On April 21 at 3:04 am in the 7400 block of New Hampshire Avenue, an adult male was arrested after a routine traffic stop when a computer check found on an open Montgomery County warrant for Failure to Appear in Court on drug charges. 05-5305

On April 24 at 1:34 am in the 6400 block of New Hampshire Avenue, an adult male was arrested and charged with two counts of Theft Under $500. 05-5435

On April 23 at 8:00 pm in the 6500 block of Cockerille Avenue, an adult male was arrested and charged with 2nd Degree Assault and two counts of Malicious Destruction of Property after officers responded to an assault in progress. 05-5428

On April 24 at 2:26 pm in the 7700 block of Maple Avenue, an adult male was arrested and charged with one count of 1st Degree Assault, two counts of 2nd Degree Assault, Resisting Arrest, Disorderly Conduct and Disturbing the Peace. He was also served with an outstanding Montgomery County Warrant for Failure to Appear in Court on a charge of Driving While Impaired. 05-5468

On April 25 at 11:04 pm in the 7600 block of New Hampshire Avenue, an adult male was arrested on an open warrant from Metro Transit Police for 2nd Degree Assault. 05-5490

On April 26 at 12:55 pm in the 7400 block of Cedar Avenue, after a routine traffic stop, an adult female was arrested on open Montgomery County Warrants for Failure to Appear in Court on separate charges of Telephone Misuse and Driving While Suspended. Several traffic citations were also issued. 05-5569

Crime Reports
On April 24 at 6:30 pm in the 7500 block of Holly Avenue, a storehouse burglary occurred. Windows were forced open in order to gain entry. Property was taken. 05-5476

On April 25, between 9:30 am and 4:30 pm in the 6700 block of Poplar Avenue, a storehouse burglary occurred. The door of the shed was pried open in order to gain entry. Property was taken. 05-5526

On April 26, between 12:30 am and 6:00 am in the 7300 block of Willow Avenue, a storehouse burglary occurred. A garage door was forced open in order to gain entry. Property was taken. 05-5554

Between April 25 at 6:30 pm and April 26 at 7:50 am in the 1300 block of Holton Lane, a commercial burglary occurred. A window pane of the rear door of the business was broken in order to gain entry. Property was taken. 05-5555

On April 26, between 8:00 am and 6:20 pm in the 6600 block of Poplar Avenue, an auto theft occurred. It is unknown what means were used to steal the 1996 Mercury Grand Marquee. 05-5587

On April 26, between 10:15 am and 7:30 pm in the 7600 block of Carroll Avenue, an auto theft was attempted. The door lock was damaged in the attempt. Property was taken. 05-5589

On April 27 at 10:00 am in the 500 block of Belford Place, a storehouse burglary occurred. An unsecured shed door was opened to gain entry. Property was taken. 05-5639

On April 28 at 10:02 pm in the unit block of Hickory Avenue, a strong arm robbery occurred. The victim, an adult male was walking with an acquaintance when they were approached by three subjects. One subject asked the acquaintance a question while another subject punched the victim, went through his pockets and removed his property. All three subjects fled on foot and were later seen entering a vehicle and fleeing the area. The victim was able to get a tag number. The victim was not injured. The suspects were described as black males, 17-25 years old, suspect one was 6', 165lbs, medium build, dark complexion, wearing a black skull cap and a white tank top. Suspect two was 6', 200lbs, medium build, dark complexion, wearing a black tee shirt. Suspect three was 5'5", 150lbs, medium build, dark complexion. 05-5688

Police to Aquire Cruiser Cameras, Evidence Equipment

The Takoma Park Police Department has been notified of an opportunity to apply for funding under the Edward Byrne Memorial Justice Assistance Grant program. The award amount set aside for this agency is $19,457, with no matching fund requirement. Funds can be used for a wide variety of projects, but not to purchase vehicles or for construction projects.

Prior to submitting an application the Law Enforcement Agency is required by grant rules to notify its governing body and the public of the projects it intends to fund under the grant. This message is intended to serve as this notification of intent to fund the following two projects:

1) Small Drying Cabinet Equipment: The department needs enhanced crime evidence processing capabilities such as cabinets in which wet items can be rendered stable through a drying process. For multiple cases, or in an extensive case, more than one cabinet would be needed. Through the JAG award, the department intends to fund a small cabinet and required accessories at an estimated cost of $5,100. The department is seeking to fund a large cabinet through a separate grant.

2) In-Car Video Cameras: The department would like to install video recording equipment into patrol vehicles, which allows video image recording of patrol officer activity and suspect stop situations. This useful tool gathers evidence, prevents or resolves complaints, and encourages professionalism. The department is seeking to fund the needed infrastructure and a core number of units through a separate grant. In this JAG award, the department intends to fund the purchase of two additional units at an estimated cost of $14,470.

