Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Richard Manning Miller, 44, of the 4200 block of 58th Avenue in Bladensburg, Maryland, for the assault and attempted abduction that occurred on the morning of January 29, 2008.
During the afternoon of January 30, 2008, detectives received several phone calls with tips on the truck. One tip led detectives to a trucking company who sub-leased the suspect vehicle to Miller. Surveillance was put into place and Miller was apprehended without incident in the 6800 block of New Hampshire Avenue, Takoma Park, Maryland, and transported to the Takoma Park Police Station. While detectives were interviewing Miller, members of the Tactical Enforcement Unit (TEU) and Criminal Investigations Division (CID) executed a search warrant of Miller’s truck and residence, which produced evidence linking Miller to the crime. Miller is charged with Attempted Murder and Kidnapping, First Degree Assault and Reckless Endangerment and is being held without bond at the Montgomery County Detention Center. Other charges may follow.
Chief Ricucci would like to thank the media for their outstanding and continuing coverage of the surveillance video, as well as the public who called in many tips which led detectives to the suspect vehicle and ultimately Miller. He would also like to thank Pollo Campero for the surveillance videos that made it possible to garner the public’s assistance in locating the suspect. Chief Ricucci is proud of both his TEU and CID units, as well as patrol officers, for their outstanding follow through and determination to bring closure to this crime for this young victim. This entire investigation was a joint effort between the police department, the media and the public which resulted in a successful arrest to a horrendous crime.

Units arrived to find a 27 year old female victim had been assaulted in an attempted abduction. The victim was taken to MedStar Washington Hospital Center with non-threatening injuries. Through investigation of a video surveillance camera by the Takoma Park Police Department, the victim appeared to have been waiting for a ride in front of the 1300 block of University Boulevard when the suspect approached, assaulted her and then grabbed her and tried to pull her into the back of his truck. The victim resisted and fled. The video surveillance captured the actual assault and attempted abduction. Investigators are currently enhancing the video to be made available to the media outlets. The suspect is described as a black male, wearing a white t-shirt with a long sleeve black shirt underneath and long blue or gray jean shorts and white calf-length socks. The vehicle is described as a white delivery-style truck with black lettering on the front driver and passenger side doors and a rear sliding door. On January 7 at 10:14 am in the 8300 block of Roanoke Avenue, two juvenile males were arrested for Vehicle Theft, Unauthorized Use of a Motor Vehicle, and Theft over $500 after they attempted to flee from a vehicle that was stolen from Montgomery County. A third juvenile male later turned him self in to police and was charged with the same offenses. 08001202
On January 9 at 10:14 am in the 1000 block of New Hampshire Avenue, a citizen robbery occurred. The juvenile victim was assaulted by the known suspect and a video game was taken. On January 18 at 10:08 pm in the 900 block of University Blvd., a strong arm robbery occurred. An adult female was walking to her car when two subjects approached her. One subject who was carrying a stick grabbed the victim’s purse and tried to pull it off her shoulder. The victim struggled to hold onto her purse for a moment, then let it go. The subjects fled on foot. The victim was not injured. The subjects were described as Hispanic males. Suspect one was 5'6", stocky build, wearing a dark jacket, with long dark hair on top of his head and shaved sides. Suspect two was 5'9", thin build, wearing a brown jacket.

On January 20 at 3:25pm in the 6400 block of New Hampshire Avenue, a theft from auto occurred. While an adult female was paying for gas inside a gas station, her purse was stolen from the passenger seat of her car, which was parked at a pump. A female was seen reaching in through an open window and taking the purse. The thief was described as black, wearing a white scarf with prints and was seen leaving in a blue vehicle. 08004026

Message from the Chief of Police
Police officials were alerted to the report of a suspicious white van possibly following children from their bus stop in the area of 4th and Orchard Avenue. As a result of this alert, investigators with the Tactical Enforcement Unit (TEU) were assigned to monitor this area in a covert capacity. As of this date, investigators have observed several vehicles matching the above description; however, the occupants did not match those provided by previous witnesses. The vehicles observed are associated with a local contractor and not suspected of any suspicious or illegal activity. These vehicles were driving through the area to and from their work sites. Investigators will continue to monitor this area in the future. Citizens observing any suspicious activity in this area or surrounding neighborhoods are encouraged to contact the Takoma Park Police Department at 301-270-1100.

