Chief Ronald A. Ricucci from the Takoma Park Police Department announced the arrest of Marcel Fred Johnson, 17, of Washington, D.C., and Louis Hassan Black, 17, of Washington, D.C., on October 29, 2007. On October 29th, the Tactical Enforcement Unit (TEU) was continuing a Robbery Suppression Detail in the area of Old Town Takoma Park and Montgomery College. At approximately 8:15 p.m., Detective Black observed two suspicious subjects walking in the 7500 block of Takoma Avenue, Takoma Park, Maryland. Immediately after observing the subjects, a look-out was broadcasted for the report of a robbery which had just occurred in the 7600 block of Takoma Avenue. Detective Black immediately detained the subjects. Preliminary investigation revealed that the victim of the robbery was approached from behind, forced to the ground, beat, kicked and punched. The suspects also implied a weapon, placing it in the victim’s face and threatening to use it if the victim did not produce funds. The victim’s PDA/smart phone and currency was taken during the robbery. The victim positively identified both suspects in a show-up. The victim’s property was also recovered from the suspects.

Both suspects were arrested without incident and transported to the Montgomery County Detention Center, where they are charged with Armed Robbery, 1st Degree Assault, 2nd Degree Assault, False Imprisonment, Theft under $500, Theft over $500, and Conspiracy to Commit all of the above charges. Both are juveniles who are being charged as adults. Both are currently being held on $150K bond each at the Montgomery County Detention Center.

On October 20 at 11:53 pm at the intersection of Maple Avenue and Tulip Avenue, an armed robbery occurred. An adult male and female were approached by three subjects in a white Jeep Cherokee. Two subjects exited the vehicle and demanded the victims hand over their wallets. One subject displayed a silver handgun. The other searched the male’s pockets, removed his property, then took the female’s cell phone before fleeing in the Cherokee. The victims were not injured. A witness provided a tag number which was traced to a vehicle that was later found to have been stolen in D.C. The subjects were described as black males, one wearing a grey jacket, a second wearing a white tee shirt. No further description was given. 07059114

On October 20 at 7:30 pm, in the 7300 block of New Hampshire Avenue, a strong arm robbery was attempted. A male juvenile got into an elevator with four to five subjects. One subject attempted to grab the victim’s Ipod and when the victim pulled it back, the subject punched him in the face. The victim immediately fled the elevator. He was slightly injured. The subject was described as a black male, 16-18 years old. No further description was given. 07059243

On October 22, between 8:30 am and 9:00 pm in the7000 block of Sycamore Avenue, a residential burglary occurred. Entry was gained through an unlocked window. Property was taken. 07059644

Between October 20 at 10:30 pm and October 21 at 1:00 pm at the intersection of Roanoke and Houston Avenues, a 1997 Honda Accord was stolen by unknown means. 07059357

On October 22 at 9:02 pm in the 7100 block of Maple Avenue, an armed robbery occurred. An adult male was approached by three subjects while walking. One of the subjects stuck an unknown object in the victim’s side. The subjects then took the victim's wallet and cellular phone. The subjects fled on foot. The victim was not injured. The subjects were described as black males. The first was140-150lbs., wearing dark clothing, long sleeve shirt and gloves. The second subject was 5'7", 180-200lbs, also wearing dark clothing, long sleeved shirt, gloves and mask. The third subject was 5'11", 250-280 lbs., also wearing dark clothing. 07059639

On October 22 at 10:24 pm in the 6600 block of Eastern Avenue, an armed robbery occurred. A restaurant employee was delivering pizzas to this location when he was approached by a subject in front of the residence who paid for the pizzas then called for two other suspects who were waiting around the corner. The two subjects walked over to the victim and displayed handguns, pointing them at the victim. The suspects punched the victim in the stomach and took the victim's wallet , cash and the pizzas and fled on foot. The victim was not injured. The description of the subjects given by this victim was the same as in the previous case. It was determined that the cell phone taken from the female victim in the above case was used to call in the order the pizza in this case. 07059678.


Between October 23 at 10:31 am and October 25 at 10:32 am in the 100 block of Lee Avenue, a 2001 Honda Civic was stolen by unknown means. 07060218

On October 25, between 1:30 pm and 11:30 pm, in the 6700 block of Gude Avenue a residential Burglary occurred. It is unknown how entry was gained. However a window had been left open and a kitchen door had been left unlocked. Property was taken. 07060382.


