Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrests of Talmadge Merritt, 48, of Washington, D.C. and Forann Minge, 50, of Takoma Park, Maryland. Merritt was charged with possession with the intent to distribute Heroin and possession of Heroin; Minge was charged with possession of Heroin.
On August 4, 2008, at approximately 9:30 p.m., officers in the Tactical Enforcement Unit (TEU) were conducting a burglary abatement detail and surveillance operation when they observed two subjects walking around the area on foot in a suspicious manner. A short time later, both subjects had separated and one subject returned in a 1996 Ford Mustang. Both subjects were later observed in the vehicle and a traffic stop was initiated on the vehicle. Probable cause was developed for a search which led to the recovery of quantities of Heroin both in the vehicle and on one of the subjects, as well as $4,300 in U.S. currency. The quantity of Heroin indicated an intent to distribute. Both subjects were transported to the Montgomery County Central Processing Unit for an appearance before a District Court Commissioner.