FOR IMMEDIATE RELEASE
On January 23, 2008, at approximately 6:19 p.m., members of the Takoma Park Criminal Investigations Division (CID) and Tactical Enforcement Unit (TEU), and the Metropolitan Police Department (MPD) Vice Unit, as well as officers from the MPD 4th District, executed a search warrant on a residence in the 8300 block of Roanoke Avenue. The Takoma Park Police Department had previously been contacted by an investigator of the MPD Vice Unit with regard to a prior traffic stop and a search of the vehicle that revealed the driver was in possession of a large quantity of Controlled Dangerous Substance (CDS). Based on that information, the warrant was executed, as stated, and entry was made by the Montgomery County Police Swat Team without incident. As a result of the execution of the search warrant, Emidore Nikol, 19, of Takoma Park, Maryland, was arrested and charged with two counts of Possession of Marijuana, one count of Possession of CDS/Cocaine and one count of Possession of CDS Paraphernalia. Following an appearance before the District Court Commissioner, Nikol was released on his own recognizance. This arrest is a wonderful example of the teamwork involving multiple jurisdictions.
Introduction of New Crime Analyst
The Chief is proud to introduce one of the newest members of the Takoma Park Police Department Criminal Investigations Division (CID), Ms. Kyleen Luy, who is the new Crime Analyst. A Crime Analyst studies criminal incidents in order to assist in identifying crime patterns, crime trends and crime problems. This identification not only assists our department, but other police agencies as well, in order to develop tactics and strategies to solve patterns, trends and problems. Ms. Luy will be able to forecast future occurrences in a crime series, so that an attempt to apprehend the offender can occur immediately; research modus operandi (MO) and characteristics of known offenders to determine who may have committed a crime or a crime series; as well as providing database querying, statistics and other types of law enforcement information, on demand. Ms. Luy will be working in conjunction with Montgomery County, Prince George’s County and the District of Columbia sharing statistics and information as criminals know no boundaries. Ms. Luy has already proven to be quite proficient in her new capacity and the Chief is very pleased with her addition to our police staff. I am pleased to announce that the Metropolitan Police Chief, Cathy Lanier, has promoted Linda F. Brown to Commander of the Fourth District. I met with Commander Brown today and we look forward to working together on issues of mutual concern. We both want to do what is best for our Takoma Park residents, regardless of which jurisdiction they reside in. Our joint program of Partners on Patrol continues to work well.

On January 17, 2008, units responded to the 300 block of Elm Avenue for reports of a burglary that occurred between approximately 8:30 and 11:30 a.m. Entry was made into the residence through a right side basement level window that was broken out. An adult female was inside a gas station when she saw a subject enter her unlocked vehicle, which was parked at a pump, and remove her purse. An adult female entered her car after pumping gas and noticed that her purse which had been on the passenger seat, was gone and the passenger door, which had been left unlocked, was ajar. On January 13, between 3:30 pm and 6:47 pm in the 7100 block of Sycamore Avenue, a residential burglary occurred. A glass pane in a kitchen door was broken, which allowed the burglar to reach in and unlock the door with the key that had been left in the lock . Property was taken. 08002633
On January 14 at 7:00 pm in the 7600 block of New Hampshire Avenue, an armed robbery occurred. Two subjects entered a store, spoke briefly with employees and then physically attacked the two employees, an adult female and adult male. One of the subjects picked up a pair of scissors and threatened the female employee while demanding she open the register. The subjects fled before taking anything, after one employee set off an alarm. The victims were slightly injured. The subjects were described as white Hispanic males, approximately 25 years old. One was 6', 180 lbs., had long side burns and a large scar on the left side of his neck, wearing a blue hooded coat. The second was 5'10", 180 lbs., wearing a grey jacket and a yellow hat. 08002852