Arrests:

On October 20 at 5:50 pm at the intersection of Lockney and Kirklyn Avenues, a male juvenile was arrested and charged with larceny from auto - theft under $500. 07059224

On October 23 at 6:00 pm in the 6400 New Hampshire Avenue, an adult male was arrested on an open warrant for violation of a court order. 07059673

On October 25 at 5:00 pm in the 7500 block of Maple Avenue, an adult male was arrested on an open warrant for failure to appear in court on a charge of driving with a suspended license. 07060277

Recently, the City of Takoma Park has experienced a spike in street robberies, occurring in the areas near and around Takoma Old Town, Takoma Metro Stations and the Takoma/Langley areas. Citizens are being accosted by suspects while walking to and from the Takoma Metro and in the Langley Park area.

Since August, there have been sixteen armed, strong arm and attempted strong arm robberies in the City of Takoma Park. As a result of the spike in citizen robberies, the agency initiated a plainclothes robbery detail, with the goal of locating, identifying, arresting and prosecuting subjects associated with the crime of robbery.

The detail entails using members from the newly formed Takoma Park Police Department Tactical Enforcement Unit, Uniformed Patrol Officers, Criminal Investigators and members of the Washington Metro Transit Authority Police and the DC Metropolitan Police Department, who are experiencing the same incidents.

The Officers are conducting mobile and foot surveillance along the feeder streets of the Takoma Metro Station, Old Town Takoma Park and Montgomery College. Officers are also focusing on the areas along the Takoma/Langley Crossroads Corridor, utilizing high visibility proactive policing patrols. As a result of the detail, individuals of interest have been identified and a vehicle used in at least one of the robberies has been recovered by the Takoma Park Police Department. It will forensically be examined for any evidence that might identify persons involved in the robberies being committed in Takoma Park, District of Columbia, Prince George’s and Montgomery Counties.

Some safety tips the Takoma Park Police want citizens to know and how they can protect themselves while walking throughout the community.

Safety is everyone’s responsibility. Most criminals look for convenient and what they perceive as “easy” prey. There are some common sense precautions you can take to minimize the risk of being robbed.

If you must walk alone at night, walk in highly visible, well lighted areas.

Always be alert and aware of your surroundings. As you walk, look around you. Scan the area.

Do not allow yourself to be distracted by using a cell phone or head phones.

Walk purposefully and look confident. Keep your head up.

If you see an individual, a group or a parked vehicle that looks suspicious or causes you concern, keep your distance. Take another route or ask for help.

Do not walk close to shrubbery, doorways or cars where someone can easily hide.

Hide your valuables. Don’t flash jewelry or other expensive belongings. Keep any bag or purse close to your body, preferably in front.

Try to limit your use of ATM machines to daytime, avoiding those that are out of the way and as always, be aware of your surroundings.

If you think you are being followed, quickly change directions and if possible go to a location where there are other people that can help you.

If an unknown vehicle approaches you, immediately change directions.

If you do find yourself being robbed, avoid being injured by giving the robber what they want.

Don’t attempt to resist or attack the subject.

If possible, try to note details that will help in catching the suspect, such as race, hair, facial features, height, weight, build, clothing and vehicle and tag information.

Call police immediately (301.270.1100) or “911" and stay in a safe place nearby until they arrive.

It is believed that the burglary occurred between the hours of 1:30 p.m. and 11:30 p.m. The suspect(s) gained entry to the victims’ residence by unknown means. Property was taken. Strong Armed Robbery (handgun used)

On October 21st at approximately 9:53 p.m., units responded to the intersection of Maple Avenue and Tulip Avenue for reports of a strong armed robbery. The victims were sitting outside their vehicle when a white Jeep Cherokee pulled along side of them. One suspect exited the vehicle with a silver semi-automatic handgun and demanded property. The second suspect acted as a “look out.” The victims complied with the demands and the suspects re-entered the white Jeep Cherokee and fled down Maple Avenue toward Philadelphia Avenue. A tag number was given by the victim. It was learned that the vehicle was stolen and used in another robbery in Olney, Maryland. Investigation continues by TPPD under case #07059114. COMMUNITY ADVISORY