The small difference between the total grant amount and items identified (approximately $400) will be covered from regular operating budget funds for the department. On April 18 at 7:17 am at the intersection of Houston Avenue and Flower Avenue, an adult male was arrested and charged with Attempted Strong Armed Robbery and 2nd Degree Assault for an incident that occurred earlier during a domestic assault. 05-5166

On April 18 at 8:11 pm in the 1300 block of University Blvd., an adult male was arrested and charged with Forgery & Uttering, Possession of CDS and Possession of CDS with Intent to Distribute. 05-5179

On April 19 at 10:35 am in the 7500 block of Maple Avenue, an adult male was arrested on an open warrant from Montgomery County for a Violation of Probation. 05-5224

Crime Reports
Between April 15 at 10:00 pm and April 18 at 1:00 pm in the 7600 block of New Hampshire Avenue, a commercial burglary occurred. A rear door of the business was forced open in order to gain entry. It is unknown if any property was taken. 05-5183

On April 16 at 9:35 pm in the 300 block of Hilltop Road, a residential burglary occurred. The homeowner entered his home through a rear door and noticed that a window pane in the front door had been broken and the door had been forced open. When the victim went to check the second floor, he encountered a subject who pushed him aside and fled. The victim was not injured. No property was taken. The suspect was described as a black male, wearing a black leather jacket and a blue bandana. 05-5102

On April 19 at 1:30 am in the 6800 block of New Hampshire Avenue, an attempted armed robbery occurred. The victim, an adult male was walking alone when he was approached by one subject who asked the victim how much money he had. The victim noticed three other subjects standing close by. As the victim attempted to walk away, he was pushed to the ground and assaulted by all the subjects who then fled on foot. No property was taken. The victim received medical attention later for non-life threatening injuries. All the suspects were described as black males, 15 - 18 years old, 5'8" to 5'10", medium build, dark complexion. The first suspect was wearing a red and grey striped shirt and blue jeans. 05-5209

Investigating Maple Avenue Report

Takoma Park Police are investigating a report by a city resident that a man attempted to entice her nine-year-old daughter into his vehicle on Maple Avenue about 6:30 p.m. Tuesday night, April 19. The girl declined and ran to her mother’s vehicle, which she saw nearby and reported the incident.

The woman followed the man’s vehicle, attempting to stop it several times and then called the police. Takoma Park and Montgomery County officers searched the Washington Beltway and I-270 for about 30 minutes for the vehicle without success.

Investigation continues, but at this time police are not terming the incident an attempt kidnapping. Investigators would like to speak to the male motorist, however, to clarify what occurred during the event in the 7600 block of Maple Avenue.

The suspect vehicle was described as a 1994 white Honda Civic EX driven by a Hispanic male in his 30s wearing an orange T-shirt and green pants.

From the Chief: 9-1-1 Calls

As you may be aware, a fire occurred April 5th destroying a home in the 6600 block of Poplar Avenue. I am pleased to report the family was not physically injured, although recovering from such a loss will be difficult. Subsequent to the fire, discussion ensued about which county’s Emergency Call Center was reached by those initially reporting the fire.

On Tuesday evening, April 12, I visited several homes in the area. Residents were gracious and concerned enough to allow me to call 9-1-1 using their home phones. I am pleased to report that in every instance my calls went directly to the Montgomery County emergency center.

Using a cell phone, however, is a different story, and I understand several of the original calls were made this way. Given your proximity to the Prince George’s County line and cell towers, a call from a cell phone most likely will go to that county’s call center. Of course, dispatch will still be made but a brief amount of time may be used in the transfer of information.

This is why the Takoma Park Police have long encouraged anyone making an emergency call for police assistance from a cell phone to dial the TPPD dispatcher directly at 301.270.1100. We recommend that you program that number into your cell phone. For fire emergency calls, the Fire Department recommends always using 9-1-1- for emergencies, whether land line or cell phone, and engines will be dispatched no matter where the call originates or is received.

Fire departments are quite different from police agencies, which have jurisdictional boundaries. Firefighters respond regularly across county boundaries and it is not unusual to have teams from more than one station respond to a fire.

On April 9 at 1:52 pm in the 1300 block of University Blvd., a male juvenile was arrested after a routine traffic stop and charged with auto theft and theft over $500 when a computer check indicated that the vehicle had been reported stolen in Virginia. 05-4653

On April 9 at 4:07 am in the 7400 block of New Hampshire Avenue, a criminal citation for Disorderly Conduct was issued to an adult female. 05-4661

On April 9 at 4:10 pm in the 7600 block of Maple Avenue, a male juvenile was arrested and charged with 2nd Degree Assault and two counts of False Statement to a Peace Officer after police responded to a call for an assault in progress. 05-4696