On January 16, 2008, at approximately 9:55 a.m., Takoma Park Police Units responded to the 700 block of Devonshire Avenue for reports of a burglary in progress. Units arrived to find the suspect fleeing the area. The suspect was later apprehended in the 900 block of Glaizewood Avenue. Terrance Buchanan, 18, of Silver Spring, Maryland, was charged with First Degree Burglary, Second Degree Burglary, Trespassing and Destruction of Property. Buchanan was transported to the Montgomery County Detention Center where he is currently being held.
Chief Ricucci wants to thank an alert citizen who spotted the suspect in the area and reported it immediately to the police department. The Chief praises the teamwork of Patrol Team 2 supervised by Sgt. Gilbert. The Criminal Investigations Division will be following this incident up in relation to the series of burglaries occurring in the City.
BURGLARY PREVENTION TIPS:
Burglary is an opportunist crime. A burglar will select his target because it offers him the best opportunity to carry out his crime undetected and with the fewest number of obstacles in his way. A home that presents itself as insecure is far more likely to be targeted than one which is properly secured. Please review the following in order to protect your home and your valuables:
1. The MOST important thing YOU can do is CALL THE POLICE to report a CRIME or any SUSPICIOUS activity. You have to be the eyes of your neighborhood. And remember you can always remain a pair of anonymous eyes! Report burglaries immediately!
2. Do not touch anything or clean up until the police have inspected for evidence. If you have not checked your house, let the police check it for you. Leave the house and call the police.
3. It’s important to keep a list of serial numbers and/or receipts of all electronic equipment, i.e., televisions, stereos, cell phones, iPods, computers, as well as a list of items that are easily sold or pawned, i.e., jewelry, collectibles. Photographs or video tapes are always useful to keep a record of what you own (and insurance companies would also find this useful and convenient). Update your list periodically and do not leave it in the residence, if possible. Use an engraving pen to write your current driver's license number on your property. Burglars don't want marked merchandise.
4. Make it time-consuming for a burglar to break into your home - secure your residence! Sometimes installing deadbolt locks on all exterior doors or windows will deter a criminal; they don’t want to spend too much time in one place. Check and double-check that all doors and windows are shut and locked before you leave the house; even if you are leaving for a short period of time.
5. Display "Beware" signs. If you have a dog or an alarm system, put up signs that say you do. They do deter thieves.
6. When you leave your residence, do not leave valuables in plain sight. For instance, if your dining room table is within view of a window, don’t leave a laptop computer sitting there. When possible, pull shades or curtains so that property cannot be seen from outside the residence.
7. Be one step ahead of the burglar – case your own home and look for easy ways into your home and then take appropriate measures to correct it.
8. A big problem in our City is citizens not calling the police. If you see someone suspicious who does not belong in your neighborhood, call the police. If you see a suspicious vehicle, call the police. Write down the license plates of any suspicious vehicles. Write down a description of any suspicious persons. You can never be too careful. A lack of information on suspects can hinder an investigation.
9. Burglars in most instances will case a neighborhood or the routine of residents. Every once in a while, leave at a different time. Change your routine to throw the burglar off. If you are not consistent, how can they be?
10. Burglars know where to look for hidden keys. Do not leave one.
These tips are not intended to scare or frighten anyone, however, crime is a fact of life everywhere. As partners, we can discourage criminals from targeting certain areas. We can make it hard for them.
The Takoma Park Police Department currently has a task force in place made up of a Crime Analyst, detectives and patrol officers. In the past six weeks, we have seen a difference. We are committed to reducing the amount of crime in Takoma Park. Since beginning the new task force near Metro, we have seen a reduction in crime in that area.

Residential Burglaries
**Chief Ricucci would like the community to be aware that he has a special detail working on the residential burglaries, referenced herein, in both uniform and plainclothes. The Chief will be holding a meeting with the residential community very shortly.**
Over the last 90 days, five residential burglaries or attempts occurred in the area of Sycamore Avenue and Woodland Avenue. Method of entry consists of prying or breaking rear and side windows, or gaining access through open windows. Items taken include: digital camera, DVD player, computer, Ipod, and cash.