Assault and Attempted Strong Armed Robbery

On October 20th at approximately 7:30 p.m., units responded to the 7300 block of New Hampshire Avenue for reports of an assault and attempted strong armed robbery. The victim was in the lobby of an apartment building, and upon entering an elevator, four to five black males between the ages of 16 and 18 entered at the same time. While in the elevator, one of the suspects attempted to take the victim’s property without success. The suspect hit the victim in the face and the victim was able to leave the elevator without further altercation. The victim indicated that only the one suspect participated in the attempted armed robbery and assault. The suspect was described as a black male, 16-18 years of age, approximately 5’8 - 5’10, 140-150 lbs, dark complexion, wearing a red t-shirt, blue jeans and a black vest. On October 16 at 8:58 pm in the 7600 block of Takoma Avenue, a Strong Arm Robbery occurred. The adult male victim was approached from behind by two Black Males. One subject grabbed the victim from behind and covered his mouth to prevent him from screaming. The second subject pulled an unknown object from under his shirt and demanded property from the victim. The subjects obtained the victim’s backpack and fled on foot. The victim was not injured. The victim could not provide any additional information about the subjects. 07058375

On October 18, 10:30 pm in the 400 block of Elm Avenue, a 2002 Dodge Caravan was stolen by unknown means. 07058684

On October 18 at 9:38 pm in the 1000 block of Anne Street, a Strong Arm Robbery occurred. The adult male victim was approached from behind by two Hispanic Males. One subject grabbed the victim from behind while the second suspect raffled through his pockets, removing his cash and cellular telephone. After obtaining the victims’ property they fled on foot. The victim was not injured. The subjects were described as Hispanic Males, wearing dark clothing The subject who grabbed the victim was about 5'-10", wearing a black and white stripped shirt with a white ball cap. The second subject was 5'-07", wearing a blue shirt and black jeans. No further description was given. 07058836

On October 18 at 11:30 pm in the 7300 block of Takoma Avenue, an armed robbery occurred. The victims, an adult female and an adult male were walking when they were approached from behind by two subjects they had just passed. The subjects accosted them and produced a dark colored handgun and demanded cash from them. After obtaining the cash the subjects demanded their cellular telephones. After obtaining the victims’ property they fled on foot. The victims were not injured. The subjects were described as black males, wearing dark clothing The subject with the gun was about 6'-05", 270lbs. The second subject was 6'-03", 180 lbs. COMMUNITY ALERT - Stolen/Recovered Auto

Stolen/Recovered Auto

On October 18th at approximately 10:30 a.m., units responded to the area of Woodland Avenue and Ethan Allen Avenue for reports of a gray van speeding through the area and striking a sign. The van ultimately crashed into a parked vehicle in the 7400 block of Jackson Avenue. Citizen’s reported that two black males exited the vehicle and fled on foot. Citizen’s also reported seeing the same two black males enter a white Jeep Cherokee, unknown year, with possible Maryland tags. It is unknown if the Jeep was already parked in the area, or if the suspects were picked up. A canvas of the area was conducted with negative results. The gray van had been stolen from the 400 block of Elm Street and contact was made with the owner. The suspects are described as two black males, 20 to 24 years old. One was described as being approximately 6’0, weighing 160 lbs, short hair with twists and wearing all black. No further identifying information was available for the second suspect. The victims were walking on Takoma Avenue towards Cleveland Avenue when they passed two black males walking in the opposite direction. Once they passed, the suspects yelled out to them and when they turned, noticed one of the suspects pointing a black handgun at them. The suspects took property and then fled towards the Takoma Metro Station. The victims were not hurt. The area was tracked with negative results. The first suspect was described as a black male, approximately 6’5, 270 lbs, wearing a blue or gray hoody. The second suspect was described as a black male, approximately 6’3, 180 lbs., wearing dark pants and a dark-colored hoody. Investigation continues by TPPD under case #07058817. On October 16th at approximately 7:45 p.m., a strong armed robbery occurred at Takoma Avenue and Buffalo Avenue. The victim was walking home from the metro when he was approached by three black males who took property and then fled down Buffalo Avenue. The victim was not hurt. The suspects were described as follows: (1) first male was heavy set weighing approximately 200+ lbs, (2) second male was approximately six feet tall, weighing approximately 160-180 lbs, and (3) the victim could not give a description of the third male. On October 10 at 10:04 pm in the 7000 block of Carroll Avenue, a strong arm robbery occurred. The victim, an adult male walked past three subjects standing at a bus stop. One subject grabbed the victim from behind and attempted to drag him toward bushes. The victim was hit several times by the subjects before he was able to break away and flee. His backpack and cell phone were taken by the subjects before they fled on foot. The victim was not injured. The subjects were described as black males from 20-25 years of age. One suspect is described as 6'-2", 160 lbs, wearing a white shirt, white doo-rag. The second suspect is described as being 5-8" to 5-9", 200+ lbs, heavy set, wearing all black clothing with an Afro hair style. No description was given for the third suspect. 07057198

FOR IMMEDIATE RELEASE

On October 8, 2007, at approximately 11:13 p.m., the Takoma Park Police Department (TPPD) responded to the 8100 block of Roanoke Avenue for a woman who advised that her boyfriend had threatened to harm her with a gun. The victim had escaped from the apartment located in the 600 block of Houston Avenue leaving the suspect inside. Additional Takoma Park Police units responded to Houston Avenue and established a perimeter and secured the building.