On April 10 at 1:58 am in the 7600 block of Piney Branch Road, four male juveniles were arrested and charged with 4th Degree Burglary and Trespassing after police responded to an alarm in the building. Two of the juveniles were also charged with Resisting Arrest 05-4736

On April 11 at 4:40 pm in the 100 block of Philadelphia Avenue, an adult male was arrested and charged with Attempted Kidnaping and two counts of 2nd Degree Assault after police received reports that a man in a public building had spoken to several juvenile females and had asked one of them to leave the building with him. None of the victims were injured. 05-4808

On April 12 at 1:00 am in the 7600 block of New Hampshire Avenue, an adult male was arrested on an open Montgomery County warrant for a felony theft charge. 05-4831

On April 13 at 10:00 pm in the 8600 block of Flower Avenue, an adult male was arrested and charged with Driving Under the Influence of Alcohol, Driving While Impaired by Alcohol and Driving without a License. 05-4940

On April 9 at 10:50 pm in the 7400 block of Maple Avenue, an armed robbery occurred. An adult male was walking alone when he noticed two subjects following him. One subject demanded money. A second subject pointed a handgun at the victim and reached into the victim's pockets, taking his property. The subjects fled on foot. The victim was not injured. The suspects were described as black males, 20-25 years old. Suspect one was 5'9", 170lbs, dark complexion, wearing a blue face mask and blue jacket. Suspect two was 5'7", 160 lbs, dark complexion, wearing a blue baseball hat, blue tee shirt with a white tee shirt under it. 05-4720

On April 10 at 2:16 am in the 8500 block of Flower Avenue, an armed robbery occurred. The victim and the three suspects were together in the victim's apartment when one of the suspects demanded the victim's wallet while implying he had a handgun. The victim handed over his wallet and the suspects fled the scene. The suspects are possibly known to the victim. 05-4737

Between April 8 at 8:00 pm and April 10 at 8:30 am in the 7300 block of New Hampshire Avenue, an auto theft occurred. It is unknown what means were used to steal the 2003 Dodge Stratus. 05-4746

Between April 8 at 6:30 pm and April 10 at 10:57 pm in the 7300 block of Garland Avenue, a residential burglary occurred. A window pane of a basement door was broken in order to gain entry. Property was taken. 05-4777

On April 12, between 6:00 pm and 9:45 pm in the unit block of Lee Avenue, an auto theft occurred. It is unknown what means were used to steal the 2000 Chrysler Voyager. 05-4899

Between April 12 at 10:00 pm and April 13 at 8:30 am in the 7600 block of New Hampshire Avenue, a commercial burglary occurred. A door was pried open in order to gain entry. Property was taken. 05-4913

Man Arrested in Kidnap Attempt

Takoma Park police have arrested a 27-year-old D.C. man on one count of attempted kidnapping and two counts of second-degree assault. The charges arose from an incident at a public building in the 100 block of Philadelphia Avenue, Takoma Park, April 11.

The man allegedly entered the building, speaking to several girls aged 10 and 11. Witnesses reported he attempted to have one girl leave with him, but she declined. Police received both telephoned and in-person reports shortly before 5 p.m. Responding patrol officers detained the man a block away, at Grant and Maple Avenues.

No physical injuries to any of the girls were reported. The man will be detained at the Montgomery County Detention Center.

Three Detained in Cedar Ave. Robbery

A man was approached by four youth in the 7100 block of Cedar Avenue at about 6:30 p.m. tonight, April 11. The juvenile suspects took property in a strong arm robbery and fled south.

Takoma Park officers located and detained three suspects, aged 15-16 years, at about 7 p.m. in the 6700 block of 5th Avenue, where they were joined by Metropolitan Police (DC) officers. Investigation of the incident will continue, but no further details are available at this time.

Saturday Night Robbery on Maple

Takoma Park Police report that an armed robbery occurred Saturday evening, April 9, shortly before 11 p.m. in the 7400 block of Maple Avenue. A man was walking north on Maple Avenue when he noticed two young men following him, one on either side of the street.

The suspects approached him and made property demands, one displaying a weapon. After taking property they walked south on Maple.

The victim, who reported no injuries, said he asked to use the cell phone of a passing pedestrian, who refused and directed him to the police station. He continued to the station. A canine track for the suspects led to the 7100 block of Maple and was lost.

The suspects are described as black males, about 20-25 years of age. One was 5'9", 170 pounds, dark-complected wearing a blue face mask and black jacket. The other suspect was 5'7", 160 pounds, dark complected wearing a blue baseball hat, blue t-shirt with a white t-shirt underneath.

Residents are cautioned to pay attention to their surroundings when walking alone a night. Reports of suspicious behaviors should be directed to Takoma Park Police at 301/270-1100.

