Chief Ronald A. Ricucci from the Takoma Park Police Department announces the arrest of Richard Manning Miller, 44, of the 4200 block of 58th Avenue in Bladensburg, Maryland, for the assault and attempted abduction that occurred on the morning of January 29, 2008.

During the afternoon of January 30, 2008, detectives received several phone calls with tips on the truck. One tip led detectives to a trucking company who sub-leased the suspect vehicle to Miller. Surveillance was put into place and Miller was apprehended without incident in the 6800 block of New Hampshire Avenue, Takoma Park, Maryland, and transported to the Takoma Park Police Station. While detectives were interviewing Miller, members of the Tactical Enforcement Unit (TEU) and Criminal Investigations Division (CID) executed a search warrant of Miller’s truck and residence, which produced evidence linking Miller to the crime. Miller is charged with Attempted Murder and Kidnapping, First Degree Assault and Reckless Endangerment and is being held without bond at the Montgomery County Detention Center. Other charges may follow.

Chief Ricucci would like to thank the media for their outstanding and continuing coverage of the surveillance video, as well as the public who called in many tips which led detectives to the suspect vehicle and ultimately Miller. He would also like to thank Pollo Campero for the surveillance videos that made it possible to garner the public’s assistance in locating the suspect. Chief Ricucci is proud of both his TEU and CID units, as well as patrol officers, for their outstanding follow through and determination to bring closure to this crime for this young victim. This entire investigation was a joint effort between the police department, the media and the public which resulted in a successful arrest to a horrendous crime.