The victim was taken to the Takoma Park police station where she advised that the suspect had fired a semi-automatic pistol in the living room of the residence and had threatened her. Further investigation revealed that in addition to the 9mm gun, the suspect also possibly was in possession of a short-barreled shotgun within the residence.

TPPD officers spoke with the suspect through a locked door and asked him to come out and talk. He refused and, at 12:58 a.m., a request was made by TPPD officers for the services of the Montgomery County Police Emergency Response Team (ERT). Per that request, ERT responded and took over the scene.

Negotiations with the suspect and continued for over 2 ½ hours with no resolution. The suspect barricaded the front door of his residence to prevent entry. The on scene Commander, Thomas Didone of the Montgomery County Police Department, authorized the placing of an explosive device on the door to gain entry. At 5:04 a.m., the device was detonated causing a large hole in the door. Continued attempts to negotiate the suspect’s surrender were refused. It was determined at that time by members of the ERT to deploy several canisters of gas into the residence. At this point, the suspect surrendered without incident to the Montgomery County Police ERT and he was turned over to the TPPD.

The suspect was identified as Michael Sherman Walker, 38, who will be charged with Reckless Endangerment and Discharging a Weapon. Other charges may follow by TPPD detectives as the investigation continues. Bond information is not available at this time.

Chief Ronald A. Ricucci praises the rapid response of the Montgomery County Police ERT and the excellent job they did in resolving a volatile situation. This is another example of both agencies working together to better serve the community.

FOR IMMEDIATE RELEASE

Chief Ronald A. Ricucci from the Takoma Park Police Department announced the arrest of Bartolom Lazaro-Perez, a/k/a Ruben Perez-Escobar, a 28 year old male of no fixed address, on October 5, 2007. Officers were called to a residence in the 7400 block of Cedar Avenue at approximately 10:00 p.m. for reports of a burglary in progress. When they arrived, it was determined that the suspect was being held inside the residence by the victim’s neighbors. Mr. Lazaro-Perez was arrested without incident and transported to the Montgomery County Detention Center, where he was charged with 1st Degree Burglary. Lazaro-Perez is currently being held without bond at the County Detention Center.

On September 27, between 8:39 am and 4:00 pm in the 1000 block of Larch Avenue, a commercial burglary occurred. The door handle of a locked room was pried open. Property was taken. 07054607

On September 2, between 3:30 pm and 4:30 pm in the unit block of Lee Avenue, a 2000 Honda Civic was stolen by unknown means. 07054734

Between September 30 at 5:30 pm and October 1 at 8:30 am in the 7500 block of Maple Avenue, a 1996 Ford Crown Victoria was stolen by unknown means. 07055202

On October 1, between 7:15 pm and 7:25 pm in the 6800 block of New Hampshire Avenue, three vehicles, a 1997 Chrysler Sebring, a 1995 Toyota Corolla and a 2004 Dodge Dakota were vandalized. Tires on each of the vehicles were punctured. 07055325,6,7

On October 1, between 8:00 am and 5:00 pm in the unit block of Walnut Avenue, a 2000 Jeep Cherokee was stolen by unknown means. 07055398

On October 3 at 7:55 pm in the 700 block of Elm Avenue, a strong arm robbery occurred. The victim, an adult male was walking when he was approached from behind by two subjects he had just passed, standing at a bus stop. One subject put an unknown object to the victim’s neck, demanded his possessions, took his bag and removed the contents of his pockets before fleeing on foot. The victim was not injured. The subjects were described as black males 18-20 years old, wearing dark clothing. No further description was given. 07055756

Arrests:

On September 29 at 8:39 am in the 7600 block of new Hampshire, an adult male was arrested and charged with indecent exposure, possession of CDS and possession of CDS paraphernalia. 07054848

On September 29 at 5:28 pm in the 7500 block of Maple Avenue, a male juvenile was arrested and charged with conspiracy to commit theft. 07054933

On September 30 at 2:45 am in the 7200 block of Spruce Avenue, two male juveniles were arrested and charged with possession of CDS, possession of CDS paraphernalia and possession of tobacco. 07055010
