Grant Spending Plan Announced

The Takoma Park Police Department has been notified of an opportunity to apply for funding under the Edward Byrne Memorial Justice Assistance Grant program. The award amount set aside for this agency is $11,151, with no matching fund requirement. Funds can be used for a wide variety of projects, but not to purchase vehicles or for construction projects.

Prior to submitting an application the Law Enforcement Agency is required by grant rules to notify its governing body and the public of the projects it intends to fund under the grant.

This message is intended to serve as this notification of intent to fund the following two projects:

1) Narcotics and/or explosive detection K-9 team accessory equipment including vehicle containment unit, climate control unit, remote release unit and related modifications. Cost are estimated at $4928.00 for two units, the current strength of the Operations K-9 unit for the agency.

2) In-Car Video Cameras: The department would like to install video recording equipment into patrol vehicles, which allows video image recording of patrol officer activity and suspect stop situations. This useful tool gathers evidence, prevents or resolves complaints, and encourages professionalism. The Department is seeking to fund the needed infrastructure and a core number of units through a separate grant. In this JAG award, the department intends to partially fund the purchase of one additional unit at an estimated cost of $6223.00, with an overage in the cost amount (approximately $1000) to be taken from regular operating budget funds for the department.

Your feedback, suggestions, or questions should be directed to the department through Capt. Edward Coursey, 301/891-7105 or edwardc@takomagov.org by e-mail.

Arrest in Death Resulting from Home Burglary

Takoma Park Police have arrested an 18-year-old Washington, D.C. man on
numerous charges related to a nighttime home burglary in which a
resident died. The medical examiner has ruled that James Saloma, 62,
suffered a heart attack, aggravated by an assault, after confronting the
suspect in his Takoma Park home at about 3 a.m., March 2.

Daymon Lindsey, 18, of the 600 block of Tewkesbury Pl. NW, has been
charged with first degree homicide, armed robbery, two counts of
first-degree burglary, and assault. Police allege that during the course
of a burglary in the 7100 block of Maple Avenue, Lindsey encountered
several residents, showing a weapon and demanding property. The suspect
reportedly struck Mr. Saloma who followed the fleeing suspect through
the home.

One officer, responding to an emergency summons, found Saloma
unconscious and began CPR. Fire rescue personnel transported the victim
to the hospital, where he was pronounced dead. Death which results from
commission of a burglary classifies as a homicide.

Within five minutes of the initial call, Takoma Park officers detained
Lindsey about two blocks away from the home. He has been interviewed by
Takoma Park detectives, who brought charges late this afternoon after
consultation with the States Attorney Office. The investigation suggests
that Lindsey, acting alone, entered the home at least twice during the
night, entering through an unsecured door. Investigation continues into
possible involvement of the suspect in additional burglaries.