On April 6 at 2:42 am in the 7400 block of New Hampshire Avenue, an adult male was arrested on an open warrant from Prince George's County for a 2nd Degree Assault. 05-4492

Crime Reports
On April 2, between 11:00 am and 4:38 pm on the unit block of Columbia Avenue, a residential burglary occurred. A window pane of a back door was broken in order to gain entry. No property was taken. 05-4310

On April 2 at 4:53 pm in the 7700 block of Carroll Avenue, a residential burglary occurred. An air conditioner was removed from a window in order to gain entry. Two other windows were damaged. Property was taken. 05-4312

On April 2 at 10:30 pm in the 1100 block of University Blvd., a strong armed robbery occurred. The victim, a street vendor was approached by a subject who demanded his money, then kicked and punched the victim. An off-duty officer from another jurisdiction stopped the subject who then left the scene. The victim was slightly injured. No property was taken. The identity of the subject is known. 05-4321

On April 3 at 1:00 am in the 200 block of Tulip Avenue, an auto theft was attempted. A window of the 1996 Honda Accord was broken. 05-4325

On March 25 at 9:56 am in the 900 block of Merrimac Drive, an adult male was arrested and charged with Kidnaping, False Imprisonment, 1st Degree Assault and Concealed Deadly Weapon after an adult female reported that the suspect had assaulted her and held her against her will during an incident that began earlier that day in the 7600 block of Carroll Avenue. The victim sought treatment for minor injuries later. The victim and suspect were known to each other. 05-3912

On March 26 at 1:29 am in the 6400 block of Kansas Lane, an adult male was arrested and charged with two counts of Possession of CDS, one count of Possession of CDS Paraphernalia and Driving while Suspended. 05-3954

On March 26 at 9:47 pm in the 7700 block of Maple Avenue, an adult female was arrested on an open Montgomery County warrant for Failure to Appear in Court on a charge of Driving While Suspended. 05-4000

On March 27 at 10:34 am in the 7400 block of New Hampshire Avenue, an adult male was arrested and charged with Possession of CDS Paraphernalia. 05-4045

On March 27 at 2:02 pm in the 7400 block of New Hampshire Avenue, criminal citations for Possession of Drug Paraphernalia and Trespassing were issued to two adult females. 05-4050

On March 27 at 11:08 pm in the 1100 block of University Blvd., an adult male was arrested and charged with Theft and several traffic related offenses. 05-4065

On March 30 at 1:00 pm in the 7400 block of New Hampshire Avenue, officers responded to a call for a trespassing at a business. Upon arrival, officers found a juvenile female and adult male. When an officer attempted to question the male, the subject fled in his vehicle, striking the officer with his vehicle. The male subject was arrested a short time later after driving erratically on New Hampshire Ave. and colliding with two other vehicles, then fleeing on foot. Two citizens in one of the vehicles were injured and taken to hospitals. The officer was not injured. The male subject was charged with four counts of 1st Degree Assault, Possession of CDS, Possession of CDS Paraphernalia, Possession of a Handgun, Resisting Arrest, Reckless Driving, Negligent Driving, Fleeing and Eluding and several other traffic related offenses. The juvenile female was charged with Concealed Deadly Weapon, Handgun on Person, False Statement to Police Officer and Possession of CDS. 05-4172

On March 31 at 9:47 am in the 7500 block of Maple Avenue, an adult male was on an open warrant from Montgomery County for Failure to Appear in Court on a charge of Driving while Suspended. 05-4207

Crime Reports:
On March 26 at 9:56 am in the 7600 block of Takoma Avenue, a commercial burglary occurred. Unknown suspect(s) broke an exterior window to gain entry to the building. There was additional damage inside the building. Property was taken. 05-3978

On March 26 at 8:05 pm in the 7400 block of New Hampshire Avenue, an armed robbery occurred. Two adult males were approached by two subjects they had agreed to meet earlier in a parking lot. After some conversation, one of the subjects threatened one of the victims, demanded his wallet and tried to strike him. After the subject took the victim’s wallet, he demanded the second victim’s wallet, but left the scene without taking it. One of the victims saw a handgun concealed on the first subject. The victims were not injured. The first subject was described as a black male in his 20's, 5'10", 180lbs, medium build, brown eyes, dark complexion, braided hair, wearing a blue t-shirt and dark windpants. The second subject was described as a black male in his 30's, 5'11", 200lbs, large build, brown eyes, dark complexion, short hair, wearing light blue t-shirt and jeans. 05-3998

Between March 27 at 12:00 pm and March 28 at 9:00 am in the 7600 block of New Hampshire Avenue, a commercial burglary occurred. The rear door of the business was damaged in order to gain entry. Property was taken. 05-4075

Apr. 5 Public Hearing on Grants Use

Takoma Park Police will hold a public hearing Tuesday, April 5, at 6 p.m. in Council Chambers, 7500 Maple Avenue. The hearing will receive public comments and recommendations for use of a LLEBG (Local Law Enforcement Block Grant) of $10,000.
