Street closures and parking restrictions are required for Takoma Park’s Independence Day parade and fireworks on Tuesday, July 4, 2006.
Parade
Beginning at about 10:00 a.m. and concluding shortly after noon, the route starts on Carroll Avenue at Ethan Allen Avenue, follows Carroll Avenue south to Maple Street, N.W., and then turns north on Maple as it comes back into Maryland until its end at Maple and Sherman Avenues.
Parade Closures
Beginning at 8:00 a.m., MD Rte. 410, (Ethan Allen and Philadelphia) will be re-routed, and several other streets will be closed. All streets, with the exception of Maple Avenue, will be re-opened after the conclusion of the parade. Maple Avenue, between Sherman Avenue and Route 410, will remain closed until 3 p.m.
Parking Restrictions
To accommodate staging, detours, and participants, parking will be restricted from 6 a.m. to 1 p.m.:
∙ Both sides of Jackson Ave., from Ethan Allen to Sligo Creek Parkway
∙ Both sides of Ritchie Ave. from Maple to Piney Branch Road
∙ Both sides of Maple Avenue from the D.C. line to Ritchie Avenue
∙ Lincoln Ave. from Jackson to Carroll (at least one side)
∙ All lots behind the Municipal Building and the City Library
∙ Grant, Lee and Sherman Avenues from Hancock to Carroll (both sides)
∙ Hancock Ave. from Grant to Sherman (both sides)
Detour
∙ Westbound Route 410 (Ethan Allen and Philadelphia Avenues) will be closed at the intersection with Jackson Avenue. Traffic will be diverted north on Jackson, and then left/west onto Lincoln Avenue. (Sligo Creek Parkway is closed due to recent storms). Vehicles may turn south at Maple Avenue to Ritchie (right/west) to Piney Branch Road and back to Hwy. 410
∙ Eastbound Route 410 will close at Piney Branch Road, following the same route in reverse: Piney Branch to Ritchie, left on Maple, right on Lincoln Ave. right on Jackson, to left on Ethan Allen. (Sligo Creek Parkway is closed due to recent storm damage.),
∙ Large trucks should use New Hampshire north, making a left onto University Boulevard and left on Piney Branch to return back to State Route 410.
Bus stops in the closed parade portion will not be usable; riders should go to the detour route or nearest bus stop outside the parade route.
Fireworks Closures
The evening of musical entertainment and fireworks takes place on the ball field at Takoma Park Middle School, 7611 Piney Branch Road, running from approximately 7:30 to 10:00 p.m.. Although the road will not be closed, traffic delays and congestion should be anticipated through 11 p.m.
Takoma Park Police remind residents that parking is extremely limited at the school. A small area will be reserved for handicapped parking. The pull-off on Piney Branch Road will be reserved for emergency vehicles. On-street parking will be restricted between 7 and 11 p.m. on Darwin, Grant, Holly and Chestnut Avenues. No parking signs will be enforced to allow for vehicle traffic on these streets.
In case of rain, the evening program will be held the next clear night.
The Law
It is illegal for any person to manufacture, possess, store, offer for sale, sell, discharge, use, burn, or explode any fireworks in Montgomery County, Maryland, except that an authorized display may be conducted by a licensed pyrotechnic professional with a permit. Penalties for violations of the law include a fine up to $1,000 and/or six months in jail.
Amnesty Program
In Montgomery County, residents may turn in fireworks without fear of being arrested or fined. Montgomery County residents desiring to take advantage of this amnesty may have illegal fireworks picked up between Saturday, June 24, 2006, Saturday and July 8, 2006 between the hours of 9 a.m. and 9 p.m. by contacting a special "fireworks hotline" operated by the Montgomery County Fire Investigations and Explosives section. The hotline phone number to participate in the amnesty program is 240.777.2454. Citizens may also call the same number or the 'Arson Tipline' at 240.777.2263 to report illegal use of fireworks in Montgomery County.
Six Flags America has partnered with the Montgomery County Fire and Rescue Service and the Prince George's County Fire and Emergency Medical Services Department with this year's program.
As an incentive to remove illegal and dangerous fireworks off the streets and encourage residents to attend a public fireworks display, those participating in this year's campaign will be eligible for FREE Six Flags America admissions coupons.
Eligibility will be based on the quantity and/or value of fireworks received by Montgomery County residents. Generally, the fireworks turned in must be equal too, or near the value of dollar amount of Six Flags America coupons. This will be at the discretion of a Montgomery County Fire and Explosive Investigator.
In partnership with Prince George's County and Six Flags America, the Montgomery County Fire and Rescue Service will again participate in an amnesty program between June 24 and July 8, 2006. For information concerning the "Fireworks Amnesty" Program call the hotline at 240.777.2454. All fireworks are illegal in Montgomery County, Prince George's County and the City of Baltimore.

