-Munos exiting the hospital and entering the victim’s vehicle, which was parked at the WAH entrance. Vasquez-Munos fled with the vehicle towards Sligo Creek Parkway. Detective Andrew John applied for the proper arrest warrants.

At approximately 9:30 p.m., Detective John was notified by the Hyattsville City Police Department that Vasquez-Munos had returned to his residence and barricaded himself inside. Hyattsville City Police also had outstanding warrants for Vasquez-Munos based on a prior incident. Hyattsville City Police called in their Emergency Response Team (ERT) and Vasquez-Munos was taken into custody without incident and arrested. He was also served with the warrants for Takoma Park. The stolen vehicle was recovered.

Chief Ricucci is pleased to announce that the department’s membership application for MAGLOCLEN (Middle Atlantic-Great Lakes Organized Crime Law Enforcement Network) has been approved. MAGLOCLEN is made up of police departments throughout the east coast who share data on criminals with interstate activities. MAGLOCLEN also provides training, equipment, funds and valuable criminal information. Chief Ricucci sees this as another tool in reducing crime in our community.

COMMUNITY ADVISORY - Copper Theft

Crime Alert: Theft of Copper

Recently, Takoma Park has experienced an increase in the theft of copper. Residential theft of gutters and downspouts are the targets. In several Montgomery County cases not only were gutters and downspouts taken, but cable wiring, lawn ornaments, and copper wiring as well. Copper is extremely popular for its value and the ability to recycle and sell the material on the black market.

The latest incidents occurred at the 900 block of Anne Street, Tuesday, January 22nd between 12:00 p.m. and 1:00 p.m. and the 20th block of Philadelphia Avenue (unknown date and time).

***Suspects seen***

· A white and blue van drove by victim’s house, stopped and backed up in front of home. The suspect grabbed a rake from the rear of the residence and pretended to rake leaves. Suspect then grabbed copper gutters, placed them in vehicle and fled. Suspect: H/M, 50-65 years of age, 5’08”, beard.

· A witness in Chevy Chase saw a white male removing a downspout from a house. The man put the downspout into a white, 1996 Buick Regal with a Maryland tag.

Robbery: A strong arm robbery occurred in the 6300 block of Kansas Lane, Tuesday, January 29, 2008, at 7:35 p.m. Suspects posed as customers for a delivery order from Wah Lock Restaurant. Suspects demanded money as victim approached building to make delivery. Suspects: Three (3) black males.

Vandalism to motor vehicles in the 7300 block of Takoma Avenue, Saturday, January 26, 2008. Several vehicles had windows shot out with a BB gun.

Stolen Vehicle: 2005 Dodge Caravan (attempt). 7000 block of Carroll Avenue on Thursday, January 24, 2008.

Residential Burglary: 7200 block of Flower Avenue, Monday, January 28, 2008, between 1:30 p.m. and 1:37 p.m. Forced entry. Property taken.

Larceny: 7200 block of Carroll Avenue, Citgo Gas Station, Wednesday, January 30, 2008, at 10:22 a.m. Suspect obtained gasoline, went inside to pay and credit card was rejected. Suspect told victim she would retrieve cash from vehicle, but fled location. Adult female suspect identified.

Assault/Attempted Abduction: 1300 block of University Blvd., Tuesday, January 29, 2008, at 7:30 a.m. Suspect attempted to abduct victim by forcing her onto the ground and assaulting her with a baseball bat. A 44 year old male was arrested. Please review Police Bulletin for further details.

Commercial Burglary: 6800 block of New Hampshire Avenue, Country Chicken, between Sunday, January 27, 2008, at 9:30 p.m. and Monday, January 28, 2008, at 5:32 a.m. Forced entry. Nothing taken.

Between January 25 at 6:00 am and January 26 at 10:15 am, eight vehicles were vandalized. One in the 7300 block, one in the 7600 block, one in the 7700 block and three in the 7900 block of Takoma Avenue, and one in the 500 block of Albany Avenue. Between January 27 at 10:30 pm and January 28 at 5:32 am in the 6800 block of New Hampshire Avenue, a commercial burglary occurred. A car battery was thrown through the front door window. Property was taken. 08005465

On January 28, between 1:30 pm and 1:57 pm in the 7200 block of Flower Avenue, a residential burglary occurred. Entry to the home was gained through an unlocked window in the basement. 08005552

On January 29 between 8:30 pm and 9:30 pm in the 1300 block of University Blvd., 2003 Dodge Ram pickup was stolen by unknown means. 08005866

On January 29, at 8:50 pm in the 6400 block of Kansas Lane, a strong arm robbery occurred. An adult male delivering carry out food was approached by three subjects who demanded his money and property. They fled on foot after the victim complied. He was not injured. The subjects were described as black males. One was about 6'4 and the other two were 5'5 to 5'7, all in there early to mid 20's. No further description was given. 08005868

On January 28 at 9:32 pm in the 1000 block of Anne Street, an adult male was arrested and charged with possession of CDS. 08005642

On January 29 at 4:27 pm in the 7600 block of Carroll Avenue, an adult male was arrested on an open warrant for unauthorized use of a motor vehicle. 08005818

On January 30 at approximately 7:00 pm in the 6800 block of New Hampshire Avenue, an adult male was arrested and charged with attempted homicide, 1st degree assault, kidnapping and reckless endangerment. The subject tried to force an adult female into his truck while beating her with a bat on January 29 at 7:30 am in the 1300 block of University Blvd. The victim who had been waiting for a ride to work, was transported to a hospital for treatment of her injuries. 08005719