No suspects seen in burglaries. However, the 7000th block of Woodland Ave was checked on Friday, December 28, 2007, at 5:36 p.m. after a witness observed a black male, 5’10” – 5’11,” wearing a black jacket and hat hiding in bushes between two homes.

On January 9, 2008, at approximately 10:00 a.m., a Takoma Park Police Officer responded to the Takoma Park Police Station for the report of an assault. He was met by the juvenile victim and his father. The victim was waiting at the bus stop in the 7000 block of New Hampshire Avenue at approximately 7:30 a.m. when he was approached by the juvenile suspect. The suspect engaged the victim in a conversation and then grabbed his property and began running down New Hampshire Avenue towards a black Jeep. The victim followed the suspect and attempted to retrieve his property when he was assaulted. The suspect then fled in a black Jeep. The victim knew the identification of the suspect which led to the suspect’s arrest at approximately 12:22 p.m. The suspect was charged with Strong-armed robbery, 2nd Degree Assault, Theft Under $500 and Destruction of Property. The suspect was released to the custody of his guardian.

On December 28, between 5:00 am and 6:00 pm in the 8400 block of Flower Avenue, a residential burglary occurred. It is unknown how entry was gained. Property was taken. 070419982
Between December 27 at 8:15 pm and December 28 at 8:40 am in the 1100 block of Linden Avenue a vandalism to and theft from auto occurred. A window of the 1999 Acura TL was smashed and the air bags stolen. 07074075
Between December 26 at 10:30 am and December 29 at 3:00 pm in the 7000 block of Woodland Avenue, a residential burglary occurred. A window was pried open. Property was taken. 07074358
On December 28 at 5:45 pm in the 1000 block of University Blvd., an armed robbery occurred. An adult male was returning to his parked car when he was approached by one subject who threatened him with a gun, demanded money, then searched his pockets. The subject found the victim’s wallet and fled in a blue four-door vehicle with tinted windows being driven by a second subject. The victim was not injured. The first subject was described as a black male, 22-26 years old, black hair, thin build wearing a black hooded sweatshirt and black jeans. The second subject was described as a black male, 22-26 years old with no further description given. 07074185
Between December 29 at 10:00 pm and December 31 at 7:56 am in the 900 block of Davis Avenue, a vandalism to and theft from auto occurred. A window of the 2005 Pontiac Trans Sport was smashed and property was taken. 07074627
Between December 27 at 8:30 pm and December 31 at 6:15 am in the 7700 block of Maple Avenue, an auto theft was attempted. Entry to the 1987 BMW was gained through an unlocked door. The ignition was damaged. 08000122
On January 1 at 6:44pm in the 1300 block of University Blvd., an armed robbery occurred. A subject entered the store, passed a threatening note demanding money to one of the two female employees while implying he had a gun. The subject fled after he took cash out of the register. No one was injured. The subject was described as a black male, late 20's to early 30's, wearing a dark hooded jacket and blue jeans. 08000137
Between December 31 at 5:00 pm and January 2 at 6:00 am in the 6900 block of Laurel Avenue, a commercial burglary occurred. A rear door in the basement was forced open. No property was reported stolen. 08000232
Between December 27 at 11:00 pm and January 2 at 3:00 pm in the 900 block of Larch Avenue, a vandalism to and theft from auto occurred. A window of the 1998 Mazda Protégé was smashed. Property was stolen. 08000299
On January 2, between 7:30 am and 6:00 pm in the 7500 block of Jackson Avenue, a residential burglary occurred. Entry was gained through an unlocked window. Property was taken. 08000344

On December 31 at 3:18 am in the 7100 block of New Hampshire Avenue, an adult male was arrested and charged with driving under the influence of alcohol, driving while impaired by alcohol and several traffic related offenses. 07074568
On January 2 at 9:50 pm in the 7800 block of Kennewick Avenue, an adult male was arrested and charged with possession of CDS. 08000398