On June 26 at 3:18 pm in the 1300 block of University Boulevard a forgery/counterfeit was attempted. An adult male entered a check cash business and attempted to cash a counterfeit check. An employee suspected the check was forged and notified her employer. The suspect fled before police arrived. The identity of the subject is known. 06-7555
On June 28 at 7:00 pm in the 1300 block of University Blvd., an assault occurred. An adult who was standing at a bus stop with two friends was approached by a subject who pulled a butcher knife from his pants and held it in a threatening manner toward the victim. The victim and his friends fled on foot. No one was injured. The suspect was described as a Hispanic male, late 40's, 5'6", 165 lbs., small build, dark eyes, medium complexion, black hair, wearing a cream colored shirt and blue jeans. 06-7684

One June 10 at 10:57 pm in the 700 block of Ethan Allen Avenue an adult male was arrested and charged with First Degree Murder, Attempt First Degree Murder, two counts of First Degree Assault, Use of a Handgun in Commission of a Felony and Armed Robbery. Officers responded to the area for the report of several sounds of shots fired. One victim was located on the scene and was pronounced dead. A second victim was located suffering from gun shot wounds and was transported to Washington Hospital Center where he was treated and released. 06-6716

Officers responded to Washington Adventist Hospital for the report of a person that had been stabbed. Both subjects grabbed property and fled from the scene. One suspect was described as a black male, 20's, 6-02, 190lbs, medium build, dark complexion with dreads. No physical description was provided for the second suspect. Suspect vehicle was described as white in color displaying Maryland plates. 06-6337

June 6 at 10:30 pm in the 8100 block of Carroll Avenue, a weapons discharge occurred. Investigation revealed that two gun shots were fired and a house was struck by one of the rounds. No injuries occurred as a result of this incident. No motive or suspect information is known at this time. 06-6539

Crime Reports
On May 27 at 12:10 am in the 7700 block of Maple Avenue an armed robbery occurred. An adult male was walking home when he entered his stairwell and was approached by three subjects. The victim was assaulted by the suspects and had property stolen. The victim was treated at a local hospital for minor injuries. One suspect was described as a black male, approximately 6-0, 160lbs, medium build, dark complexion, black hair with corn rows, wearing a black t-shirt and black jeans. The two other suspects are described as black males (NFD). 06-6059
On May 27 at 7:10 pm in the 6500 block of Allegheny Avenue an armed robbery occurred. Four subjects pulled up next to two adult males, got out of a silver Jeep with Virginia tags, displayed a handgun and metal baton and demanded property. After property was obtained, the suspects entered the vehicle and fled. The victims were not injured. The suspects were described as follows, S1-B/M, 18-20 yoa, 150lbs, light complexion with dark spots on face, curly hair, wearing white shirt and blue jeans, armed with a metal baton. S2-B/M, 508, 18-20 yoa, dark complexion, wearing a red/white/blue shirt, dark jeans, armed with a black handgun. S3-B/M, 5-07, 140lbs, dark complexion, wearing gray and green striped long sleeve shirt and dark jeans. S4- B/M (NFD). 06-6092
On May 28 between 2:00 pm and 2:30 pm in the 100 block of Hodges Lane an auto theft was attempted. A witness saw four subjects damage the door lock and ignition of a 2000 Plymouth Voyager. The suspects were described as four black males (NFD). 06-5952
Between May 27 and May 29 in the 7300 block of New Hampshire Avenue, a residential burglary occurred. Unknown suspects entered residence by unknown means and took property. 06-6146
On May 28 at 2:12 pm in the 7400 block of Holly Avenue, an auto theft occurred. A witness saw two subjects drive off in the 1997 Chrysler Sebring, followed by a third subject in a red Ford Taurus wagon. The subjects were described as black males with no further description given. 06-6111
On May 30 between 8:00 am and 5:45 pm in the 7500 block of Glenside Drive, a residential burglary occurred. Property was taken. 06-6224
